Passage of the Constitutional Convention Bill. &. de. &e. Our Albany Correspondence. Anayr, Jan. 29, 1866. ‘QUE PROTECT FOR MUNICIPAL REVORM—THE DIVISIONS OF THE REPUBLICAN FACTIONS. _ While the proceedings of the Legislature thus far may “well be presumed to indicate an earnest interest on the ‘part of members in the city of New York and the much @gitated reform of its government, I am strongly dis- ! posed to doubt whether the end of the session will not ‘show that nothing practical has been accomplished. I infer this from the divisions which are ingeniously fo- ‘mented in tho dominant party to accomplish just this swesult, and from the great want of any well-informed “concentrated movement for judicious reform. The Health bill, for after all the vocifo- rations of Grecley and the ‘Tribune, and the @act that its defeat last year was made the basis ‘of a tadical campaign in every Senatorial district— ‘that bill is to-day in danger of the same endias last year ‘at the hands of these same radicals and under the direc. Son of Greeley, The extraordinary reason of this is the Antense importance attached to the Republican Genoral ‘Committee of New York city, and the strife which Greeley and his friends are engagod in to capture and ‘Control that important body. The radical objections to ‘@he bill as it is reported are embodied in one single point, ‘which is, to have Governor Fenton appoint the Commis- sioners. The Fire bill last year went through this or- deal,.and tho result was that the city came very near Waid in ashes. The cost was enough in the ‘to buy up Governor, sand ‘all, Now a like question with regard to this Health bill confronts us, and’we may have to foot up swith our lives by the cholera in propuiii.a-to the lose ‘Yast year of the city's property, It seems that the same infatuation about a “general committee” which has demented the democracy, Tammany and Mozart, has ‘taken hold of the Union party. Consisting of eight members, to be appointed bj cluding the May ® practical centre of 6 government of tho city and th county, including all t! = re Sea 4 commissions. It would have the abrogation of the Supervisors, and restore to the Common Council large portion of the duties now de- volving on the County Board. The debate on tho Health bill in the Senate to-day ex- hibited a brilliancy and power equal to any discussion I have ever heard on such a subject Trite as the topic has Ddecome, its treatment elevated it in interest and exerted @ sensation which would need a full report of the debate to illustrate, Mn addi'ion to the abstract of the debate, some points of gossip about the bill will be found to have important bearing. ‘The vote on Senqtor Low's amendment stood 10 to 16, the democrats voting agalnst the radicals. This teat has been leorcd forward io ap the occasion when the democratic party in the Senate should draw the test tino hetween the radicals an@ anti-radicals, The latter bavo earricd the day wpon this question, and without counting the four democrats present. Relative Value of the Different Fure—Trapping and Trappers in the Northwest— Where the Furs Go To—New York Houses the Heaviest Luyeri—The Hudson Bay Agency, de. ‘The fur trade forms an important featare in the woaltn and prosperity of Minnesota, Although the business ia by no moans as oxtonsive as it was a few yours ago, still It gives employment to thousands, and is a matter well worthy of investigation. In good seasona furs valued at half a million of dollars have been shipped from this point; but this season the exports will fall short about $100,000. The trade seems to be monopo lized by threo or four large houses in this city, one Arm lone claiming to have exported $190,000 worth; but there are small dealors scattered all over the Stato, who drive a profitable business, and invest their earnings in land, with the expectation of being a4 rich some of these days as their more showy neighbors of St. Paul. Trap pers usually resort to this city in great numbers at this season of the year, Here they can dispose of their furs at the highest prices, and refit on terms more rea. sonable perhaps than at any of the smaller towns in the interior. They are a hardy, industrious class of people, Mr. Hayr, (: ob a ey jteuben, moved to strike out the and Mason and insert the names of Booth, less made in a disposition to filibuster the bill. ore to commissions. Munruy, (rep.) of Kings, moved to amend by providing that at a special election to be held within thirty days after the passage of the act there shail be elected by the electors of the Metropolitan district five commissioners to hold office for five years. It was lost. Mr. Murray moved to amend by ‘providing that the commissioners shall be appointed, three by tho Super- visors of New York and two by the Supervisors of Brook- lyn. So-called filibusters were fortifying the place against attack from both seaand land. One hundred bales of cotton are reported to have boon used for fortification purposes. Siege guns are also reported to have been received in Bagdad from Brazos Santiago, and were already in position for service. Among those received wore two thirty-two ponnder rifled guns and some twelve pounder rifled pieces -num- ber not xtated—besides which thero were some smallor guns included in the Brazos Santiago shipment. Federal officers had gone in squads to several foreign residents in Bagdad and forced them to make affidavits that the pillaging of Bagdad bad in no wise been done or participated in by federal officers or soldiers, including niggers. ‘These affidavita aro undoubtedly for use at Washing- ton, where, it is presumed, the counter affidavits of ‘the same partion, if they should have opportunity to make them, will not go. Very likely a thorough espionage of the mailx may for a long time prevent the facts touching After consideration of other amendments progress was reported, and the bill was made tho special order for to- morrow mornin, On motion of Mr. Axprews, the Senate adjourned, and frequently whole families are supported during the winter by tho untiring activity and wonderful skill of these backwoodsamen.
