2 FINANCIAL AND COMMERCIAL. | Muypax, May 22-6 P. Me Thore has been no relief to-day from the duliness | which fs becoming chronic on the stock exchange, and | even the professed bulls begin. to speak in a @esponding tone of the prospects of the inarket. “The absence of any considerable portion of the public as buyers operates against a substantial rise, while so far as mere spocula- tion among the brokers is concerned the bears appear to De gradually gaining the ascendaney. It is not te be de- nied, however, that if the bull party gaw Mt a temporsry rise could be engiuecrod in the present easy con dition of the money market. At the first res- sion of tho board New York Central closed 1% higher than at the first board on Saturday, Erie %, Hudzon River i, Rock Island 34, Reading was 1 per cent rant Michigan Southern 34, Fort Wayne 24, Ohio and Miasiseippl, certifleutes 3, Cumberland 34, Tilinois Central and Cleveland aud Pittsburg were steady, Government scecrities showed more activity, but without experioucing any improvement, and coupon five-twenties of the now issue dechned 4a 44; sixes of 1881 sold at 108% a 109; ton-forties 95; ve-twenties of the old Issue 103%, af. The fact that the inst named securities wero quoted at 64a only in London on tho 9th inst, is adverso to their immediate improvement on this side, as the difference against usis not far wide of ten per cent, At the date mentioned, however, It was not known in Europe that gold had declined to its present Trance. Tho quotations at the board for railway shares were not fully maintained after the call, and at the open Doard at one o’glock Erie sole down to 707%, with a fall- ing off on the other roads of {a1 per cent. At the second regular bourd the market rallied a lite, On the call Now York Central was 34 lower than at the close.of the first board; Erle 3, Hudson River 4, Reading 14, Michiyan Southern 3, Cleveland and Pittsburgh 1, Rock Island 4g, Fort Wayno 3, Ob‘o and Mississippl certificates 3, Quicksliver 34. Government securities were un- Changed and inactive, At the open board at half-past ec prices were lower, except for Erie, which opened at 71/4 and clored mt TX. Michigan Southern was pressed for sale, under which it declined to 58, New York Central closed at $91, Hydson River 99%, Reading 9244, Rock Island 94, Cloveland ond Pittsburg 62, Northwestern 263{, Fort Wayne 93, Ohio and Missiseippl certificates 25, Cum- Quicksilver 54. Afterwards, on the street, there was considerable activity in Erie, under which it rose to 724, but subsequently declined a fraction. A fow other stocks partially sympathizod with the improve- ment, but tho general market remained dull. Gold opened at 131, advanced to 13134, and then re- lapsed to 13034, During the afternoon it wassirm, and at half-past five stood at 18134. The volume of business in the room is limited, and the market derives its strength from the demand for ship- ment, speculation being at a very lowebb, There ap- pears to be very little disposition to anticipate the drain of gold to Europe, notwithstanding the® indications afforded by the special reports of the Inst fortnight and the large preponderanco of the imports over the exports of merchandise going forward. Forvign exchange is frm and commercial: bills con- tinue extremely scarce, Bankers’ bills at sixty days aro quoted at 109% a 110, and 11034 a 3¢ at short sight. Money is in excess of the demand, which is moderate. Tho more common rate for call loans is five per eent, but six bas been paid in some cases, The discoun' shows no change, and its inactivity reflects to somo extent the stagnation which 1s slowly ereeping over all the branches of trade and speculation. A period of de- pression seems to be approaching which not all our nino hundred millions of currency will perhaps sorve to coun- teract, ‘Tho exhaastion which inevitably follows a long and costly war must sooner or later be felt, only to be followed, however, after recuperation, by a display of renewed enerzy and strength. It would bo prematare to assume that this rene. tion will be felt immediately; but to ignore its ultimate " possibility is to foster @ delusion anit court disappointment, Nature's laws are immutable, and so certainly as a calm follows astorm must more or leas comperative prostration succced extraordinary and prolonged exertions, War is destructive of the material interosts of a country, according to its extent and dura tiou, It wastes lives und proporty, the restoration of which timo only can accomptish; and although this coun- try is more happily situated than any other in the world for repairing the ravages of war, the tuk ts too stuponduous to be lightly regarded. Since the overthrow of the rebellion we havo been jubilant and sanguine, under the glo- Vioas sonso of a great and rightoous victory; but wo tre unwieo to ourselves if we tail, now that the intoxica- tion of the Loar of success is over, to welgh seriously tnd calmly the losses of men, material and money which wo have sustained in the giganile conflict which has just passed into hisiory. Immigration, we know, is pour.ng ‘a vast multitude into our country; but it i manly re- presentod by unskilled laborers, who do not imme- diately contribute to the development of its re- sources. The war has reduced the South to & comparative desert, and the fallen cities cannot bo rebuilt ina year no more than Romo was built in a day. The new South will rivo from the ruins of the old South under Northern enterprise; but meanwhile the system of labor has to be reorganized and political reconstruc tion has to take place. From the grave of slavery mil- lions of neroes will arise as freemen to take their place fin the social ecale, and labor for their livelihood; and how they will work under the new dispensation remains to be seen. All will doubtless go well in the end, for we havo the means, the might and the right to subdue all obstacles. Bot, meanwhile problems have to be solved, ‘and we cannot rush from the flush of victory in war to the high tide of prosperity in peace without a probation- ‘ary period, which may be pro‘iably employed in refec- tion, The bank statoment for the week shows a decrease in logal tender notes of about five and a half millions, owing to subscriptions to the soven-thirty loan. Tho loans have increased about a million and the deposits half amillion, The subseriptions to tho third series of the loan are slightly on the increase in this city, and Fiek & Hatch took over $203,500 to day. ‘The following figures comparo tho last weekly stato- ment of the New York associated banks with the re- turns of the previous week :— May 20. 219,310,780 203; 884, 125 194, 408 23, by 625, 3517 i rs, Ciroulation. —The deviations from the returns of the previous week are as follows :— Increase in loans........
