. FINANCIAL AND COMMERCIAL. Wepsxspay, June 13—-6 P. M. The chief feature of interest in Wall stroet to-day has been the further rise of gold, the price at one time having touched 146%, after opening at 143% and selling down to 142%, The latest trarsactions on the street were at 145%. The export of specie was larger than there was yesterday reason to suppose it would be— namely, $3,749,741; to which it Is understood there was “Sbout $150,000 added after the regular return was made, Of this amount the Persia took $3,389,741 and the Mara. ‘thon $360,000, making a total export from this port, Boston and Philadelphia ($25,000 only), during the lat six weeks, of abott thirty-nine millions, exclusive of miscellaneous unrecorded shipments. Total see neaeeeeneee sees «+ 898,007, 068 This immense drain could not under any circumstances have taken place during a period of suspension like the present without causing a material advance in the pre- mium, which latter is much less to be regretted than would have been the probuble consequences of such @ drain when we were on "a specie basis, The,@otof our Jrangactions with the Old World being conducted in epecie, ‘while our internal affairs “rest on the “legal tender basis, makes our financial «system just now peculiarly elastic, and exempts us from those violent perturbations to ‘which the money market would be inevitably exposed if it rested on a hard cash foundation, The existing state of affairs in Europe is very unusual, and severely test- ing our specie resources; but we have responded tothe calls of our foreign creditors with a promptitude which will do much to strengthen American credit abroad. The rise in the gold premium is, under the present exceptional circumstances, @ sort of safety valve, promoting exports and tending to lessen imports, which we should have no desire to dispense with, and the Treasury committed either a very palpable blunder or perpetrated a very flagrant job when it gold thirty-five millions of its gold at 13034 a 13134, with the ostensible object of preventing the premium from rising. If the sales in question were not a job they showed that the affairs of the Treasury were in the hands of men ignorant of finance and deficient in common sense; but the general impression is that Jobbery was at the bottom of them, The letters of Mesera. McCulloch and Van Dyck, in response to the resolution of Congress calling for an explanation of the amount and manner of those sales, were very unsalisfac- tory. These gentlemen generalized and defended them- selves like men who were attacked and knew they had weak points to guard, and the argument of Mr, Van Dyck was extraordinary enough to excite general sur- prise. This subject we are convinced has not yet been sufficiently probed, and we call upon Congress to appoint @ committee to inquire into all the details of theso Treasury gold sales. It is necessary to know, for instance, the names of all the brokers to whom the Treasury broker sold gold on government account, and this broker should, we think, together with others, if neces- sary, be examined under oath relative to these transac- tions. What the people have a rght to learn is the mecrot history of the sacrifice of thirty-five millions of the public gold which never ought to have beon sold, and especially at a price much below what might have been obtained for it bad the Treasury broker not kept tho market down toa fixed point, Who, if any one, in futhority had a private purpose to serve by the sales of gold which were made in May ? is a question which tho Public would like to see satisfactorily answered, and we trust that Congress will act promptly upon our eugges- tion and appoint a committee of Inquiry. The range of the gold market in each month of the year thus far has been as under:— The speculative activity of yesterday afternoon was wot fully sustained on the Stock Exchange, although Prices remained steady. Tho advance in gold is, how- ever, calculated to stimulate corresponding movement 1n securities, aided by an easy money market and the improving value of railway property. At the early seasion of the open board the market was @rmer, Eric sold at 625;, New York Central 97%, ‘Reading (b 3) 110, Michigan Southern 79%, Ilinols Cen- tral 121%, Cleveland and Pittsburg 83, Cleveland and ‘Toledo 104%, Rock Island 9175, Northwestorn 30%—pre- ferred 60, Fort Wayne 97%. At the first regular board it ‘was dull but steady. New York Central closed + higher than at the balf-past two board yesterday; Reading X, Michigan Southern %, Fort Wayne %, Atlan:ic Mail 3, Canton 1s, Erie was % lower, Cleveland aud Pittsburg 44, Rock Island 1, Northwestern 3, Western Union Telegraph %. Government securities were quiet and coupon five-twenties of the original issue declined 3, seven-thirty notes of the second series 34.
