Tho Panama Railroad Company's steamship Guate- mata, Captain I. M. Dow, here at an carly hour yestorday morning from ports in Central America. Her news is of but little importance. In Guatemala the elec- tion for President had resulted in favor of General Cerna. Political matters in that State, as well as in Salvador, ‘wero quict, but revolutions are still spoken of as likely to occur at any moment. Commercial matters remain about the same as usual. The United States steamer Wateree, Commander I’. K. Murray, was at Realajo. PANAMA, The ten days that havo elapzed since the sailing of the Ocean Queen have been particularly dull, Nota thing has occurred of a startling nature, either political or military. Thero has been, however, some controversy in recard to the new passport order, which concerns the travelling community between Calif »rnia and the East. When the order of General Dix was made public bere that no pas- senger ombarking at a foreign port could land in the United States without a passport duly viséd, no ove ob- fected to it; but since then another order has been put in force at Aspinwall which no one can understand, nor can we find out from whence it emanates, Passer (rom San Francisco tor New York, holding throw ets anda passport from the former place, are obliged to have them vivd by the Consal at Aspinwall before being permitted to embark on board the steamer. If an order had been received by the steamship agent here that pas- eengers from New York for San Francisco w.re to be served in the exine manner by the Consul at this port, it would be casily seen that tho government had some good feagon for establishing tho rule; butas no such order has been received wo are at a loss to understand why it is such a one-sided affair, The agent at Aspinwall says he FINANCIAL AND COMMERCIAL. Turespay, May 25-6 P. ¥. ‘The prominent feature in Wall street today has been th: furthe: rise of gold The opening price was 136, from whick it had advanced shortly after noon to 13854, the highest point reached. From this there was a reces- sion to 1365, followed by a recovery to 137%, at which it stood at five P.M. The market has been more active than at any time since the capture of Richmond, and tho regular operatora, most of whom were “short,” to buy. Tho total shipment the week is expected to aggregate three millions, and tho export demand is the controlling influence of the market, The dealers in government securities, the operators for « rise in atocks, and the mercantile com- munity generally, are encouraged by the upward turn of the premium, and it is belisved in semi-oMeial circles that the government would prefer that it should remain between forty and Afty, rather than at a lower point, #0 long as it is a bor- rower, Now that the war is over, at loast east of tho Mississippi, and that the further increase of the national debt is limited, the price of gold is of uo ma- terial consequence in estimating the public credit. ‘The premium will be governed by the legitimate supply and demand, and there is littledanger of any immoderate rise in the present condition of affairs. Speculators who imagine that they can regain anything like their former power over the market will flad themselves mistaken. ‘To superficial observers the present rise isa surprise, and people ask each other, “What's putting gold up?” ‘The answer can be easily found in the previous specula- tivé depression and in the light supplies of breadstuffs and provisions in both the East- ern and Western markets, by which prices are sustained at a rabge which has made shipment unproitable with gold at recent figures, But the tendency of the recovery of goll from the point to which it was forced by speculation will be to induce the farmers of the West to send their produce to markot and to promote exports. It will algo operate in favor of orders forour bonds from Europe; but of this we are quite independent. and it would have been better if none of our government securities had ever beon sent abroad. The stock market has becn very dull all day, and “prices have shown no marked va- riation from those of yesterday. At the first board Erie was % lower than at the previous afternoon board; New York Central 5, Hudson River 3, Reading 36, Michigan Southern %, Ilinois Central 34, Rock Island and Cleveland and Pittsburg were steady, Fort Wayne advanced %, Ohio and Mississippi certificates 4, Cumberland 234, Quicksilver 4. Goverament securities were moderately active and barely steady. Coupon five- twenties of the old issne sold at 103}g a X, new issue 10324 a %. Ten-forties wero 4 lower. At the open board, at one o'clock, the market was firm and quotations were a fraction higher. At the second regular board Erie was 3¢ higher than at tho close of tho first, New York Central 3s, Reading 34, Rock Island 3, Fort Wayne 3. Cumberland was % lower, North Western 3%. Governments were neglected. At the open board, at balf-past three, the market was inactive. New York Contral sold on the call at 9134, Erie 73%, Reading 9434, Cleveland and Pittsb irg 6334, Rock Island 95%, North- westetn 26, Ohio and Mis-iseippi certificates 2534, Cum- berland 40%, Quicksilver 5434. ‘There was continued dulness on the street afterwarde, but the temper of the market is in favor of a temporary rise, The moncy market reficcts in its inactivity the uiliny feature of the stock market, Call ns ure made freely at six per cent, and ex- ceptional transactions have taken place at five. A large amount of unemployed capital is lying in tho banks, The disconnt Hue is sluggish, and the best grado of com- mercial paper continues to be quoted at 6 a 8 per cent. Forvign exchange bas been very firm and rather active, Bankers’ bills at sixty days have sold as high as 110%, but 110 was the more common. rate. Bills at three days are quoted at 1103; a 110%. Merchante’ bills are scarce and rated at 109% a %. The steamer from Aspinwall brought $368,000 in gold. Mr. Jay Cooke's agents report that subscriptions to the July issue of seven-thirly notes are coming in more rapidly.
