One of the most important, as well as one of the most difficult branches of the government of these institu- tions, is the organization and oporation of the Depart- mont of Outdoor Poor. Having had the benefit of an experienced and faithful head, in the person of Mr. M George Kellogg, the Superintendent of Outdoor Poor, the Commission has left largely in his hands the response Pf 'to the demands of those in needy circumstances, or in a. condition of health requiring immediate attention and Firelief. Improvements have been made from year to Kd year, yet much remains to be accomplished to prevent imposition and fraud, as well as to properly regard the more delicate demands of necessity. The high prices of provisions, clothing, and great increase of smallpox and typhoid fever, have considerably increased the expen- Hiditures of this department. Tn several of the previous reports of this department, we have called the attention of our fellow citizens to the ff great and growing evil of multiplying private charitable Minstitutions.
