At the early session of the open board Michigan Southern ‘and Cleveland and Fittsburg were the most active and buoyant of the railway shares, the former selling at 70, and the latter at 787%. Erie closed at 92%, Reading 1025, New York Centml 94, Fort Wayne 96, Schuylkill Goal 15%{. At the first regular board the market opened strong, but weakened a fraction as the call progressed. ‘New York Central closed % higher than at the half-past two board yesterday, Erie {, Hudson River 34, Reading 34, Michigan Southern 34, Cleveland and Pittsburg 3, Cumberland 3. Fort Wayne was % lower. Rock Island and Northwestern were steady. Government securities were dull. Coupon ten-forties and sixes of 1881 declined 34. Seven-thirty notes of each series ad- vanced 36. At the one o’clock sessions the market was firm on a portion of the list, but a shade lower on the rest, Michi- gan Southern closed on the call at 70, Cleveland and Pitsburg 7934. Schuylkill Coal was active, and sold up to 16. At the half-past two board the market was dull and heavy. Reading closed 3 lower than at the first regular board, Michigan Southern %, Northwestern 4, preferred %, Cleveland and Pittsburg 3, Rock Island %, Fort Wayne %. Government secunties were quiet. Sixes of 1881 recovered 34. Seven-thirty notes of the third sories declined 3. At the open board at half-past three prices were a frac- tion higher than at the close of the previous board, but the volume of business was light, the chief activity being still confined to Michigan Southern and Cleveland and Pittsburg. The latter closed on the call at 78%, and the former 6934; New York Central 9334, Hudson River 104%, Northwestern 81%, preferred 57%, Fort Wayne 9434, Schuylkill Coal 15%, Erie 92%. The Erie Com- pany has declared @ semi annual dividend of 33¢ per cent on its preferred stock, and four per cent on its common stock, both payable, less the tax, on February 5. The market on the street closed firm. At half-past five o'clock Cleveland and Pittsburg was quoted at 79 a 4, Michigan Southern at 605; a %, Eric 925;, New York Central 9834 a 4, Reading 102, Northwestern 31%, Fort ‘Wayne 95. Money continues largely in excess of the demand, and although the banks, trust companies and similar institu- tions have fixed their rate at six per cent, the private bankers and brokers find it difficult to loan their surplus funds at five, and hence in some instances balances are loaned at four per cent, The discount line is unchanged, In the West the money market is still close. On Monday the national banks at Chicago had to pay three quarters of a million, for which the Trea- sury drew upon them # few days previously, and. this increased the stringency in certain quarters temporarily; but on the whole there was less Pressure. The rate of discount at the banks was steady at ten per cent per annum, and the market for Eastern exchange was heavy at} a1-1U discount buying, and at par selling. At Cincinnati on the same day exchange on the East was firm, at par buying, and 1-10 premium selling, and greater ease was reported in the money market. Although there bas been a drain of currency westward for about three weeks it has not been at all folt here, the amount of money having steadily increased both in the banks and Sub-Treasury at this centre, tho balance in the latter this evening being $86,143,175, The gold market shows increasing firmness under a moderately full demand for customs duties, and the natural tendency of the premium to rise after every Peried of depression. The opening price was 13954, fol- lowed by an advance to 14034, a subsequent relapse to 189%, and an improvement to 1403; but at the close of ‘Dusiness the quotation was 139%, Loans were gen- erally made at five per cont, in favor of the lender. Foreign exchange was dull at yesterday’s figures. Bankers’ sterling at sixty days is qroted at 108% a %, but some of the leading drawers ask 109. Sbort sight bills'are 110a 3{. Southern bankers’ bills are in Detter supply, and sold at 108% a 11-16th. Commercial bills range froth 107%{ to 1083¢. The exports are just now heavier than usual, the value of those from this port for the week just ended having been $5,003,593 in currency, while the imports were valued, for the same time, at only $3,871,851 in Petroleum stocks were firm. At the second board Bennehoff Run was active and cloged at $18 95, Buchanan Farm 76c., Bradley 60c., Fee Simple 23¢., First National 45c., Pithole Creek $1170. Tho business in other min- ing stocks is increasing, and Consolidated Gregory sold at $14, Gunnell Gold $1 20, Smith and Parmalee $6 60, Wallkill $1 35, We see it is reported from Washington that the Com- mittee on Banking and Currency have agreed to report against all petitions asking for a repeal of the law im- Posing @ tax of ten per cent om State bank circulation. This was to be expected; but the tax will probably be Temoved or modified at some future time, when the Chase-National system has foundered in some sea of commercial bankruptcy that may overtake the country. Meanwhile the national system is all pervad- ing, and the State banks are sunk in comparative oblivion, #0 that their circulation con~'\utes a mere drop in the reat bucket of our paper money. Whenever we resume Specie payments there will be a sad want of gold among ‘the national banks. Opinions were a little more divided to-day than yester- day on the Stock Exchange as to the future course of the market, but they will preponderate in favor of a rise, and this tendency is strengthened by the current earnings of not a few of the principal railroads, including Erie, which are considerably larger than they were at the same time last year, although others show a falling off. The radical bears are somewhat discomfited by the opposition which is being developed to Mr. Morrili’s new finance bill, the passage of which they discounted as far as possible last week. Their secret belief 1s that even if Congress passed it in itg original form the Secretary of the Treasury would be unable to avail himself of its authority to any mate- rial extent consistently with the interests of the country, but they openly say he would negotiate foreign loans to an immense amount, withdraw the currency from cirou- lation; and resume specie payments, bankrupting the nancial and = =mercantile community of jum ©: course in the ordeal, bat exerting a salutary a Magee agg effect gpon the country, The absurdity of this is appa- Tent enough, but that grave apprehensions have been aroused by some of the provisions of tho bill is certain. Its most objectionable feature is that creating a dis- tnctly foreign stock, the interest of whieh is to be paid in the coin of the country where it happens to be held. Thus the Treasury Department would require to have agencies in England, France, Germany, and possibly the kingdom of Siam and the em- piro af Japan, to disburse this interest, At the same time, too, the foreign mart which is now open to our bonds would be shut off by this competition for foreign favor, and possibly a return of the old bonds in- duced. This last is the chief danger attonding our debt, being largely held abroad; for it may at some time happen that we shall be drained of our gold to pay for these bonds, and it is a eettled fact that the more our public debt is hold at home, and consequently the less it is held absoad, the eafer and the better it ia Wo observe that the question of the constitutionality of the government dealing in foreign exchange has been raised among members of Congress, and it is clear that there is nothing in the con- stitution authorizing such @ procedure, and practically it would be productive of far more evil than it could ‘possibly be of good, besides placing us in & dependent attitad® towards countries whose hostility towards the United States was but ill-concealed during the whole course of the rebellion, A foreign loan is, however, on purely financial grounds, to be con- demnod, and Mr. McCulloch will probably recognize this view ofthe case.
