ENGLISH PROPERTY IN THE REDE S)ATES—THE COT- TON CAPTURED IN SAVANNAH. In the House of Commons, on the 20th of March, Mr. Grecony asked the Under Secretary for Foreign Affairs whether any and what steps had been taken to protect the property of British sebjects purchased and paid for in the Southern States of North America before the com- mencement of the war, where proof had been afforded of the bond fide nature of the transactions? Mr. Lavaap—I presume that the question applies more particularly to cotton. This cotton comes under two eaterories—that which has been destroyed by the au- thorities of the so-called Confederate States, and: that which bas been takeu possession of by the federal autho- Fities. As regards the former, the government have been advised that foreigners owning property ina country which is subject to such a war as that now existing in the Southern States of America are liable t> all the accidents which inay befall the property of parsons belonging to that country, and if that property has been destroyed for the fond side purpose of proventing it from falling into the hands of the enemy, British subjects who may be Among the owners haw’ no right t» complain, At the same time, thoy have been requested to preserve au- thent'c evideu-e respecting property so destroyed.
