FINANCIAL AND COMMERCIAL Vompay, Mareb 26—6 P, Mi. ‘The stook market bas been on tho whole firm but not very active to-day. The general impression, neverthe- Joss, 1s that the Finance bill passed by the House must have an effect in restoring confidence in values and pro- moting speculation in Wall street, even if it fails to do 20 elsewhere, for as # contraction of the currency to any xtent worth mentioning is prohibited by tho bill in question # large and constant accumulation of Joanable funds, at low rates of interest, must centro here, much of which, unless used for speculative purposes, will be lett unemployed. The national banks will, during the operation of the bill, add about forty millions more to the mass of paper money afloat, and this unfortunately will be infle tion of tne worst kina. The Treasury, moreover, will be 80 absolutely dependent upon an easy money market that it is very doubtful whether the Secretary will be able to avail himself of the extremely limited authority to contract which the bill gives him and the endorsement of which by the Senate is as yet uncertain, At the early session of the open board Michigan Southern (sales 2,600) sold at 8134 a {, New York Central 92%, Erie 805, Hudson River (8. 8) 10034, Reading 10134, Cleveland and Pittsburg 79%, Rock Island 117 a 34, North- woatern 2754, preferred 56, At the first regular board the market was firm, but dull, Erie closed 15 higher than at the half-past two board on Saturday, Hudson River 5, Reading 34, Michigan Southern 4, Cleveland and Pittsburg 34, Fort Wayne 3. New York Central wes % lower. Government securities were firm. Coupon en-forties advanced %, seven-thirty notes of the second eories 34. At the one o’clock sessions prices were s fraction lower, and subsequently there was a further dociine of 3 & 3% on &@ portion of the list, but at the half- past two board the market had a firmer ‘tone, Quotations were, however,|lowor than at the first regular board, Ero showed a decline of 3, Hudson River %, Reading %, Michigan Southern %, Cleveland and Pitts burg %, Northwestern preferred 5%, Rock Island %, Fort Wayne %. Mariposa preferred sold at 18%. Govern- ment securities were inactive but firm. Coupon ten-for- ties advanced 34. Atthe half-past three open board the market had ® very firm undertone, although the volume of Dusiness was not heavy. Michigan Southern sold et 81% a 34, Cleveland and Pittsburg 79%, Erie 82, @ 81%, Reading 101% (s. 3), Rock Island 1163, (b. 3), Northwestern pre erred 66, Fort Wayno 93, Cumberland 43%, Alterwards there was no material change, and at half-past five New York Central was quoted at 924 a 54, Erie 8174 a 82, Hudson River 109%, Reading 101% a 1, Michigan Central 103 a 104, Michigan Southern 81% a %, Cleveland and Pittsburg 793¢ a %, Rock Island 11634 a %, Northwestera 273, a %, proferred 56 a %, Fort Wayne 91% a 92. The money market is without change, the demand for loans from the Stock Exchange being promptly met at five per cont, while first class commercial paper is freely discounted at 64; a7 percent. The statement of the as- sociated banks for the week is favorable, and there is every probability of prolonged monetary ease at this centre. The legal tender notes have increased $1,093,269, and tho deposits $429,538, An increase of $923,140 in the loans indicates a little more activity in the discount line. The specie has decreased $1,060,501, owing to withdrawals for customs duties, and ‘there is an unimportant decrease of $50,645 in the cir. culation. The extreme abundance of monetary facilitios bere is shown by the high quotations for seven-thirty Rotes, each series of which sold this merning at 100%, ‘The flow of currency from the West continues, and ex- ohange on the East at Chicage is reported firm at par, buying, and 1-10 premium selling, the bankers thore bo- fing undor the necessity of oxpreasing legal tenders al- most daily to New York. The discount rate at the banks ds steady at ten per cent por annum, Considering that New York is the real and ae- knewledged financial contre of the entire country, itis somewhat surprising that there is not more consolidated @nanciet pawar here. The banks are only iy anited through the Clearing Mone he te coe facilitating thetr daily exchanges, and practically there {s no unity among them uniess on special occasions whem: they club together and apppoint a committee to re- monstrate against or advocate seme particular measure at Washington, or otherwise, according to circumstances. Now, it seems perfectly feasible for the banks of this city to agree upon and observe such « unity of action would virtually make the Clearing House a power equal to that of the combined strength of the banks belonging to ft, and give it a sway similar to that of the Bank of Eng- land. The members of the Clearing House should meet weekly, like the directors of the Bank of England, and Ax s minimum rate of discount to be strictly adhered to till faiged or lowerea by a majority vote of the association. This would exert a material influence in regulating tho local exchanves and give New York a more andisputed control of the monetary affairs of the nation than it now possesses, simply because our banking system lacks what the Fenians we