Sunpay, May 13, 1866. ‘The stock market was firm throughout the past week, and, although the tendency of prices was upward, there was not speculative activity enough to carry them up to ‘any material extent, but at the close there was mode- rately brisk demand for most of the Wostern railway shares, and especially Michigan Southern and Cleveland and Pittsburg, in consequence of their largely increased earnings. The ‘bear’? element on the Stock Exchange has subsided into a state of quiescence, while the ‘bull’ strength lies almost inert; but this state of affairs is not likely to be prolonged, and, with increased activity, prices can hardly fail to advance, in view of the great monetary ease and the restored confidence in values. Loans on government securities were made on Saturday as low as three per cent, and the surplus of funds soeking employmept is still on the increase. There is a growing disposition to invest in railway property, and the belief in much higher prices during the ensuing summér and autumn ts general. This will have the effect of averting, to a great extent, the usual sales to realize by persons leaving town during the dog days. The passage of the uew Consolidation bill will only tend to inspire confidence and stimulate speculation, while the payment of tempo- rary deposits by the Treasury will still further surfeit ‘Wall street with money. The gold market was firm, notwithstanding the dis- bursement of $9,724,000 since the Ist of May by the Sub- ‘Treasury here, on account of the five-twenty coupons, end the abundant supply of coin for delivery, which caused loans to be generally made without interest. The fluctuations were, however, light, and the closing quota- tion of the week was 1294 3g. Ie, The examiner appointed by the Comptroller of the Currency to Inquire Into the condition of the Merchants? National Bank at Washington has made his report, and it confirms the worst suspicions which have been enter- tained in relation to this disgraceful failure. Exclusive of the furniture and fixtures of the establishment, which are valued at $5,017, its real assots, consisting almost exclusively of revenue stamps, turn out to be $789.07 (or lees, to avoid misunderstanding, than eight hundred dollars). There is, in addition, a little more than ® thousand dollars in the form of special de- posits, and a quantity of bills receivable, pro- tested, past due and undue, altogether amounting to $41,962; but these may be set down as worthless, with perhaps a trifling exception, ‘The nominal assets in tho general balance sheet prepared by the emaminer include the enormous sum of $714,710 due by Bayno & Co. of Baltimore, the firm in question being declared insolvents without assote, It seems from this that Bayne & Co.’s indebtedness to the bank and the United States deposits in it nearly balanced cach other. The latter aggregated, at the time of the failure, $762,312, so thet there is only an odd fifty thousand dollars between them: The govern- ment deposits, too, between the Ist of January and the 3d of May inoreased in about the same proportion as the private deposits decreased. The latter amounted, accord- ing to the reports of the bank, to $609,302 on tho Ist of January, and to only $40,000 on the 34 of May; while tho former increased during the samo time from $04,225 to $762,312, about $300,000 of which was deposited with the bank between the 2ist of April and tho 3d of May, the day of the failure, This rapid accumulation of government money was owing, the examimer says, to an effort to save Bayne & Co. from failure on the part of Paymaster Paulding “@ Xnd others. Bayne & Co, stood in immedate necd of from $160,000 to $250,000 to save them from suspen- ston, and on thé 20th of April sever! interwiews and con. siltations were held between the parties to this con- spiracy to defraud the gevorament, Paymaster Pauld- ing was present at oe’ OF more of these mectings, and on the following day he obligingly deposited two hundred thousand dollars with the doomed bank. ( this amount Bayne & Co, at once received $150,000, and $30,000 more to make good cer- tain checks which the bank bad drawn upon them on the provions day. It will be strange if Paymaster Pauld- img ts not held criminally responsible for this gross mis- application of the public money entrusted to him, his de- posita with the bank at the time of its failure having been more than haif a million of dollars ($500,851.) It is to be hoped that the Congrossional comraittee appoint ed to inquire into this scandalous affair will pertores its dnty without fear or favor, Tt may be weil to remind taxpayers that the schedules of | come tax are returnable to the assessors of Internal Revenue on the Ist of May under the provisions of the amended law of March 3, 1865, It is not the duty, as it should be, of the assessors to send blank forms to the taxpayers in their respective districts, the law requiring the latter to Mud out the former and obtain the blanks by their own exertions, in default of which the aasessors may add a penalty of twenty-five per cent to the amount of the income returned. ‘The tax duo is for the year 1965, at the rate of five per cont upon all sums over six hundred dollars and under five thousand per annum, and at the rate of ten per cent on the oxcess over this latter sum. Six hundred dollars is exempted upon all incomes, and the amount of all na- tional, State and municipal taxes paid curing the year, together with the amount paid for rent, or the rental valuo of any house occupied by the taxpayer in his own right or that of his wifo, may be deducted from the gross income cf all persons liable to the tax. It fa noticeable that rents and the price of real estate are lower now than they were two or three months ago, whon landlords piled Pelion on Osea by compelling their totiants fo pay a freah advance on their prev ously severe exactions. The cause of the sharp rise in rents was @ desire on the part of property owners to sell and not to let their premises, and the more they advanced their rents the more \aluable they expected their property to become. Bit their expectations have been to a great ex- tent disappointed, Those who have succeeded with their tenants io obtaining the advance they naked are not likely to be ‘qually succesful next year unless in a few par- ticular localities, while many who wanted to sell have minsed th ir market by overstepping the mark, The greed of gain may easliy be carried to an unprofitable extent and cat away iis poseeesors’ fortunes. State flour was in somo cases 200, a 30°. per bbl. off, as were certain kinds of Western flour, but the decline was by no means genoral. The sales comprise only 4,500 bbls., at our revised quotations annexed. Southern flour was sold with difficulty, even at lower prices, and the market closed very dull and irregular, with sales of 300 bbis. at our quotations, Prices for Canada flour wore in afew instances 40c, per bbl. in purc! favor, while all grades wore at least 20c, lower.
