Tho increase of indebtedness has averaged about two millions three hun- dred thousand dollars per day. The certiiicates of in- debtedness have decreased in nearly the same ratio that the unpaid requisitions have increased, which shows that the policy of the Treasury is to keep down the volume of certificates even to the inconves pience of creditors; and where the government has only the one alt rnative that which it has adopted is decidedly the best; for as ita entire dependence beyond the receipts for revenue {a upon the soven-thirty loan salable at par, it is already @ matter of necessity for it to prevent certi- ficates from going much below par, ex-interest, while the six per cent bonds ought to be maintained’ at a pre- mium. The latter was, nevertheless, % lower than at the closo of the first board, Erie 5%, Hudson River 1%, Reading 1, Michigan Central 1X, Oleveland and Pittsburg %, Rock Island 134, Fort Wayne 1%.
