The Fenian excitement 1s on the increase in Canada, impelled by the fear that the way to the frecdom of Ireland by a preliminary invasion of Canada is the fixed policy of the loaders in the movement. The Canadian Fenians have issued an address denouncing the propo- sition; but this has neither calmed the public mind nor satisfied the authorities. The militia have been again called out, and troops are being hurried to the frontior to meet an expected invasion by way of Sarnia or Windsor. Whatever maybe the necessity for all these preparations and precautions, whether founded or unfounded, it is clear that at the present time the Fenians aro creating as great a scare in Canada as they are in the President Johnson the vast plains and popu- lous cities which he may rule if he will but fall down and worship the radical idol. But the cloven foot, is discovered beneath the Con- gresional mantle, while the developments in Congress reveal the fact that Stevens is promising those things which are not his to give. The radical chief, finding himself detected, at once goes to work to covef up his tracks, and boasts of the mighty secrets which exist between himself and the President. What those secrets are he does not propose to reveal, for that would defeat his purpose and destroy his bold upon his party in Congress, During the early part of the session the great effort of Stevens and his associates was to prove that the republicans in Congress were a unit in their policy, and that the only hope for the President was to unite with them. The only possible benefit that the radicals can derive from it is to hide their weakness, and to cnable them a little longer to shirk the responsibility of meet- ing the real questions at issue. ‘The constitutional amendment which has been ratified by a sufficient number of States to make it legal gives to Congress full power to regu- -late the question of suffrage and representa- tion in the South. It has freed the colored popn- lation from bondage, and given to Congress fall power to enforce that provision as well as to protect the negroes. But the radicals are afraid to meet the question directly, for fear of making their party unpopular in the North. ‘They therefore seck to mystify the whole sub- ject by resorting to all manner of side dodges.
