Gold has been noarfy steady to-day at the decline of poe a last evening, the fluctuations having been limited to 234 yptemnly as the quotations will show:— Guta is po scarce for delivery. All the available coin ‘en the stroct has been borrowed, and the difference be- tween cash and regular transactions is about a half per gent. Speculation is, however, dead, and the market almost paralyzed. Hudson River advanced 1%, Rook Island %. Notwithstanding the weakness of the general market government securities remained frm. In view of the rapid decline in the gold premium and railway and mis- cellancous securities which we have lately witnessed, it is important that national stocks should not be sensitive to these violent changes. It is, indecd, obviously neces- sary to the financial interests of the government, under the present paper money system, that the market price of its bonds should be sustained ; for if the six per cents should sink below par, ex-interest, they would offer a greater inducement to investors than the seven-thirty loan, upon the salo of which the Treasury is dependent from day to day for its means of meoting the difference between revenue and expenditure, At the open board at half-past three prices were lower, Hudson River oxcepted, which advanced %. Fort ‘Wayne was the weakest stock on the list, and declined four por cent, The money market is easy at seven per cont, but lenders are exacting of wide margins, Commercial paper is in disfavor, and there is a more or less general distrust of even tho best names, owing to the shrinkage of values which has taken place. The discount rate varies trom nine to twelve percent forthe first grade, but much higher rates have been paid and offvred in many cases by houses of good standing. Foreign exchanse is dull, but rates remain steady. Bankers’ sterling at sixty days is offered at 109%a 3, and at 110 @ 3% at short sight. The sudden decline of the gold promium has operated to check exportations some- what, and leading drawers 160k for no material change in this feature of our foreign trade immediately. Hence bills are firmly held. The value of the exports for the wook ending March 27 were $2,301,742, against $4,534,075 for the corresponding week of 1863. Large shipments of cotton are not anticipated for some little time to come, owing to tho foreign markets being already overstocked. The stock at Liverpool on the 28th of February was 677,690 bales, agninst 231,560 bales for the corresponding date in 1864. Moreover, the fact that judicial proceedings have been taken here by the claimants of alot of 371 bales of the cotton seized is likely to confine that captured at Savannah chiefly to the home market; for attachments would in all proba- bility be granted against it in favor of rebel bondholders if sont to Great Britain. ‘The Ninth National Bank subscribed $215,000 to the new series of seven-thirty notes to-day, and sold $46,000 of the old issue. ‘Tho announcement of the new six hundred million Joan had a depressing effect upon five-twenties in Lon- don, and they declined to 52% » 6334 on the 15th inst. On the Produce Exchange to-day broadstufs were lower, and in the merchandise markets thore was great depree- sion.
