2 — FINANCIAL AND COMMERCIAL. TronspaY, May 17—6 P. M. ‘The stock market opemed @ull, but gradually became strong to-day, and at the close was in the ascendant Now York Central and Cleveland and Pittsburg were the most buoyant of the railway shares, and those gener- ally stagnant nondescripts @nio and Mississipp! cert. cates wore fgalvanized into a transient activity and ‘advanced 1% percent. The speoulation fora rise has ‘a very strong undertone, and the indications con- tinue favorable to much higher prices. ‘The disturbed condition of public affairs on the con- tinent of Europe can exert no material effect upon the money markethere, while in the event of a foreign war our export trade would probably be stimulated, and this would involve increased traile earnings of the leading railways extending westward. The deflant attitude of Prussia and Austria is, however, by no means to be ac- cepted as a sure sign of an impending appeal to arms, There is, in any case, mo reason for apprehen- sion that the value of railway property will be at all impaired, or that prices will permanently decline in the United States because of what may trans- pire in the Old Werld. The arguments which might have had force when we were on a specie basis no longer apply, except to gold and foreign exchange and their immediate influences. At the early s*ssion of the open board Now York Central sold at 93%, Erie 73%, Reading 107%, Michigan Central 109, Michigan Southern 70%, Illinois Central 120:s, Cloveland and Pittsburg @4X, Northwestern 2834, proferred 534, Fort Wayne 98%, Ohio and Mississippi certificates 2744, Canton 61%, Cumberland 463s, Quicksilver 524. ‘At the first regular board, with the exception of New York Central, which closed % higher than at the half-past two board yesterday, and Ohio and Mississippi certificates 13, railway shares were gencr ally lower. Eris closed at a decline of 3, Reading 3, Michigan Southern 14, Cleveland and Pittsburg %, Northwestern %, Cleveland and Toledo 4. In the mis- cellaneous hist Cumberland advanced 19, Canton 114 and Western Union Tele raph 4. Quicksilver declined 3, Mariposa preferred 4. Government securities were firm. Coupon five-twenties of 1862 advanced 3. Among the State stocks Missouri sixes were active and 44 highor. At the open board at one o'clock New York Central was strong and advanced to 943, a8 also Ohio and Miz- slasippi certificates, whieh sold at 2844 (b. 9), but the re- mainder of the railway shares were only steady. At the half-past two board the market was very firm, and quo- tations improved. New York Central closed % higher than at the first regular board; Hudson River %, Michi- gan Southern 4, Cleveland and Pittsburg 3, North- western 34, preferred 14, Fort Wayne 4, Ohio and Mis- sisslppi certificates Cumberland 34. Canton de- clined 3g, Western Union Telegraph 3%. Government securities were steady, excepting coupon five-twenties of 1865, which advanced 34, and seven-thirty notes of the second series, which declined 34. At the open board at half-past three the market was strong. Now York Central sold at 9434, Erie 74, Read- ing 107%, Michigan Southern 80 a 79%, Cleveland and Pittsburg $534, Illinois Central 12034, Cleveland and Tole- do 10434, Rock Island 93%, Northwestern 28%, pre. ferred 53%, Fort Wayne (b. 3) 99, Milwaukeo and St, Paul proferred 6934, Ohio and Mississippi certificates 2834 a 34, Canton 61%, Quicksilver 5234, Mariposa pre- forred 21, Western Union Telegraph 60%. Afterwards the market closed strong, the following be:ng the quotations at half-past five;—New York Con- tral 945; a 3%, Erie 744 a 34, Reading 107% a 4, Michi- gan Southern 79% a 80, Cleveland and Pittsburg 8534 a 4, Rock Island 93% a 94, Northwestern 23% a %, pro- ferred 53% a %, Fort Wayne 93% a 99, Chioand Mis- sissippi certificats 235; a 3, Canton 617% a 62, Cumber. land 477; a 43, Quicksilver 5334 a 34. ‘Pherc has been a slight increase visib!lo in the demand for money arising from the recent sales of gold by the Sub-Treasury ; but the supply is still superabundant at 4 a5 per cent,*the majority of loans to the leading stock houses being at tho lower rate. The best grade of short date commercial paper is discounted freely at 5 a6 per cont. The balance in the Sub-Treasury here is consider- ably beyond the average amount—namely, $102,257,203. The gold market has ruled steady at 129% a 130, these being the two extremes cf the day. The closing quota tion was 129% 0180. Loans were made flat, with a single exception at four per c2nt for carrying, The Sub Treasury was not a seller to-day. Foreign exchange was quict but firm at 109% for bankers’ bills on England at sixty days. Bills on Paris 26% aX, on AmmelOrMMBe'Wi § 18% * 64,,.0n, Hamburg 80, on Frankfort 4134 0 {. Prussian thalers are quoted at 12% a 73, Petroleum and mining stocks wero generally dill, but steady. At tho first board Central closed 16c. higher than at the same time yesterday. Ada Elmore was 5c. lower, Smith & Parmelee 15e., Altona Sc, At the second board Central closed 10c. higher than at the frst board, Selling at $2.80. United States sold at $7 70, Consolida- ted Gregory Gold at $13, Downleville Gold at 42c., Gun- uel Gold at 99¢., Kipp & Buell at $170, Quarta Hill at $4 60, Washington Fire Insurance at $1 20. At the annual election of the New York and Harlem Railroad Company, held on the 15th instant, the follow- ing gentlemen were duly elected directors for the en- suing year:—Cornelius Vanderbilt, William H. Vander- bilt, William C. Wetmore, Horace F. Clark, A. B. Baylis, Augustus Schell, James H. Banker, John Steward, John M. Tobin, Hiram Cranston, John B. Dutcher, Oliver Charlick and William A. Kiseam; and at a mecting of the Board of Directors, held the following day, Cornelius Vanderbilt was re-elected President, and Will'am H. Vanderbilt Vice-President. The examiner appointed by the Comptroller of the Currency to inqu:re, after the horge was stolen, into the affairs of the Merchants’ National Bank, at Washingion, has made @ supplementary report, in which he says that t¥0 or more of the disbursing officers of the governmert had an arrangement with the bank, by which they re- ceived interest at the rate of four per cent per annum upon their balances, and that a certain Pres:dent of a Richbmoud bank, and formerly of Washington, also had an acrange- ment with this bank by which he was to receive one. fourth of the interest accruing, in consideration of induc ing disbursing officers to deposit balances with it, Under thess arrange nents the defaulting bank had paid ‘Foveral thousand dollars to (each of?) these partics during the ‘ast six months. Rerein lay the motive for the accu- mulation of funds to the amount of $762,312, by Pay- master Paulding and others, in this confidence establish- ment. Their conduct in this particular was a fraud upon the government, and the blindness of the Treasury, and particularly of the Comptroller of the Currency in not perceiving what was going on under tholr very eyes, fa unaccountable. We aro glad to find that the military commission appointed to investi. gate the caso Cf Paymaster Paulding has ordered that individual ander close arrest, and that there is a proba- bility of lis being shortly tried by court martial. The following are the footings of the Boston banks as compar d with the proviows retarma:—- Cireulation ( tate) ‘The business of the Chicago Clearing House for the wook ending May 12 was as follows compared with the $1,921,185 1,353,304 business of the week closing on May bibles the aring Hows tue th TOM). er ceeeeeeseececeee ee 1,086,008 $440,261 ‘The operations of the Cincinnat!
