2 FINANCIAL AND - COMMERCIAL. Sarunpay, May 26—6 P. M. ‘Tho European advices by the Saxonia and America ex- orted a highly salutary and reassuring influence not only in Wall street but among the entire commercial commu- nity this morning, and with the complete restoration of confidence on the the Stock Exchange prices experienced a turther bound upward, the rise being stimulated by the returning monetary ease, Although loans were almost invariably made at seven per cent (a few descriptions only at six on governments being reported), the amount of capital offered at this rate was in excess of the demand, and all the in dications are favorable to a8 easy & money market next week as we had last week, In making the two final scttlements with the Sub-Treasury for the gold checks drawn upon them the banks used some of their one year certificates of indebtedness and certificates of temporary deposit, but none of thelr Clearing House cer- tificates, which are payable on demand. The other cer- tiflcates are usually redeemable after ten days’ notice has been given, but in this instance the Treasury waived the notice in favor of such of the banks as were indebted to it. Areduction of about six millions anda quarter bas in this manner been made in the temporary loan during the week, while compound interest notes to the amount of a mihion have been redeemed at par and interest. ‘Large parcels of one ycar certificates of the dates upon which interest will cease on the Sist inst. have boen sent in for redemption by the banks, and where the cur- Tency was applied for here for these the Sub-Treasury met the demand, The dates referred to are June, July and August, 1864. The gold market opened at 139%, but gradually do- clined to 138, under the effect of the news of the sub- sidence of the panic in London, and the improved quota- tions for United States securities, which, with consols, were as under on the 12th and 15th inst, :—~ May 12. The speculative feeling on the Stock Exchange was very spirited at the commencement of business, and the signs of a steady upward movement were unmistaka- ble. It was argued that stocks, although nom- joally selling, with the exception of Erie and Illinois Central, at about the prices current antecedent to the recent monetary disturbance, were virtually lower, in consequence of the advance of the gold premium, and that a proportionate rise in prices should follow in order to adjust values upon their former ‘Dasis, Hence in some degree the rush to buy; and when it was found that the supply of money was equal to the demands of the brokersa very confident feeling pre- vailed among the bulls, There was a strong demand for Cleveland and Pittsburg, Michigan Southern, Fort Wayne and Reading—all of which advanced rapidly, but particularly the first mentioned, which is evidently cornered, 92 having been bid for it at five o'clock. Michigan Southern 1s in favor as an investment, more than for speculative purposes. Its earnings show the largest increase of any leading West- ern road excepting Milwaukee and St, Paul—those for the third week of May having been $07,205, against $72,520 for the same time last year, the increase “being $24,776 Erie alone is weak, owing to ® notorious person, connscted with the manage- ment of the road, selling calls of the stock at seventy- one, available during the next sixty days for one per cent. But we opine that this sagaciousindividual will ultimately be about as suocessful in controlling Erie as the Treasury was lately in controlling gol, or a8 acertain old lady was in sweepiag the Atlantic out of her front parlor during a hich tide. Meanwhile, however, he will probably discredit the company it is his duty to support to the best of his ability. At the early session of the open board Erie sold at 6834 a 67%, Hudson River 113, Reading 111 a 110%, Michi gan Southern 79% (b. 3), Cleveland and Pittsburg 8744 a %, Northwestern 283;—preferred 68 a , Fort Wayne 963, (a. 3), Cumberland 4534, Quicksilver 6234, New York Central 94%. For foreign exchange it was difficult to obtain quota- tions; but bankers’ bills at three days on England were held at 1114¢, and those at sixty days at 109%. It is reported that a small amount of the five-twenties and Ene Railway shares, recently returned from Europe, for sale here upon limits, were reshipped to-day, the rapid rise in gold having defeated the object of the foreign shippers. It is generally believed, and very reasonably, that after the arrival in England of the twenty millions of gold we have lately sent, there will be a great rebound from the recent depression in the prices of securities of all descriptions, but especially our own. We have proved 4 pillar of strength to the Old World in responding so promptly to her neceseities, and although our gold will ar- rive long afier the panic has committed its ravages it will be none the less useful in replenishing empty coffers and restoring confidence generally. The arrival of 80 much gold from the United States will indeed bo @ great sensation and as welcome as an abundant harvest following an appalling famine, The somi-bank- rupt nations of Continental Europe will look with wonder upon the prodigal shipments