There were Bot 80 many present as on the preceding day, nor did go tively an imterest seem to be taken in the proceedings. The counsel on all sides were the same as on the preceding day, except that Jobn McKeon, who represented the Citizens’ Association, was not present, H. H. Anderson appeared as associate coupes! with Judge Allen, and John Anthon appeared for the Mayor, The outside audience seemed to be Jargely composed of ward politicians, whose interest im the in- ‘vestigation was evidently not so sprightly as on Twesday. ‘At wae balf-past ten o'clock when the investigation was | resumed. Kingsley. ‘After being sworn ‘by the Gevernor he testified as fol- lows, in reply to ‘the questions of Mr. E. Emott:—Iam ‘one of the firm of McCaflerty, Guidet & Kingsley, mentioned as bidders; I have the misfortune to live in Brooklyn; have lived there seven ; am a contrac- tor; have been in the “nt of men thir- teen years, “Dut have not been that Jong ‘contractor; have been cngaged on public works since I was nineteen cars oid; have been engaged on railroads, Brooklyn Water Works, Central Park and other public works in New York. Emott contended that the Commission in award- ontract should have ascertained who were best culated to perform the work, and said the object of xainination of the witness was to show that the was an cligible contractor for the work of street wis witn cleaning, and that the circumstance of bis residence in Brooklyn was no disqualification. After a rejoinder from Mr. Brady the Governor said that his stay in the city could nog be Jong, and he desired that the counsel would mot hamper the inquiry by any unnecessary delay. It 1 thinks six bids were returned on the 22d : Mr. Brown was not present at the Mayor's office whon the bide were returned; I know Mr. Brown; do not know Mr. Knapp or Mr. Devoe; I do not know whether they were present; I do not think I know all whose bids were returned; Mr. Brown was not present on the 22d, and J do not_know whether there was a pro- poral returned to him; I had a conversation with Mr, rown on the 22d; the subject was the award of the can- tract; [have no knowledge whether a proposal was put dm then by Mr. Brown; I put in a bid under the second advertisement with Mr, McCaflerty and Guidet; this was in conformity with cortain xpecitications; I never heard any of my.partners complain of the return of the first proporal; I knew the pecuniwry responsibility of my associates by reputation; I have their own word for it. Died at een, on board the steamer Etna, on Wednesday, September 20, Isaac Dox, a well known and respected merchant of this city and Central America, The de ceased had been in Manchester, England, accompanied by his daughter, whom he was bringing home from school. Being himself in ill health for some time, he consulted his p ians as to whether it would be ad sable to cross the Atiantic, en route for New York, in his weak condition, They recommended that course, and he thus died without reaching his home, His sad death was, as may be imagined, a terrible blow to his widow and orphans, and cast a general gloom over a large circle of merchants and friends, by whom he was highly re spected for his many virtter and for his commercial in- tegrity.
