Such is the heading on the original covenant, now be- fore me, and, as I am not aware that any of your readers have had a translation of its constitution, I give it to you, as follow “Association Against the Slave Trade, under the sanction of the superior government of the island of Cuba, data the 26th of October, 1865,” The object of the society is to aid in the complete and definitive ex- tinction of the illicit traffic known by the name of the In order to attain this the members pledge their honor to abstain from all acts that might favor the slave trade, tratlh and further, to fulfil the following obligations:— 1, Not to acquire by any title or right, directly or indi- rectly, from and after the date of this contract, any Afri- can negrocs introduced in the island after the 19th of November, 1865. 2. To contribute by all the means in tueir power, which may suggest themselves according to the inspirations of their consciences, towards the object of the society. 8. To inculeate to all within their reach the duty and expediency of the total and absolute sup- pression of said tra™c—not only diffusing these reflections, but attracting the largest possible number of individuals to this society, The names of tho members will be pub- lished, as they are enrolled, taking an account of them in ageneral register, with the dates of their adhesion. ‘The names of those who on infringing the social duties by positive acts become excluded from the association will be erased from that rogister, without expressing the causa, This exclusion will be decided by the Central Vigilance Committee, The number of the members shall be indefinite, and the largest possible, In each muni- cipal district there will be a vigilance committee ele: ted by the neighboring members, That in Havana will have the character of a central commission, and will be incon- nection with the local committees, in terms to be fixed by the regulations, Every committee will be composed of nine individuals, excepting the Central Board, which will consist of fifteen members, including the president Those offices will be honorary. Tho founders will constitute a provisional committee ior or- ganizing tho society, and to that effect will form the rogu- tations and receive tho first adhesions, When the num- ver of members amounts to one hundred they will call a meeting to name the Central Commission, which, as scon as formcd, will immediately proceed to depute the pro- vislonal local committees throughout the island, which in their turn will organize the society in its respective districts, where there will be a speciat register of mom- bers, whose naines will be likewise noted in the general regi-ter, N. B.—Members who obtain signatures will sign this paper on returning it to the secretary. THE ANTI-CHOLERA Q) ‘The quarantine in New Orleans bas created considera- ble disgust here. Everybody complains of its absurdity, while this island is in every respect by far healthier than any of the Gulf ports; and as to this city, it ‘s quite a pardise, as all strangers as well as Spaniards will covutirm, I am myself a resident in it for more thap twenty years, and have never known it to be more galu- ‘rious than it hasbeen for the past few months, Travel- lers to the Gulf and Antilles all say that this city is the healthiest of all, Our dailies are therefore quite vexed ‘at the military authorities of New Orleans, and the J renca of yesterday has a long lcador on the subject, THE CANADIAN COMMISSIONERS, ‘The British steamer Tyne arrived from St. Thomas on the 19th instant, with the three commissioners—Mr. Smith, Mr. De Lisle and the Ho. Therefore I full back to my own conclusion, a8 previously expressed, that there no doubt was a little “difference of opinion” between the planters and some of the darkies, who have most likely been assured by some white bugybodies that “iho Queen had pro- claimed their freedom,” while they knew that this only extended to thoso called emanci a, OF captured negroes hired out by government. People'that have longer heads than mine can see in all tlis tlie folly of government not having sent those captured negroes home long ere this, instead of hiring them out as slaves; and some say that it is “too Te to do so now, PETROLEU! I am assured that some ‘boring, ”” lately practiced in search of petroleum at Guanabacoa, on the other side of the bay, has been quite successful, and that several de- posits of the genuine oil have been discovered, If the parties were leas intellicent in the matter I should hav pronounced the article to be chapapfe, which I know very plentiful among those rocky hills, whose springs have proved very m ‘dicinal in certain diseases, The Spanish war friga'e Cortes sailed two days azo with fifty-two convicts destined for Centa. I believe some of them were taken out of the prison at the Isle of Pines, Were government to transport a fow of the vagrant native blacks it woutd do good. REVENUE PECULATIONS, To convince you how much vigilance {3 necessary to eraiicate peculation and contraband trade at tho sea- ports, I need only give one instance which occurred re- cently. It appears that the custom house at a near port oniy produced about five thousand dollars monthly, but since a delegate of the Intendencia was sent down to make a personal inspection it has produced about thirty- five thousand dollars per mouth. Lam happy to say that in consequence of a meeting held by the principal merchants and manufacturers, and the “‘memorial’’ they have aidressed to the Intea- doncia complaining of the enormous increa-e of duties, as proposed by government, the daily papers have at last taken up the matter with energy, and it now on); Ny remains with our mercantile men to obtain, by secon: ‘ug them, ‘thorough modilication of the tariif as pro- Po: Mr. and ae return to New York in this steamer, as woll as Mr. poem family. Meeting of the Street Cleaning Commis- sloners. > Ata meeting of the Street Cleaning held yesterday at njuo A, M. at the Mayor's office, it was resolved tp pay the contractors their sem!-monthly dues for cleaning the streets, notwithstanding Mr. Jackson 8. Schultz's dissent, Tbe majority of tho Board, after an | extended discussion, decided that the interests of the public would be best secured by euch payment. The fol- lowing reasons were given for support of the resoin- tion:—First, in case that tho contract was abandoned it was doubtful whether there was any public body pos- ngs anaes uate powers to enter into a now contract, or me aes the streets cleaned at alte fea an At, considering the con- flict of testimony as iy the. ‘dereliction of daty on the part of the contractors to clean certain streets between the police on one hand and the employers of the contractors .on the other, it is not clear that the abandonment of the ‘contract might not result in serious, loss to the city. It is algo generally conceded that the streets are on the whole in a far more cleanly condition than ever before at this season, and on the part of the contractors an earnest desire is shown to fulfil in good faith the provisions of their agreement, It is very evident that an immense lot of work is being done, in order to guard against a mi-understanding existing between the police and the contractors the follow/ny resolution was aslopted :— Resolved, That the contractors for cleatiing the streets be requested to return each day to the station houses of tho several precinc's of the Metropolitan police the work done on the streets therein, and once a week the work omitted to be dove, with accompanying reasons, LETTER FROM THE CONTRACTORS, ‘The following communication from the contractors for cleaning streets was presented to the Commissioners:— New Yonx, April 4, 1866, To THe Mrwnens or tie Steer Cunanina’Commission:— A report charging us with omissions to clean made to you, at the list session of the Com. mission, and eertain jpier! noes with us in the perform. anes of onr work, induce us again to cominunieate with you on the subject of our contract and our operations under it, We assert that we have performed our contract in all tex apecis and at alf times according to its provisions, Oureon- trict does not require us to keep the streets clean—its re- nirements ure that we should sweep and remove the es & week, when the ele- rr ‘street residents upo nd gurtage i lo it, and thas neutralize all we have done.
