OUR ALBANY CORRESPONDENCE. Ataayy, June 11, 1866. ‘Lieutenant Governor Alvord and a majori-y of the State Renators are in town to-night and will convene in extra session to-morrow, Tuesday, in pursuance of Governor Fenton’s proclamation, for the trial of Judge Smith, the County Judge of Oneida, It is thought that the proceed- 4ngs to-morrow will open with important argument of counsel relative to the forms of the impeachment and ‘the extent of the jurisdiction of the Senate in the case. SATURE AND ORIGIN OF THR IMPEACHMENT, Judge Smith is charged with complicity in the noted Dounty frauds committed by Haddock and others in Oneida county and with receiving asum of money for the office of Attorney to the Board of Excise Commissioners of his county. These commissioners were appointed by him in the course of his official duties; they then designat- ed Judge Smith as counsel to the commission, but the who had held that office (which is not a legal or Sonnty office) gave Judge Smith some five hundred dol- Jere to resign it in their favor, The bounty frauds with ‘which Judge Smith is said to be implicated were un- in the trial of Haddock, whose prosecution was @enducted by Roscoe Conkling at the instance 0! ol Haddock, it will be recollected, was fined fen thousand dollars and made to disgorge some two Bhundred and forty thousand dollars of the county Money, fraudulentiy obiained. In the course of that trial the connec jon of Judge Smith with Haddock was inently indicated and a/ter some delay was made Tae basie ‘Of the umpeachment in connection with the excise attorney ship transaction. POLITICAL BEARINGS, a @onsiderabie political fecling has arisen out of this tmpeachu Congressman Conkling appears to have entered very earnestly into @ general investigation of @he atrocious sysiem of bounty frauds wh ch ramitled through the whole country at a time when the nation ‘was in its createst peril and when the preoccupation of every brauch of government was such as to aflord com- parative immunity to the perfidious porpotrators aud So-oprators in these outrages. The worst feature of this actually organized system was the countenance and partic.pation in them by the trusted officials of the government. The connection which Judge Smith had with the affairs im Oneida county was not elicited by any direct examination or investigation jainst him, but leaked out on the trial of Haddock, pistrenas are sanguine of clearing him and he himself understood to be coulident of bis acquittal when hie @xpianation and defence are presented, FORM OF THE TRIAL There appears to be no precedent for the form of the trial now about to be opened here, although it is sup- posed 10 be analogous to the cases where trials are con- for removal by the Governor for cause. An act was passed by the Legislature of the State of New York on the 21st of April, 1866, incorporating Messra, Cur- tiss, Anderson, and Cobb, the present Quarantine Commis sioners, together with the Mayors of New York and Brooklyn, as a board for the purpose of selling tho buildings, land, &e., of the present Quarantine station at Staten Island, and erecting suitable quarantine accommo- dations on the West Bank. Considerable delay took place im the organization of the board, the principal cause of which was the difficulty in selecting a day when all the members could conveniently attend. The bonds of the commissioners had also to be sent to Albany for approval, and the end of May came before the board fully organized, Immed'ately there- after Mr. Rich was appointed Engincer of the Board, and he at once commenced the preparation of the ne- pas Lome A variety of opinions were at this time oul as to the best mode of securing a proper foun- dation on the bank, some persone advocating the sinking of stones, others a’ aystem of piling, while the plan of putting down cribs which should permit the water to flow throngh, but should in the meantime be weighted sufficiently to keep them tn their places seemed to secure the approval of the greater number. Here bearings were taken. A long iron spear, about an inch in diameter and having asharp point, was repeatedly attempted to be thrust into the bank. but so firm was the eand it would not penetrate one inch. THE CHOLERA AND THE @ LAUGHTER HOUSES. One or two cases of diarrhea, which have been magni- fied into cases of actnal cholera. have now been quite disposed of, and the patients have been pronounced out of danger. The authorities of the Health Board depre- cate the practice of some of the newspapers of Jumping to the conclusion that a case of diarrhoea must be a case of cholera, and say that such a practice is fatal to that Peace of mind which is #0. powerful an auxiliary to the ‘public health. On Hester street, where there are come filthy tenement houses, a ‘longshoreman wes lately attacked with diarrhesa, and it was pronounced cholera. ‘The man has recovered and is outof danger. Dr, Harris has sent to make inquiries about the condition of the hones in this streot, and it ts probable that the Board of Health may be induced to procesa in the matter vpon the principle of the old apothegm, which says that pre- vention is better thnn cure. The Board of Health meets next on Friday afternoon. ‘The Board, in pursuance of provisions in the act which created it, proposes to do away with pri slaughter honses after the first of Angust. The Boa has made arrangements for a public slanghter honse in 106th street, East river, and from the commencement of Angust the butchers will have to kill there or out of town. Two complaints were made before Justice Dodge yes terday afternoon against Harvey H. Quinn, better known as Honest John, and Joseph Lewis, alins Lillies, alias Lawless, who were arrested late on Saturday night by roundsman Moreness of the Twentieth precinct, as pub- lished in vesterday’s Herarp. This ia said to be the first arrest under the new law. Justice Dodce committed Lewis on tais charge, bail being refused. CRUELTY TO A HORSE. Michael Kennedy, a carman, was-arrested yesterday afternoon by officer Brooks, of the Second precinct, on the charge of cruelly beating his horse, in Dutch street,. near John, with a cart rang, The violenre being wit- nessed by Mr. George W.
