Precautionary Measures Against the Importation of the Cholera. Proposed Prohibition of the Use of Nitre Glycerine in the United States. &e. & &. Wasutxatox, April 23, 1866. TENNESSEE. ‘“ Congressman Whaley, of West Virginia, introduced # resolution to-day asking that the Reconstruction Com- mittee be discharged from the consideration of matters pertaining to tho State of Tennessee, The resolution created quite a breeze. The Speaker decided that it was not in order to discharge a committee from the considera- tion of topics not before it. Points of order were raised on the right and left, and Mr. Delano appealed from the decision of the Chair. He was afterwards prevailed upon to withdraw it, Constructively, the question of admit- ting the Tennessee delgation is now before the House, THE POST OFFICB APPROPRIATION BILL: Senator Sherman brought up the appropriation bill for the Post Office Department for the fiscal year ending June 30, 1867. The entire session was consumed in & debate upon Senator Hendricks’ amendment, which looks to a limitation of the President's appointing power, Without bringing the question to a vote the Senate went into executive session. PESNSYLVANIA POLITICS. ‘The Pennsylvania election is to be made to endorse the President’s reconstruction policy. Conservative republi- cans believe, of course, that the success of Geary will not accomplish this; 80 Heister Clymer will be implored to resign in favor of General Meade or Winfleld S. Hancock, In the event of his persistent refusal, one of these popa- Jar soldiers will probably be run independentiy, upon the Platform adopted at the late meeting of the National Union Executive Commitioe in this city, with flattering Prospects for success, according to Senator Cowan and other prominent Pennsylvanians. THE PRESIDENT VISITED BY A DELEGATION OP FREEMASONS, Tho Supreme Council of tho Thirty-third dogree of Freemasons, now in session in this city, visited the President to-day in a body, and were presented by Major B. B. French. Among them were Albert Pike, of Arkan- gas; A. G. Mackey, of Charleston; Tal P. Sbaffner, of Kentucky; A. 7. C. Pierson, of Minnesota, and others, NITRO-OLYCRRINE. The awfal explosions of nitro-glycorine which have recently occurred at San Francisco and Aspinwall, natu- rally enough, have created considerable excitement and discussion here. At the request of the Chamber of Com merce of San Francisco, Senator Conness to.day intro- duced a resolution amounting to a prohibition of the importation, transportation aod manufacture of the dan- gerous compound. The subject was referred to the Com- mittee on Commerce. Tho Heratn's despatches from Washington Jast summer first called the attention of the people of the United States to the dangerous quall- ties of this composition, Since then the number and torrible nature of tho accidents resulting from its storage ‘and transportation more than justified ail that was them said. There is little doubt that the late explosions were due to imperfect manufacture, improper packing and careless handling. The latter was most likely the im- mediate cause. PERSONAL. Mevator Dixon, of Connecticut, who has been absent for a long time on avcount of illuess, to-day appeared im his seat for the first time since bis recovery. The Sens- tor remained but a portion of the session, Two sprouts of the English aristooracy, the Marquis of Lome, a son of the Duke of Argyie; Hon, Mr. arthur Street, a eon of Lord Belper; also Mr. H. Yates Thomp- son, generally known as having offered to establish an American professorship at one of the Europran unlver- sities, were introduced upon the floor of the Senate to- day by Senator Sumner, They wero presented to sev- eral members of the body, amoug the number Senator Sherman. Brigadier General A onzo J. Aldon is reported to have been appointed postmaster at Troy, New York, vice Thomas Clouse, doceased, TUR CINCINNATI COLLRCTORSHIP. RM. W. Taylor bas been removed as collector of in- ternal revenue at Ciuciawati, Ohio, and General Carey appointed in his place. THE PRESIDENTS AND SUMNER'S PRIENDSHIP FOR THE NEGRO CONTRASTED. The President to- ve substantial evidence of hie friendship for the nogro and his desire to elevate him in intelligence and usefulness, by sucscribing twenty-five dollars to assist in the publication of the Tennenseran, the negro organ at Nashville. strangely enough, Senator Sumner's name was ov the same paper, but for only five dollars. CONFIRMATIONS BY THE SENATE. The Senate in executive session to-day confirmed the following nominations :-—Dennis G. Cooley, of Iowa, to be Commissioner of Indian Affairs; J. B. Rogers, of Mis. souri, to be United States Marshal forthe Eastern Dim trict of Missouri; Leopold R. Roeder, of Wisconsin, to be Consul at Stettin.
