_— FINANCIAL AND COMMERCIAL. Tuurspay, April 13—6 P.M. The gold market was firmer to-day than during the Previous part of the week, but Mt is still without spe tiveacuvity. A gradual absorption of coin for invest- ment has, however, been volng forward since the extre de_line, and this bas materially reduced the t Ply in the street. The prospect of a return of & our securities from Europe at the same time tends to Girengihen confidence in the maintenance of the present range of quotations, The opening price was 146, terwheh it steadily advanced to 14745, and closed at that at five P.M. ‘The stock market was active and moderately strong at the first board, the bears being apparently indisposed to ‘oppose its natural course. The most buoyant stock on the list was Illinois Central, which is extremely scarce for delivery, and which has been largely oversold, It Was 4}; higher than at the close of the second board yes- terday, Erie advanced 134, New York Central 134, Hud- Bon River 3, Michigfn Central My Cleveland and Pitts- burg 1, Reading %, Northwestern +4, Rock Island 34, Fort Wayne %, Cumberland 3}. Michigan Southern @eclined %%. Government securities were lower, under the advices from Frankfort stating that the fall in the gold premium had produced little effect upon the price of five-twenties, as it was accompanied by large arrivals of fresh stock, which had glutted the market. American ‘securities, however, were the only active ones on the Bourse. Coupon sixes of 1881 declined 34, five-twenties %; ten-forties were steady. At the open board at one o'clock the market was active and quotations 34 a13¢ per cent higher, At the second board it was ‘dull and barely steady, Illinois. Central was % higher than at the close of the first board, Michigan Southern 4, Cleveland and Pittsburg &%, Northwestern 34, Fort Wayne 1. Eric was 34 Tower, New York Central 34, Hudson River 4, Rock Island 4. Government securities were irregular. Cou- pon sixes of 1881 improved \, but five-twentics de- Glined At the open board at half-past three the market was Gull and steady. There wiil be no session of either the ®ock boards, or the gold or peiroleum ex Tow, in consequence of its being Good Friday. Probable that there will be an 6b total c Dusiness in Wall street, as the feeling in favor of (mg the day as a holiday is general, The banks and Public offices will, therefore, be likely to transact a merely nominal amount of business, The supply of loanable funds is in excess of the de- mand, and although the regular rate for money at call is five per cent on governments and six on railway ties, speciat sums were offered as low as four per cei this afternoon, Tho best grade of commercial paper is Alscounted at 7 a 10 per cent. The future of the money market and the course of prices is engaging the attention of both the financial and commere'al community. When the war broke out the circulation of the banks in the loyal Siates was bout a hundred and forty millions, to which may be added a similar amount in specie. The paper circulation in the whole country was, however, only about two hundred millions, and the specie held by the banks ninety millions. This amount of money is now more than tripied in paper, and it is constantly undergoing increase by national bank issues. An active speculative period has been the result of this inflation, and the recent decline of gold and consequently of prices generally, is eal- culated to stimulate speculation in the future, so long as the public expenditures continue to largely exceed the revenue, which they are likely to do fora very Jong time tocome, The transient prosperity, orat least the appear. nce of such, which the oountry has enjoyed thus far @ ring the paper money cra has not been due to legiti- mate but speculative influences. Paper money thas supplied the fuel for driving the machinery -of trade more rapidly than was ratural; but the maachinery will ultimately suffer word. ingly, just as o laborer, who, by the use of stimulynts may render himself capable of extra ex- sertions fora longer time than he would be without them, eels oxhaustion when his forced task is over, The ar- igumen! that applies to tho individual applies equally to the nation, and we cannot exceed’ our strength now without paying the penalty hereafter, There have been some prominent supporters, however, of the fallacy that fan inconvertible currency quickens industry, and is therefor) a national good. . The present Secretary of the Treasury appears to think so, judging by his letter con- demnatory of California for adhering to specié payments, although in his inaugural address to his subordinat s hh» seemed to incline towards a hard cash basis. Hume, in his “Essay on Money,’’ favored this theory; but, in ord r to carry it out, an inconvertible currency wouid re- quire to be permanent, which would be an impossibility, as the natural tendency of such a currency is toward! depreciation, which would finally, if persevered in long enough, lead to worthlessness, A rise in prices by paper monéy deprociation is delusive; and of the incon- vert blo currency plan John Stuart Mill very properly. says:—“It calculates on flading the whole world persist- ing forever in the belief that more pieces of paper aro moro riches, and never discovering that with all thir paper they cannot buy more of anything than they could before, At tae periods which some mistake for tims of prospergy, and which were simply times of Bpeculat on, the ah tors did not think they were growing rich because the high prices would last, but be- cause they would not last, and because whoever con. tinued to realize while they did last would find hitnseif, after the recoil, ia possession of a greater number of pounds gr dollars without their having become of less value.” So long, however, as the national debt continues to {n- crease the government will, under the present system of par loans find itself unable to pursue @ course of currency coutraction ; for an easy money mar- ket is necessary to its immediate and temporary finan- cial success. The recoil, therefore, must be averted till lar or open 0 to-mor- Itis on of euri the Treasury is no longer in need of large supplies of borrowed money, Evea the seven-thirty loan tends towards inflation, as in hose of the smaller denominations are paid aad roseived as money ; and that Ae governmbnt has sanctioned this course by its ex ample the following note snilicieutly dvs, Tt was wriven in response to a statement made by a nuraber of Cinchanati merchants, representing that the quartermas- ter there was unable to pay the vouchers presented to bim:— Gm».
