Erie closea 4 higher than at the second board yesterday, Reading %, [ilinois Central 2, Cleveland and Pittsburg 3. New York Contral was unchanged. Hudson River was lower, Michigan Southern 3, Northwestern %, Rock Island 4, Fort Wayne 34. Government securities ‘were frm under the European advices. Coupon five- twenties advanced % @ 34, Aftor the call the market weakened, and at the open oard at one o'clock quotations were 34 a 14¢ per cent lower, At the second board there was a partial re- covery, but as compared with the closing prices at the first board Erie was % lower, Hudson River %, Reading %, Michigan Southern 2%, Cleveland and Pittsburg 134, Ulinois Central 13, Northe western %, Rock Island %{, Fort Wayne %, Quicksilver 1%. Government securities were heavy. Coupon five- twenties declined 3. One year certificates of the new fague sold at 98%. At the open board at half-past ‘three. the market was without spirit. New York Central sold at 03:4, Erie 70, Reading (8.3) 9874, Cleveland and Pittsburg 67%, Michigan Southern 61%, Rock Island 100, Ohio and Mississtpp! certificates (s.3) 24%¢. Later, on the street, the market was steady, with o tendency towards improvement. Gold has been depressed under the constant hammer- ‘tng of tho bears, who constitute all but @ small minority of the operators in the market, assisted by the further advance of five-twenties abroad. Cash gold, however, cen- tinues very scarce, and the borrowing rate is firm at % por cent a day, and in some instances 94 has been paid. The opening price. was 141%, from which it gradually sunk to 139%, then recovered to 140%, and at twenty minutes past five P. M. was selling at 189%. The ship- ments of specie by the European steamers aggregated $70,250, of which the Scolia took $31,350 and the Ba- varia $38,900, The extreme scarcity of gold and the consequent high rate of interest which it commands are the natural result of an enormous ‘short’? interest with a supply of about five millions to make the deliveries with. If the bears had to buy in at once all the gold necessary to cover their contracts the price would rise to a point nearer 200 than 150 during the process. Some of them are only ‘waiting for the disbursement of the July interest in order to take in their shorts, which they hope to do without advancing the market so much as ‘f they covered under present circumstances, But the disbursement of the in- terost in question will not add greatly to the supply on the market; for it will be paid out gradually, and reab- sorbed for customs dutios almost as rapidly, the demand for the latt@raveraging about two huudred and fifty thou- sand dollars a day. Moreover, a portion of it is duc to foreign Loudholders. The foreign exchange market has been stagnant and Dankors’ sterling at sixty days is quotod at 10044 a 110. This weakness is, however, liiely to prove but tympo- rary; and, in view of our imports being in.currency value about four timesas much as our exports, the present condition of the market is somewhat anomalous, and can only be accounted for on the theory that larger exports of Southern produce are calculated upon than can be made. Mercantile bills are quoted at 108% a 1033. Money remains abundant at 4 a 5 per cent on call, with buta limited demand. ‘The discount line ia un- ebanged, at 6 a 9 per cent. The revelations made at the Jefferson Market Police Court with regard to the United Service Petro- leum Company tostify to the unreliable foundation upon which some at least of the nu:nerous similar com- panics before the public are bused. Bul, notwithstanding, it has been considered perfectly legitimate for any set of adventurers who wished to defraud the public by ob- taining subscriptions to worthiess petroleum companies to do so. Bank proaidents and others equaily promi- nent im the community have freely lont their names to gach undertakings, and innocent but avaricious and gul- Lible subscribers have been victitaized accordingly, ‘The petroleum brokers and others who have placed these stocks upon the market have much to answer for, both legally and morality, apd if they aro not prosecuted, criminally or civilly, it will be owing to the apathy or lenience of those upoa whom they have knowingly or unknowingly imposed. Busnos Ayvnas, May 13, 1865. ‘The departure of an extra mail enables me to send you two days later news. In the interior sections or the country this year has been a most profitable one. For the last twenty years tho herdsmen of the pampas have not had such a prosperous season. We have had just enough of rain, frost and drought to secure abundant pasturage, and storms have been almost unknown. The wool bids fair to be clean, the fleeces heavy and prices good. All domestic animals are plentiful and in good condition. After a peace of five years’ duration we are now in- volved in war inthe zenith of our happiness and pros- perity. North America and Europe will doubtless say, “Poor South Americaf ‘Twas ever thus. Those pampas are fertilized by blood!” But lot not the world Judge hastily, A war with Paraguay has been forced on the Confederation. When a rebellion was rending Uru- y; when powerful Brazil was aiding the arch rebel lores; when Paraguay invaded Brazil, we were neutral. Premdent Mitré, the wisest, best and most popular chief magistrate in South Amorica, kept bis country out of all pasangling alliances. At length Paraguay chose to re- federation and Brazil in secret alliance, aud invaded the Argentine province of Corrientes, without notice of any kind, capturing three armed vessels aftor quictly saluting them, and proceeded to organize Cor- rientes as a Paraguayan province.
