Fassmont and difficulty, Its effect, and the consequences likely to flow from it, should there be a further influx of ‘cholem, seems to be little understeod by the public. It 1s duo, therefore, to the Commissioners that some pub- icity should be given to the action which has been taken Dy them to provide an efficient and protective quaran- tine during the present season, in order that the respon- sibility of failure may rest where it properly belongs. In their last annual report the Commissioners called ‘the attention of the Legislature to the necessity for some immediate provision for the care of the large number of ‘cholera ppatenie who were likely ‘soon to arrive in port, and to e rons want of some siitable place for the de- tention of those under quarantine who had been exposed 40 diveases, but were not actually sick. Witness—Tbat depends a good deal on circumstances. Sometimes a body will float immediately afver death, and sometimes not for eight or ten days afterwards; the temperature of the water, the rapidity of decomposition in the body, and the condition of the lungsjand stomach, incident to their containing gases are the cumstances; a man baving an empty float much sooner. At this stage of the inquest Coronor Smith stated that he was unable to proceed further at present with the in- quiry owing to the nonappearauce of one of the main witneases in the case, the man Thomas Shea who had found the body. Shea was probably endeavoring to evade putting in an ap; ce, for reasons that were best known to himself; but there were now four detect- ives after him who would certainly soon discover his whereabouts, A permit was then given by the coroner to the pre- sident of the society to which the deceased belonged to inter the body, and the inquest was further post- poned to eight o'clock, P. M., on Tuesday (to-morrow), (o take place at Fireman’s Hall, Fourth street, Wil- liamsburg. ‘Ybe inquiry, thus far, seems to show that suicide by drowning was the cause of death; but the coroner, who has still some wel! founded misgivings incident to the indicationsyof fou! play which the body presented, and which we noticed previously in the Heraxo, ts deter- mined to clear up any attendant mysteries ere he too hastily concludes the investigation. Soon after the passage of the above resolution the Commissioners applied to th cretaries of War and the Navy for the use of vessels on which to place those who were sick with (or had been expoeed) to cholera. The former promptly responded by plincing the Uhnois and the latter by placing the Saratoga and Portsmouth at their disposal. Fraser, who was shot during an altercation at his piace of business, 186 Fulton street, on Friday morning, and died from the effects of the wound at the City Hospital on Saturday. Mr. Fraser was for some time during the late war Colonel of the Forty-seventh New York Volunteers, and was at ‘one time commandant of the post at Hilton Head, 8. C.