of coin from a country in a state of suspension after passing through the greatest war in the world’s history, But this 1 only one side of the picture, The gold we have lost is to usa source of weakness and not of strength. The spendthrift may fling away his substance as recklessly as the Treasury sold its gold at 190, and he, too, will make a sensation and @ show; but it is only until bis resources are exhausted, when he disoppeara fiom his pedestal, like @ gourd, onal vanity way be flattered by the idea of our 0 ship such an emount of gold as we have « within eo short atime; but we mast not sacrifice principle and national iuéerest for effect or any amount ‘This is a great country; bat the Secre. wy of “tho Treasury is not @ great Gnancior by any 8. roleum and mining stocka were active and firm. Activity Among the Militias During the Past Week—Parades, Drills and Ke- views—Recent Changes in the National Guare, de. The past week has been a period of considerable ac- tivity among the militia, since Monday last scarcely a day having passed without witnessing some movement of interest—either parade, drill or review—which have refleeted much credit upon the efficiency of the Nationa! Guard, while their appearance in our public streets has elicited the highest encomiums, The first of our field days which has yot taken place this season was, as already reported, held by the Fourth brigade, at East New York, on last Thursday, The energy exhibited by Brigadier General Aspinwall, in being first in the fleld upon this oecasion, has, it would seem, excited a spirit of emulation among other corps, and created no little comment on the tardiness of others in issuing orders for brigade drill throughout the First division. With the exception of the Second infantry brigade and the cavalry brigade of that division there eve no orders for field exercise yet issued, There is certainly a dila- toriness somewhere on the part of the militia generals iu not fulfilling the regulations on this point, which re- quire that brigade and regimental drill be held at least once a year. The officers of the First brigade consider that they are growing rusty for want of such military exercise, as their command have had no field day for the past two years, Last summer the Seventy-first regi- ‘ment had an inspectn and a drill in Union square, but that was all. ‘The Twelfth regiment made a fine appearance in Wash- ington square on’ last Tuesday, numbering three hundred men. A dress parade was held, and the manual of arms was gone through with fair precision. The street firing, in which they were exercised after the parade, was not 80 creditable, which bee be attributable to want of practice, and that cam be corrected by the company com- mandants, On Wednesday last the parade of the Seventy-first and Twenty-third —— on the occasion of the inaugural of the Vosburgh monument, erected to the memory of the first colonel e the Seventy-first, was @ fine turnout. Both regiments looked admirable and Creer the approbation of all who witnessed their sol- erty bearing along the route. The Fourteenth regi- ment (| eke commemorated the fifth anniversary of their muster into the United States srrvice by a grand parade on the afternoon of Wednesday. They made a unique and brilliant appearance, their bright-colored uni- forms being for the greater part new. The Mayor and Common Council reviewed the veterans in front of the on Hall, after which they marched through the princl- streets of the city ‘and then held a dress parade on Fort ene at which a great number of spectators were presen Preparatory to the brigade drill the right wing of the Eleventh regiment held a drill at the Stat» Arsenal on Monday evening, which was but an indifferent affair, the exercise in firing being v7 200 ‘poorly executed. This fact was evinced in their want gomgh | in their firing at East New York. fhe drill of the left wing, which took place Tuesday, was a very slight improvement on that of the preceding eveving. FIRST BRIGADE CAVALRY. The first field day of this brigade will take place at East New York, on nee the 7th of June, pursu- ant to orders from the Brigadier General, At an election to fill the office of colonel of the Third regiment cavalry, hold at the regimental armory, on Thursday, 261h inst. Iveutenant Colonel John H. Budke was unanimously elected colonel, whereupon an election for licutenant colonel followed, Adjutant D. Geils being clocted lieu- tenant colonel, General Postley presided at the election. Tho Second brigade, Colonel Burger commanding, will, pursuant to orders previously published, proceed to East New York to-morrow morning, where thoy will be oxer- cised in the schools of the’ company, battalion and brigade, as laid down in the orders. ’ Major Genoral Sandford will review the troops at four o'clock in the afternoon. A fine parade may therefore be looked for. The Ninth regiment, Colonel J. H. Wilcox, will parade to-morrow to celebrate the fifth anniversary of the de- Feces of the regiment for the seat of war, and assom- bles at the regimental armory in Thirty-sixth street, at halts past two P. M., and will be reviewed in the Park at four. ‘ CHANGES IN THE NATIONAL GUARD, 8. N. Y.
