GATHERING AT REPRESENTATIVE RAYMOND'S. ‘There was a meeting and dinner party this evening at the house of Hon. H. J, Raymond. Among the select few were Senator Morgan, Leonard Jerom othe banker, Hon. Mr. Darling and several city politicians of less nove. ‘The Custom House matter was fully discuaved, but no ami-able sottlement of the conficting claims of rival aspirants took place. There is said to be great hopes of harmony between the different chiefs of the Union party im New York. In view of former antagonisma, Mr. Dar. ling’s presence was considered significant. THE ARMY BILL. ‘The bill to increase and fix the peace establishment of the regular army of the United States came up to-lay, and was made the groundwork of a free controversy from ‘ali parts of the Chamber, many of the Senators sadly displaying their want of information on military matters An amendment to permit oficors of volunteers to wear ‘on state occasions the uniform of the highest grade they Aitained either by brevet or regular commission, also in regard to the regular officors to have the fact of their volunteer rank noted om the. reg’sier, was carried, Senator Fessenden made an amendment that officers for promotion were to be advanced in grade regardless of the color of the troops. In reply to Senator Harris’ opposition to the amendment Mr. Grimes was in favor of compelling officers to serve in a colored regiment or oblige them to Tesign, In case the line of promotion brings them in con- tact with such troops, The amendment was adopted Mr. McDougall got up and stated that it would not do for any of his naine, of the masculine or feminine gender, to take command af negro troops. Mr. Sherman handed in an amendment to intro luce the stady of the elements of military knowledge in the colleges of the United States having over one hundrod and fifty studen Iso to do- tail am officer from the army, if so requested, for each college, with the ttle of Military ggg was agreed to. The most length curred. on mileage to, raise thd gmoupt to ten cents per mile. Another stubborn contest sprung up on ao amendment by Sena- tor Hendricks to make some provision for the Veteran Reserve corps, which he wished should be fixed at ten Tegiments. Senator Fessenden very truly informed the Senator that the Reserve corps was merely instituted for temporary purposes. Senator Wileon, chairman of the Hl i oc the or officers ou to ceeded in pernuading the Senators to order two of the cavalry regiments to be compored of black troopa The Principal argament was the large amount of desertions from tbe ranks of the white troops on the frontiers, the men being tempted off by the rushes to the gold regions. to may be stated as a fact that an Indian, thougl he admits his inferiority to the white man, considers himeolf above the black. in the firet case, in all the Indian engagements fear bas had no small influence in deciding the victory in our favor, while it is said by experienced officers in the army that the negro will #tand no chance in mountain warfare, This remains to be shown. It was also decided that each Togiment should have but one major, instead of two, as has been the case in the old army, The bill, a# amended, was catried by a vote of ayes twenty-seven, pays five. The committee are reported to be still busily engaged on internal revenue matters, but are likely to soon take up the tariff. The attention of the committee has been called to the low duties on imported wines under the present law, and several, if nota majority of its mem- bers, favor a considerable advance in such taxes, Native distilled spirite are made to yield an immense revenue, and no good reason seems to exist why the more luxuri- ous foreign manufacturers should not bear a larger. Some time subsequent to the abstrac- tion of the bonds the accused resigned his position in the Treasury Department, and suspicion fell upon him as the party guilty of the abstraction.
