FINANCIAL AND COMMERCIAL. Sunpar, April 22, 1866. ‘There was a moderately active but somewhat irregular speculative movement on the Stock Exchange during the past week. Railway shares at the opening were par- tially neglected in favor of the miscelianeous stocks, which were buoyant; but afterwards interest in the lat- ter, which suffered a relapse, waned, and the former became stronger, with an increasing volume of tranaac- faons, and the market closed with a firm upward ten- dency, the following being the quotations at half-past five yesterday afternoon:—New York Central 923% a 93, Erie 7334 @ $4, Hudson River 10834 a 100, Reading 1043; ® 3, Michigan Southern 82% a %, Illinois Central 1144 34, Cleveland and Pittsburg 813¢ a 5, Rock Island 1215 @ \, Northwestern 27} a %, preferred 683; # \, Fort Wayne 97% a %, Obio and Mississippi certiticates 25% &%. The most mercurial of the railway stocks was Fort Wayne, which rose to 984, against 91 on the 18th inst., under a chque movement, apparently organized vo “‘corner’’ the ‘shorts’ in it, which were known to be considerable. Hudson River showed great Qrmness under the report of its largely increased March earnings as compared with the same month last year. Erie was active and rather spasmodic in its action for s0 bulky a stock, which led the street to suppose it op the eve of one of those eccentric upward turns to which it is cocasionally given after a heavy decline. Cleveland and Pittsburg fluctuated feverishly, as if it were being Dought largely by parties who at the same time desired to keep its price down till they had “loaded up,’ as the phrase goes. Michigan Southern was strong and fairly active, There was at one time a sudden but short-lived rise in Ohio and Mississippi certificates; and Mari- posa preferred, after selling up to 24, fell back to 20%, closing at 22, however. Quicksilver, too, was galvanized into transient activity, and rose to 67, against 40 a fortnight ago, but it soon relapsed to 61. Spruce Hiil Coal was rather actively dealt in at 6a 6% at the open board, and on Saturday the stock of this company, which has a capital of a mil- lion, in a hundred thousand shares of ten dollars each, was admitted to the list of the Stock Exchange. The report submitted to the board shows that the company has no debt, and owns, under a per- fect title, eight hundred acres of coal land in the centre of the coal basin lying between the towns of Cumberland and Frostburg, in Alleghany county, Maryland, ten miles from the Baltimore and Ohio Railroad and the Cumberland terminus of the Chesapeake and Ohio Canal. ‘There arc two openings on the property, one of which is in operation, surrounded by all the appurtenances necessary to successfil mining. Government securities were active and strong, all de- scriptions having materially improved under the foreign advices reporting an advance of five-twenties in London to 724 a % and the extreme ease of the money market at this centre. The rise in the gold-bearing bonds was equal to one per cent, and in seven-thirty notes to 1% a 3. Temporary investments have been made in the last mentioned to a large extent by the banks and capitalists unable to find employment in the way of Stock Exchange loans and discounts for their funds, and private individuals have latterly been trans- ferring a8 much as might be convenient of their personal property into national securities, in order to reduce their taxable personal estate under the city assessment, which requires to be corrected on or before the 30th inst. There is every prospect that the provailing monetary ‘ease will be long continued, as no funding or conversion process which the Treasury can adopt will be likely to disturb the flow of money in the least. If long five por cent loan is ultimately put upon the market it will be simply a bid for seven-thirty notes, and will in no case be bought with currency, and it will have no chance of suc- coas unless Congress previously legislates that the inter- est on five-twenties is to be reduced to five per cent, with tho privilege of conversion, after the optien accrues to the government. In this connection we may mention that $514,780,600 of the five-twenty loan 1a redeemable on the Ist of May next year, and the remainder of the loan on the lst of November 1869. The Treasury has wisely given notice that after the Ist of May next the rate of interest on clearing house certificates will be reduced from five to four per cent, and we trust that this will speedily be followed by a reduction of the rate on the other temporary deposits to