Colonel A. H, Markland, special mail agent, departs to-morrow on atrip to reorganize the postal service in the Mississippi valley. Post Office businees between Cairo and New Orleans is growing on the hands of the Department. The contract with the Atlantic and Missis- sippi Steamboat Company calls for service of the mails at thirty landings between Cairo and New Orleans. More are needed and more pay is needed. Colonel Markland is empowered to make new contracts, to divide the ser- vice from point to point on the river, where it can be done advantageously, and to appoint loyal men who will act in Post Offices as if appointed from the Department. Postmaster General Denison 1s determined to perfect Postal arrangements in the southern Mississippi valley as speedily as possible. OVERLAND MAIL TO CALIFORNIA. ‘The Post Office Department has made a contract to ran another overland mail from the western terminus of tho oastern end of the Union Pacific Railroad, by way of Smoky Hills, to Denver City, and thence to California. This gives two daily lines across the Plains, The service is to be commenced on the 16th inst. LEAGUE ISLAND AS A NAVY YARD. » Representative Kelley, of Pennsylvania, will make an effort to morrow to get a decision of the House upon the establishment of a navy yard for iron-clads at League Island, Philadelphia. There appears to be little doubt that the House will pass favorably upon it if Mr. Kelley succeeds in chaining its attention, and the fnends of New London are correspondingly cast down. TREATY WITH THE WINNEBAGORS. ‘The President has proclaimed the treaty made between the United States and the Winnebago Indians, This tribe convey to the government ali their right, title and interest in their present reservation in the Territory of Dakota. He was not prepared to submit to any amendments, and pressed the bill as it stood when Tecommitted to a vote, It was lost by a majority of three votes, which might no doubt have been changed if thefstrong minded Jenckes had submitted to some Before the House adjourned, Mr. Conkling, of New York, introduced s bankrupt bill embodying the same general features as the one before defeated, but consider- ably changed in details, Mr. Conkling’s bill is substan- tially the Bankrupt law which has been cogitated upon during three or four sessions of Congress, and is as near perfect in its application to the judicial system of all the States as the legal acumen of the first lawyers of Congress can make it. The Superintendent of the Frecdmen’s Bureau at the Sea Islands reports to the Commissioner that the num- ber of contracts made by him, or the military authorities on Edisto, Wadmalaw, John’s and James’ islands, South Carolina, during the month of March, 1866, was fifty-five, including 2,888 freed people. Many more contracts have beon made which were not reported from the diffrent islands in season to be embraced in the report of the Requiritions have been received at the Freedmen’s Bureau for about three hundred freedmen to go to Arkansas and Mirsisxippi. This demand increascs the number to be furnished, for which requisitions have been made, to over seven hundred persons.
