The stock market opened strong this morning, and at the early session of the open board Erie sold at 77% a %, Hudson River 99%, New York Central 87, Reading 9834, Michigan Southern 675, Cleveland and Pittsburg 805, Northwestern 26%, Fort Wayne 92. At the first regular board it was hammered by the beara, anda decline was forced on a portion of the list, but on the whole it was steady. New York Central was }¢ lower than at the half- past two board yesterday, Cleveland and Pittsburg 4, Northwestern preferred 3, Erie was %{ higher, Read- ing 14, Michigan Southern %, Rock Island %. Government securities were firm, although dull, Coupon five-twenties of the third issue and seven thirty notes of the first, second and third series were 3 higher. Among the miscellane- ous shares Pacific Mail sold at 185, scrip 165. This com- pany has recently sold two of its steamers—the AUlantic and Baltic—with the view of increasing its surplus, to provide against threatened contingencies. At the one o'clock sessions the*market was firm at ad- vanced quotations, Michigan Southern being the most active and buoyant stock on the list. At the half-past two board the improvement made further progress, Erie and New York Central being especially strong. The for- morclosed 2 per cent higher than at the first regular board, and the latter 15%, Reading %, Michigan Southern 1, Northwestern 4, preferred 3¢, Rock Island 3, Fort Wayno 3, Quicksilver 3s. Coupon five-twenties of the third issue were firm at 3¢ advance, seven-thirty notes of the second series 14. The rest of the government list wero steady. At the half-past three open board the market experi- enced a partial relapse. Bee ke. &ee A new phase in the Spanish.Chilean difficulty, which first originated in this city on tho seizure of the alleged privateer Meteor, is now before the public—one which presents in still stronger contrast the fidelity of our gov- ernment to international rights, as compared with the Punic faith of England as revealed by its observance, or rather breaches of observance, during the late rebellion, when our difficulty was England’s opportunity, On Sat- urday morning last documents were placed in the hands of United States District Attorney Dickinson, informing him that certain persons residing in the city of New York were actually engaged in the violation of the neu- trality laws of the United States. The persons who pre- sented this information asked Mr. Dickinson, as tho law officer of the government in New York, to take such steps in the matter as the circumstances demanded, On the exam'nation of the papers by the District Attorney he, on Monday morning, presented the entire matter to the consideration of the Grand Jury of the Circnit Court of the United States, then in session, On Tuesday morning the Grand Jury, acting on the evidence before them, laid before the court two separate indictments, one against Benjamin Vicuna Mackenna, and the other against Dr. Stephen Rogers. THE INDICTMENTS are substantially the same. The first count in the in- dictment charves Mackenna with having, on the 27th of December, 1865, in_ the city of New York, within the juried’ tion of the Un'ted States, begun a Certain. mili- tary expedition, to be carried on from the city of New York, against the territory and dominions of the Queen of Spain, with whom the United States are and were then at peace, to the evil example of all others in like cases offend'ng against the peace of the United States and against the form of the statutes of the United States in such cases made and provided. The second count is the same in form as the first, with the exeeption of having set on foot a certain military expedition, Ke, ‘The third count, substantially the same as the first, cae him with ‘providing @ certain military expodi- ion. ‘The fourth count accuses him of providing the means for such military expedition, The fifth count says that he began, set on foot, eemitien, aud prepared the means for stich military ex- ion, The sixth, sevonth, eighth and ninth counts are the same as the ‘frst, second and third counta, with the ex- ception that they charge him with setting on foot, and 80 forth, a certa'n military enterprise. ‘The tenth, eleventh, ‘twelfth, thirteenth, fourteenth and fifteenth co nts vary the chargo 80 as tO meet overy requirement of the statute, THB STATUTE UNDER WHICH THE ACOUSED ARE IN- DICTED.
