The decline of the State capital as a political institution has since been steady, aad its great distinctive feature, the lobby, has suffered almost complete eclipse. The elevation and importance which the Presence of Weed, Greeley and their aids gave to the Albany lobby has betn changed, and now I have to chronicle its reorganization for this session under the presiding auspices of John Morrissey, Esq. Hitherto the third house has been very much wanting in dife and its proceedings sadly in want of skilful direc- tion. The accession of Morrissey has given rise to quite & little sensation, and predictionsare made that his ad- ‘vent will call forth a session of great activity. The new {loader is expected to confront Ben. Field, who officiates here for thé radicals. Since Weed is no longer in the Iogislative ring, Field is in a position to have a monopoly, unless M shall head him off. The Iatter is to be sustained by the leader of the unterrified democratic delegation, while Ben. Field, who glories Wood, in the oooult belt of the third house, as grand visier of will be sustained by an efficient staff of canal the Tribune Association. A spicy ight and some novel developments are preparation. ‘The expedients to be resorted to in the campaign about New York city affairs will afford a good deal of ingenious manoeuvering. It was rumored yesterday afternoon that Mr. Dickinson the Spanish Consulate in this city from the Spanish Minister at Washington, and it is not known here what has been done in that quarter regarding the case. The Meteor had steam up atan early hour yesterday morning ; but upon the refusal of the Disiriet Attorney to t her release, the fires were hauled and the steam own off.
