M. ‘The stock market opened under some little depression this morning, consequent upon @ transient feeling of distrust, produced by the Ross forgeries; but, as the day advanced, the speculative fooling became strong and prices improved. The prospect of the ultimate passage in ‘Congress of the Consolidation of the National Debt bill, in- troduced by Mr. Sherman in the Senate yesterday, tended to inspire confidence im the future stability of values ‘and an indefinite contmuance of the prevailtug monetary ease. The bill is received with favor both in Wall street and among the commercial community, but the present fundholders very naturally object to the proposed reduc- tion of the rate of interest to five per cent, This last is, however, a matter of very little consequence in com- parison with the saving of interest, which, if di- verted “annually to a sinking. fund, would be sufficient in leas than forty years to liquidate the entire national debt. The great inducement to make conversions into this funding loan will lie in its complete exemption from all federal or State taxa- tion, as provided by section 2. The. telegraphic sum- mary of the biil sent on” yesterday made no mention of this provision, and hence im ‘remarking upon it in this morning's issue We spoke of the seeming absence of this important clause, which will doubtless provoke some debate. With such an exemption, however, of the principal and interest of a thirty years’ stock, and contemporary legislation reducing the rate of interest on five-twenties to five per cent, when the option accrues to the government, there is every likelihood that it would become popular. The bill provides that not less than thirty millions annually shall be set apart as a sinking fund for the reduction of the principal of the debt in lieu of that contemplated by the act of February, 1862, This amount, including the saving of interest, ig to be taken out of any moneys in the Treasury not otherwise appropriated, ‘The fourth section of the act relating to notice of con- version of seven-thirty notes is (ncalled for, and will probably be struck out. The project of a great consoli- dated stock at a reduced rate of interest is one which we have long advocated, and that cannot fail to commend itself to all sound financiers, At present we have to deal with an incongruous mass of securities, equally em- barrassing to the Treasury aud puzzling to the people. It also charges the last Legislature with corruption and bribery, and says that an enormous Stute debt has been incurred by the authorities. The Troy Press gives the particulars of an alleged swindling transaction lately developed in that vicinity, by which, it is stated, several of the banks in Washing- ton and Saratoga counties, in this State, have been de- frauded to the amount of nearly eighty thousand dollars. Two old and well known wealthy farmers succeeded in getting discounts to the above amount, and then, dispos- ing of all their property, including farms, bank stock, &c., unaccountably disappeared, The entire debt of the State of Connecticut, according heavy. The report that the Continental Bauk refused to show its certifi cats beok is deciaret to be equally false. The fact that, in addition to the checks, Noss forged and hy- pothecated Michigan Central Railway bonds, goos to prove that the whole scheme of his fraud was a long pre- certed one, and that he was a mere counterfeiter who had turned bis attention to Wall street instead of the manufacture of spurious greenbacks elsewhere.
