Adoption of an Aet Annulling the Ordinance of Recession by the Florida Convention. —_— Adjournment of the Georgia Conven- tion on the 8th Inst. ae ae. ae FLORIDA. ——<rr Oar Tallahassee Correspondence. ‘Tarsnsss, Fla, Oct, 28, 1865, ‘The time of the Convention thus far has been oceu- pied principally in preparing and perfecting the work which it is deemed necessary to perform in order to re- gtere the State to her former relations with the United States government. ‘The - business in order after the organization was the appointment of committees to consider and present to the Convention such alterations in the constitution as would best effect the desired object, Some discussion took place as to whether one committee of fifteen should De appointed to perform the whole work, or smaller eommittees on different subjects, It was finally de- sided to adopt the latter plan. ‘Thig completed the second day’a business, a9 nothing eould be done until the committees had time to prepare and present their reports. ‘(FOB ORDINANCE ANNULLING THE ACT OF SECESSION. Boon after the assembling of the Convention yesterday Mr. Wiggins, of Marion county, offered the following pre- smble and ordinance to annul the ordinance of secession, We stated in support of his ordinance that according to ‘the present law of the State they would not be in a pro- per position towards the United States government to transact business until this ordinance was repealed; that is should be the very first business of the Convention, ‘and he trusted it would pass without opposition:— An Ordinance to Annut the Ordinance of Secession. Whereas the armed opposition of the State of Florida to the government of the United States has been subdued bY the A ohap power thereof; and whereas the people the State of Florida are weary of the horrors of war ‘nd military rule and occupation of the country; and whereas they are desirous in good faith to restore the Btate to her former relations to the United States govern- ent; and whereas the President has, by certain terms ef amnesty, shown willingness and extended invitation to the Sonthern States thus to act; Therefor, be it ordained by the people of the State of Florida, in convention assembled, that the ordinance adopted by the Convention of the people on the 10th day ef June, 1861, known as the Secession ordinance, be and the same is hereby annulled, According to the rules adopted by the Convention the erdinance must have three separate readings on three separate days, unless by a vote of four-fifths of the members the rule is waived. Strenuous efforts were made by the friends of the ordinance, composed prin- cipally of original secessionists, to carry this vote and vurh the thing throngh yesterday; but the older and wiser heads objected to such rapid legislation, and asked for time to consider if there might not be some altera- tions and improvemeats made in wording the ordinance, Messrs. Bush, Baltzell, Davidson, Walker and others advocated the commitment of the ordinance to the Ju- dicial Committee, which was finally done, after it was found, by a voto of the House, that four-fifths of the ae tes were not in favor of waiving the rules. Boon after the opening of the Convention this morn- ing a resolution was introduced petitioning the President in behalf of Jefferson Davis. As this was deemed insuffi- ¢ient © cover the whole ground it was laid upon the table, and in place thereof it was voted that a committee ef five be appointed to memorialize the President in be- Balf of Jeffereon Davis, and Messrs. Mallory, Yulee and @x-Governor Allison, of Florida. Mr. Mallory is confined in Fort-Lafayette, and Messrs. Allison and Yulee in Fort Pulaski, As the President has already extended clem- ency-to Mr. Trenholin, Secretary of the Treasury ; 8. C. Reagan, Postmaster General; Mr. Clark, Governor of Mississippi, and Mr. Campbell, formerly one of the Jus- tees of the Supreme Court of the United States, it is con- sidered no more than just that the same clemency should Deextonded to these distinguished gentlemen of Florida, who have committed no greater wrong towards the United States government, and who doubtless repent of Abeir sins as heartily as the gentlemen mentioned above. MR, MALLORY wan very anxious, at the beginning of the war, to pre- vent disruption between the people of the South and the government of the United States, and was bitterly as- sailed in bis own State as having prevented the capture ef Fort Pickens when it might have been made at that GOVERNOR ALLISON was President of the State Senate, and the death of the Governor made him by the laws of the State Governor protem, He had only held the office a few weeks when ‘the war closed. He has already been in prison for a Jonger period than he held the office of Governor, and ‘as be took no active part in the war it is a matter of sur- privo to the people of his State why he should be longer tained when others much more objectionable have been released. ADOPCION OF THE ORDINANCE NULUPYING BRCRBSION. Mr, Coulter, of Levy county, moved to amend by sub hereby mtituting “is null and void from the beginning” in place @f “annulled.” Mr. Coulter said that the doctrine of secession had brought desolation and ruin upon the whole South, and that he for one wished to repudiate it and never to hear the word secession again. ‘The amenament was lost—yens , nays 36. + Another amendment was then ‘offered, to substitute “pall and void” in place of “annulled,” which was sup- porved by Mevsrs, Walker, Magbee and Coulter. Mr. jush, chairman of the committee, said the wording of ordinance had been carefully cons.dered by the com- ee, and that they had come to the conclusion that ‘annulled’? was the best word they could select to con vey the idea intended; that the signification of annul and null and void was the same, according to the minds ef the committee, aud in order to put a stop to all this @wcursion he should vote against all the amendments ffered, and for the ordinance as reported by the com- mittee. He said that he had never believed in the right < ‘secession, and he thought the ordinance as reported 18 proper one to prevail. Mr. Davidjae also supported the ordinance as weported, giving as his reasons therefor that the werds annul and null and void were nonymour forms; that, sccording to the definition the word given’ by Webster, annul meant, “to abrogate,” ‘to Yender null and void.” Upon the vote being taken it ‘was carned unanimously, with the exception of Mr. Coul- ter, who voted in the negative, not because he opposed the erdinance, but because, scoeeding, to his Mea, it did mot go far enough to come up to what he considered the @uty of the State at this time.
