8 THE CHOLERA. Fo Deaths or ‘Aa tional Cases Simee jay=Necessity for @ Permanent ial—Quarantine Regelations, &e. ‘The favorable report made by Dr. Swinburne, on Fri- day last, bas been very pleasingly verified by subsequent ‘events. On visiting the Doctor at the quarantine estab- disbwent, Staten Island, yesterday, it was ascertained ‘that no desths had taken piace nor had any additional cus. © beaw received on board the Falcon since the last roport-of Dr, Bissell, published in the Hnaue of yester- duy. x board the hospital ships everything was pro- grossing very favorably, and the indications were that the beckbone of the epidemic had been broken, and the qpatients in a fair way of recovery. NECESSITY FOR QUARANTINE BUILDINGS. The great necessity which exists for the erection of quarantine buildings is becoming every day more ap- paront. Floating hospitals are only really useful in mt of emerge Everything indicates that during the mt gameper lange nun persons will arrive ports infected with cbolera, ‘Yellow. fever and other infectious diseases, and it is imperatively necessary that ummediate steps be taken to pro’ temporary sheds on Some isolated place, to which all sick passenger can be transferred. The project for building’ a quarantine hospital on the Weat Bank, and fer which four hundred thousand dollars .uave becn -appropriated by the State Legislature, cannot possibly be carried out, and the datusings made ready for vse under #x months, What m to be done during the summer months must be speedily settled by the Board of Heaith, and the sooner the better. Sick ‘passengers now arriving in the lower bay cannot be transferred to the floating hospital during rtcrmy and windy weather, hence another necessity for providing a hospital on terra firma, where there is a ‘duck to which infected vesgels can be moored. Fire Jeland, Barren Island, Coney Island and several other places have been talked of as suitable places, but up to ‘ate we haye not beard that the initiatory steps have been taken to secure a suitable local.ty. QUARANTINE REGULATIONS ‘at the port, a= laid down in the Jaws relative to quaran- tine atthe port of New York, are very stringen’, and if thoroughly carricd out will prove the means of keeping the cholera and other infectious diseases out of the city, or at any rate of rendering the @readed visitation of rt duration. Money an been ted out to those in charge of these matters with no niggardly hand, and it ouly remains with the authorities to use them w the best advantage, thus saving the lives ‘of our Citizens and advancing the commercial prosperity of the metropolis, Young Men’s Howard Association. ‘This association, formed of some of the first young men vf this city, is now prepared for the great enter- prise before it. The management have taken for a gen- eral office room No. 3, at 194 Broadway. They have added to therr list of trustees some twenty more names of our first families. The officers cf the association will be at the general office at all hours. They have been in- dofatigable in their exertions to perfect this organiza- tion, and now that it is about completed, it is to be they may meet with the success the associa- tion deserves. The association is PIL for some Jarge buildings for hospital purposes, and in case the epidemic should appear among us will 'be ready to take charge of the sick ata moment’s notice, The managers have, since they commenced active operations, had ap- plications from over one hundred persons for relief, among them those who have been atlacked with the ship or typbus fever. As those are diseases as dangerous as cholera they should be supplied with the necessaries to yelieve them. ‘he association invites those who may desire to join them, to call at their ollice 194 Broadway, and enroll their naines. It is also the desire of the as- pociation that ali male and female nurses who intend romaining in the city the coming summer should call at the office and leave their addresses that they may be found when necessary. Sulphar a Preventive of Cholera, TO THE EDITOR OF THE HERALD. Haverstraw, N. Y., April 27, 1866. Deon Sm—I noticed in your issue of to-day in the article headed ‘ Cure for Cholera,” a recommendation to apply the tower of sulpbur to the feet as a preventive against cholera, together w ith the statement that cholera does not visit the vicinity of sulphur springs. You are no doubt aware that Haverstraw is noted for the manu- facture of brick, in the burning of which sulphurous Tumes are evolved; and it is said to be owing to the prevalence of the fumes thus generated that thie place and its vicinity has enjoyed its immunity from the ‘epidemic during the former visitations, ‘The value of sulphur as a remedial agent against ani- malcul# of various kinds has jong been known. It is a «vrious fact, that it should also be an efficient agent against the iofusorial life of the dread infection. 2 A -rrival of the Steamship Erin. A TEDIOUS PASSAGE, BUT NO SICKNESS ON BOARD. The etcamship Erin, oP the Natioual Steam Navigation Company, arrived at this port last night from Liverpool, which place she left on the 11th inst. The twelve hun- @red passengers that crossed the ocean in the Erin— which steamer belongs to the same line as the Virginia abd England, both cholera bearere—reached the city in perfect health. Ata meeting held on board the vessei on Faturday last resolutions were adopted complimentary to Captain Cutting, Dr, Smith and Steward Hughes, to whose efforts and success in carrying out the required vanitary arrangements the passengers attribute their pre- servation from the epidemic that has raged so fearfully on board the other steamsh ps of the same line. The Quarantine Quest in New Jersey. New Jersey is egain in the field in opposition to the taking of the waste land known as Sandy Hook fora quarantine station, as will be seen by the foliowing ex- tract rom the Washington correspondence of the New- ark Advertiser:— The probabilities of the early increase of the cholera epidemic in New York bave again started the authorities your » ghboring city and “tate on the project of se- ‘curing the location of their quarantine buildings on San- dy Hook, notwithstanding the decidedly unfavorable action of the gene al government upon their application for permission of the latter to establish their pest-house upon New Jersey soil, wuder the pretext that jurisdic- tion over the point of land in question bad been ceded by your Stawe to the federal authorities for na tioual porposes. Being informed of the intention of the New Yorkers to revive this once negatived applicaton, ex-Governor Parker yesterday telegraphed the fact to ©: ‘nor Newell, who immediately walled upon Secretary Stanton and in conference with the latter learned that the War Department had since learned noth- ing which could change the decsion already renderes adverse (o the application, upon the ground that as the coxsion of the territory named was made for a special object the government had no nght to transfer the same to New York for quarantine purposes without the con- went of New Jersey; but the Secretary suggested a relerence of the mattr to the President, and this mornin, rnor Newell secared an interview with, President Jobuson, and received the most walisfactory ass es that rd to the right of fuire would be a ‘0 the question under consider- ation, and that there is not the least dauger of the gene- ya! government authorizing the removal of quarantine , from New York to New Jorsey soil against the protest of ‘the authorities of the latter State, While this is not a al decision of the question, it may be taken as ‘equivalent thereto, and your anxious neighbors over the iver will do well to make pote of it and govern them- elves accordingly. This Lappy application of ‘my 1 Wiley’ will doubtless meet the approval of all Jersey- 1 wen, not excepting the most radical of the radicals, A Gang of Roughs on their Muscle in New Jersey. From the Cape of Good Hope the advices are dated to the 15th of March. The drought bad everywhere broken The colonists were looking forward to prosperous farming and better prospects generaily. Business was showing signs of improvement, and the commercial difficulties of the Eastern province had been overcome. The war be- tween the Fre: State and the Basutos was still lingering on. The Free State Pari‘ament had formally decided in favor of rejecting the offer of mediation made by Sir P. E. Wodehouse. At Natal an active paper war was @on- tinued upon the Colenso controversy. ‘The Austro-Englizh Committee for the revision of the Customs’ tariff, which 1s composed of Baron Max von Gagern, M.
