At the socond regular board the upward move- ment continued, and Erie was 4% higher than at the close of the first beard, Now York Coutral 6%, Hudson River 5%, Reading 4%, iinois Central 6%, Michigan Central 6, Michigan Southern 2%, Rock Island 1%, Fort Wayne 3, Cleveland and Pittsburg 43, Northwestern 134, Cumberland 6 Government securities were strong. Coupon sixes of 1881 advanced 3, five-twonties 34, ten forties 3. At the open board at haif-past three there was a (ractional decline of prices. The market is decidedly In the ascendant, and speceu- lation is conducted as indep:ndently of the price of gold as it was during the bull earnival of Inst spring. The abundant supply of money ts equally potential with the large ‘short? interest im giving strength to the “bulls,” who move heavy stocks with the case and celerity which distinguished the pip- ing times referred to, just prior to the great Chase panic. There is a prosp ct ot ait ibe speculative tallors, barmen and idlers about town finding their way to Wall street with margin money very soon; for the markctis in a fever, the ‘contagion of which spreads rapidly. “The more the morrier,” say the bulls; but the bears utter maledictions, and threaten vengeance. ‘The general rate for loans on call is six per cent, with except onal transactions in governments at five. Com. mercial pap:r of the best quality is quoted at eight and ten per cent. The statement of the aszociai.d banks shows @ decrease of more than three hundred thousand dollars in loans, one hundred and {iftecn thousand in cir- culation, and nearly five hundred and thirty-n ne thou- wand in specie. It, however, shows an increase of nearly a million and shaif in deposits and three anda half mil- ‘ions in legal tender notes. Bat the latter are attributable ‘to the subscriptions to the seven-thirty loan through the zational banks on the list. . It is this feature of the stato- ment which makes it almost without value as a criterion of the business of the city. Foreign exchange is dull but steady. Leading draw- -ers look forward to a rotarn of Ilinois Central and Erle shares from Europe as well as five-twenties, of wh ch there are nearly three hundred millions abroad. They ‘also argue that the low price of gold will greatly feduce 4f not suspend shipments of gold from Cal. fornia, while ovr exports of specie will revive, owing to increased im- ports and no corresponding augmentation of exports, the markets being very scantily supplied with foreign merchandise. It is an. exploded theory that & preponderance of imrorts over exports ‘against tie commercial interests of a nation; for we Ihave long witnessed in the case of Groat Britain an op posite state of things, and her ccmmercial prosperity was never greater than itis to day, when her excess of imports over exp rtsis ns high as it e:er was. Bankers’ sterling at sixty days ix <ffered at 109 a , and 10a % at thirty days; but these figures «re not fully sustained by buyers; who sre Lo'ding back in anticipation of lower quotations consequent upon, a possible removal of the embargo upon the Southern ports within a short time. This is, however, @ contingency too remote to tor largely into present calculations.
