Mr. Dauking gave notice that two of the bill prepared by the Committee on th ‘ary from the negro code submitted by the commission were ready, and as 00D aS eopied would be presented to the House. On motion, the House thereupon took a recess. The bills reported by the committee are in most re- en and substance the same as the code reported by ‘The lecture was highly interesting and instructive, giving, as it did, many interesting particulars in refe- rence to the rise amt progress of these admirable and benevolent institations, He impressed upon the stu- dents the gravity and importance of the profession they had embraced, especially the ophthalmic branch of commusmion. it. After having referred to the mechanism of the eye, its delicate and complete structure, NEWS } FROM MONTANA. he proceeded to give a succinct retrospective view of the origin of ophthalmic —_ survery. It was, he remarked, a peculiar fact that Austria—impe- rial none ad led tie way in this branch of medical science, as in that country the first interest was taken in the study, In ($04 the first: London Fe Hospital was instituted, and’1820 was memorable as being the year in which the first New York Eye Hospital came into exist- ence. Sinee the opening of that institution twenty basa patients had been relieved under its charitable spices, 4 number unprecedented in the history of any a h society in the world, He referred also to Dr. Smith, who was the first in this city to establish a regular course of ophthalmic lectures, These lectures had been eminently successful, the present season being the four- teenth annual course of instruction at this institution. Over six hundred students of medicine have already availed themselves of the school since its organization, and received the diploma awarded by the institution. Proceeding, he said that with the powerful aid of the members present the New York Ophthalmic Society could be made the first in the world, and was General T. visional Governor of the Territory—His Reception by the Fentans—Develop- ment of the Resources of the Terri- tory, &e. Nows from Montana Territory of an interesting charac» ter has been received. The necessity of opening up tele- graphic communication with the United States, by means of Salt Lake City, was being strongly urged on capitalists. PROCLAMATION BY THE GOVERNOR. Governor Edgerton had issued the following procla- mation, appointing General Thomas Francis Meagher Governor pro tem.:— EXxscorive Orricr, Bannack Crry, Sept. 65. what he woald ask them to endeavor to do, eWihenianek this day leave this territory, intending to] that they then might relieve from suffering be absent therefrom for afew months; and whereas, it | the multitudes of our fellow creatures who are asking to is provided in the organic act of the ‘Territory that, in ease of the absence of the Governor, the executive power hail devolve upon the Secretary; Now, therefore, I do proclaim that from and after this Gate the Hon. Thomas Francis Meagher will become the Acting Governor of this Territory, clothed with the same rers and his acts entitled to the same consideration as of the Governor in fact. SIDNEY EDGERTON, Governor of Montana. THE NEW PROVISIONAL GOVERNOR. the Montana Post, Sept. 30.) General her has arrived among us, and we doubt mot that the public reception of this evening will be an phd of the t high appreciation in which he is held asa soldier, asa citizen, andasaman. Our new Secretary is no partisan. His banner is the Stars and Stripes, under which he has fought for the country, and this he regards ‘as the flag of a nation, and not of a party. It is his in- teation to call together the Logis'ature at the earliest possible moment. He has telecraphed to the Comptroller @f the Treasury a request that the appropriation for this Territury may be passed to his credit, so that the necessary funds for the working’ of the legislative, judicial and administrative departments may be forthcoming. When the answer to this commu- nication is received the Legislature will at once be sum- moned to meet. Not as a politician, but as an American eitizen, General Meagher enters this Territory, inspired ‘with the firm determination to do Justice to ali men. At Bannack, on Saturday pig last, the anvils bellowed a noisy welcome that reverbsrated among the hills as far as Rattlesnake. A meeting of the citizens was held, at be relieved from disease. At present the society was laboring under great disadvantages, but with the help of Providence all would be overcome, Who can imagine the feelings of a man excluded from participating in the enjoyments of life, caused through some disease, when the ophthalmic surgeon oan at once set his captive spirit free and give him strength and health, The American surgeons are no laggers in the cause of humanity. Co- laborers in Europe had been steadily increasing the pyra- mid of the science of surgery now accumulated, and in this country wo, who are the leadermof liberty and of State Tights, can show tothe world that, as she is ever fore- most in civilization and the arts and sciences, so she is in surgery and medicine. Some say that the ancients were better surgeons than we of the present day are, and point to Diogenes and others as examples; but have we not a Lawrence, a Mackenzie a Mi iddiemore and many others to whom we are proud to point as exam- ples? What an imposing example, with these lights to guide you in the ih of excellence! Hasten, then, to seize the desired offer, and so better yourselves as to be able to administer to ‘the wants and alleviate the suffer- ings of your fellow men, In conclusion, he said that he ‘was under an obligation to impart in future lectures how to diognosticate the varied knowledge in surgery and in medicine which will prove a faithful restorer in the hour of danger. He had shown whet surgery had done and what it may do, and asked the students that each setting gun should bear fidelity to their studies, Maximilian’s Decree. TO THE EDITOR OF THE HERALD.