the same ex- tent. It is preposterous for the Treasury to hold more than a hundred and twenty millions of this form of loan in time of peace, and while its idle balance in the Now York Sub-Treasury, including coin, is more than ninety-seven and a half millions, Loans have gencrally been made at call to the Stock Exchange at dive per cont, with exceptions at 404, and at the close of the week there was a large amount of money left over, for which lendera were unable to find borrowors at any rate, First class commercial paper was in request at 6a 7 percent, The Western exchanges still continue in favor of New York, and the receipts of cur- rency to meet drafts aro constant, but after the opening of navigation the tide will gradually turn, although not to an extent sufficient to affect the money market horp materially, Lendors show moro confidence 1m discounting good names, owing to the improved tone of the produce and merchandise markets, caused partly by the increased firmness of gold and foreign exchange. In breadstuffs there is a good deal of speculative support to the market, shown both here and at the West, which gives strength to prices; but in the dry goods trade there is a lack of animation, and business closed dull under the decline of balfa cent per pound in raw cotton, con- sequent upon the Persia's advices from Liverpool. Nev- ertheless, the steady demand for consumption prevents any considerable loss of confidence in any department of trade. The gold market has been firm undera demand for $2,570,955 for customs duties and the scarcity of coin for delivery, loans having commanded on an average about 3-16ths per cent per diem, The export for the week aggregated only $117,312, The extreme range of the market during the week has been from 125% to 127%, the closing quotation being 126% a %. Foreign exchange advanced on Monday to 107i 2 108 for bankers’ bills on England at sixty days, with a large speculative demand in view of the possiblo return of a heavy amount of five-twenties, in the event of Austria and Prussia drifting into war. On the receipt of the Porsia’s reassuring advices, however, the rate relaxed to 107% a \%, and closed steady at about 1073. Three days bills were quoted on Saturday at 108% a 14, commercial 106% a, francs 5,25 a 2834, short sight 5.19% a 5.20, bills on Berlin 70 a XY, Bromen 76% a Frankfort 404 a5, Amsterdam 400%, Hamburg 354; a %. The ro- coipts of cotton at all the ports are still large, those for the past week having been about 42,000 bales, while the exports were 50,000, of which for the week ending with the 18th inst. 21,000 were from this port. The receipts were for the week ending with the 20th 12,600 bates, making the stock in the New York market about 215,000, and at all the principal ports 490,000 bates. Tho stock of cotton at Liverpgol on the 7th inst, was esti- mated at 663,540 bales, and in London at 58,584 bales, making with 50,000 bales supposed to be at Havro and elsewhere on the continent 802,424 bales, In addition to this there wore afloat according to advices re. ceived about 689,000 bales of Indian and 135,000 bales of United States, Tho wonder is, under such circum: stances, that the price of the staple should be 0 well maintained abroad, and not that a slight d cline should have been the result of the large importations, the ra. pidly accumulating stock, the continued large receipts at our own Southern ports, and similar advicos from Bombay. The following statement of the importa of cotton into the United Kingdom, during January and February, in this and the two previous years, calculated in hundred weights, shows the immense increase of receipts from toils country, and the general sources of supply. A moderate domand prevails and the light arrivals find buyers at $6625; a $6873 for first sort, Prices for pearl contia- ued nominal. We heard of no business. Bxeansrvrrs,—Reocipts, 7,244 bbla. flour, 20 do. and 1,000 bags corn meal, 260 bushels corn, 200 do, oats and 190 do, barley. Tho sales of State and Western flour were mainly at prices in buyer's favor, particularly for common and ordinary qualities, The sales were 7,000 bbls. at the revised quotations annexed. Southern flour had more sellers than buyers, though prices were with. out apparent change. Tho sales were 800 bbls. Canada flour was in moderato demand, but prices for all quahtios were lower by 10°. per bbl. The sales were about 600 bbls. Rye flour was quiet and unchanged. Corn meal was steady but the business was light, being confined to mainly Brandywine, at $4 50, but part 3.90'a $4.