suppose would call a head centre. Every bank is an isolated fragment of what, Joined together, might become “one stupendous whole” in the absence of = United States bank, which, as experience bas proved, it in not desirable to create. But a central monetary power we do require, ‘nd those banks which are quick and far-sighted enough to ave the advantages attending the establishment of this will reap their reward in due season. Tho details of the plan we propose and the influences its operation would exert we reserve for another occasion. ‘The gold market has developed a strong recuperative tendency and after opening at 1255¢ it closed firm at 126, The borrowing demand from the “shorts’’ is so heavy that coin loans have been made ail day at1-16 a '¢ per cent till to-morrow, no transaction having taken place below the former rate, The floating supply is notwith- standing large, but its insignificance in comparison with the amount sold by the bears may be inferred from the difference between the cash and regular prieo. The ‘operators for a fall still retain control of the market, but it they attempted to “cover” largoly they could not avoid running it up§on themselves, and a sharp rise, followed by spasmodc fluctuations, would bo the result, to the wnsettiomont of values and the disturbance of legitimate busines, evily which the Treasury should have sought to guard against, fustead of inviting by secretly tampering with the gold market. So important to the interests of the country, indeed, is this last question that Congress should imme- Giately investigate and legislate upon it. The foreign exchange market was firmer than at the ‘ond of last week, and as the day advanced an increasing disposition to buy was shown in viow of tho rising ten- doncy of gold. Bankers bills at sixty'days on Engiand wore quoted late in the afternoon at 107% a 34, three days 10834 a %, commercial 106% a 106% ; bills on Paris, Jong date, 6f. 250 a Gf. 50c.; short sight 6f 20c. a Of. 220. Mining and petroleum stocks were quict and rather heavy. At the first board Bennohof Run closed 90c. lower than at the same time yeosterday; Oi! Creek 300, Pit- bole Crock 40c., Gunnell Contral 10c., Ham MeClintock ‘was 200, higher, Shade River 10c. At the second board Bonehoff Run closed 600. lower than at the first board, selling at $11 25; Oil Creek 10c., selling at $1 10; Shade Rivor 10¢., selling at $3 65; Bradley sold at 260, Ham McClintock $3 45, Ivanhoe $3 06, Pithole Creek $6, United States $9 10, Atlantic and Pacific $5 26, Benton $1 85, Bobtail $4, Consolidated Gregory Gold $21 50, Downieville Gold 45c, Guonell Gold $1 28, Montana G1 25, Holman Gold 40c., Copake Iron 750. The Supreme Court to-day decided in the case of the United States against R, L. Cutting, Fisk & Hatch and others, that a broker is chargeable with the tax on sales of securities made on his own account and for his own bonefit, tho same as on his commissions when selling for others. This reverses the decision of Judge Nelson, fendered last summer, the equity of which we at the | timo disputed, and those who put their trust im the | &ppeal will now be required to pay the full amount of taxes in orrear. The law recently passed, however, provides for the appointment of three commissioners, whose duty tt is to ascertain the present whereabouts pf said bonds, how much the holders paid for them, and, if a satisfac- tory arrangement can be made, new bonds are to be ex. Ghonged for ihe old onenrub'ect, however, to the appre- val of tho Legislature and a direct vote of the people. ‘The Treasurer of North Carolina announces that he is propered to sell or not lee than par boada of thas State, running thirty-four years, with coupons bearing six per cent interest, payable semi-annually, of the denomins- tions of $100, $600 and $1,000, principal and interest untaxable, for the purpose of paying coupons mow due ‘and to become due in 1868, and also bonds due and to fall due the current year, ‘The Buffalo Street Raflread Company is bankrupt, and ite property is in the hands of a receiver. It is stated that the stock is entirely wiped out, and that there is not sufficient property left to pay the bondholders fifty cents on a dollar, ‘The Common Council of Rochester has passed -resola- tions remonstrating against the passage of any law au- thorizing the construction of a canal around Niagara Falls. It ts contended that such a canal would be of ne Denefit to the people of this State, and that it would ruin the Erie. canal, ‘The Western Union Railroad earned during the week ending March 21, $8,118, which is $1,496 in excess of the receipts for the same time in 1866. ‘Tho earnings of the Great Western Railroad of Canada for the week ending the 23d inst, amounted to $68,087, ‘an increase over the receipts during the same time last year of $25,227. ‘The Charleston and Savannah Railroad is anothor of those Southern lines which were ruined by the opera- tions of the war. The directors of the company have held a meeting and announce that the corporation ts in- solvent, and that the road was no longer theirs, but be- longed to their creditors, They say that they aro with- Out resources, and it will require nearly half a million of dollars tonake the necessary repairs.
