M. © qe stock market was nearly ay on the street this morning, but at the first session of the board it gave way ‘under a pressure to sell, both by outside parties, who wore compelled to realize, and the “bears,"” who profited by ‘the general depression. Reading, at the close of the call, was 4% lower than at yesterday's second board, New York Ceniral 3, Hudson River 3%, Michigan Southern 3, Cleveland and Pittsburg 8%, Michigan Central 2, Illinois Central 3, Northwestern 14, Rock Island 1%, Fort Wayne X, Ohio and Mississippi certificates 33, Cumberland 3. Erte im- proved 3. Government securities were active and higher. Five-twenties advanced 1% a 2, now issue 1), 01%, ten-forties 134. After the call and at the open board at one o'clock there was further pressure to sell, and the market was in panic. The “bears” encouraged the decline as far as possible, and at the second board the downfall was pre- cipitated. New York Central was 53; lower than at the morning board, Erie 6, Hudson River 4%, Reading 2, Michigan Central 634, Northwestern 1, Michigan South- ern 2, Ilinois Central 234, Cleveland and Pittsburg 4, Cleveland and Toledo %, Rock Island 1%, Fort Wayne 2, Cumberland 38%, Quicksilver 2%, Ohio and Missiasippi certificates 23. Govern- ment sccuritioea declined in sympathy with the general market, Five-twenties were 13¢ lower, ten-for- tles 1, sixes of 18811. At tho open board at half-past three there was a recovery of 4g @1 percent in the rail- way list, ‘The “short”? interest is 90 Inrge on the Stock Exchange, alike with the gold market, that it is likely to dofoat itself, Tho stock of the leading railroads is unusually scarce on tho street, and sellers are unablo to buy or borrow it, and we know of one prominent house that hunted for an hour for a single hundred shares of Illinois Central without being able to get it. ‘The panic in stocks led to a revival of the panic in gold, holders of specie being induced by tho decline in railway securities to sell their gold. But this would not have exerted so much influence upon the market had the bears in gold not manufactured a variety of war reports calcu- latod to lower the premium. Most conspicuous among theas was one denoting the departure of President Lin- coln for Fortress Monroe, to confer with peace commis- sionors from Richmond, and another to the effect that Richmond had been evacuated. It teflects very little credit upon the average intelligence of the gold speculators that every idle story circulated by interested parties should gain sufficient credit to impart an influence up- ward or downward to the course of speculation. The “pears” hammered the market vigorously, and thcy might possibly have been still more successful than they were had not the governmontgbeen actively represented in the room. It is understood that tlo purchase of five millions of gold and a hundred mittions of bonds is authorized for the purpose of stemming the downward tide. Those who think that the government should facili-« tate rather than oppose the fal! are not awake to the im- portance of the present emergency. There is no reason ina panic, and its consequences, instead of being bene- ficial to the government and the community, are at a timo like this fraught only with dangor and disaster, If tho war had ended, and estimates with regard to the fature could be formed on any solid basis, a correspond- ing fall in gold would be a source of common rejoicing. As it is, the men who are ondeavoring to push gold down now will be equally interested in putting it up again, and consequently it will rise; while, still. intent upon profiting by fluctuations in it, thoy will continue to labor for a fall after ovefy rise, the extent of cach being measured by the'r own profits. Gold has been sold town by speculators during the last fortnight instend of having declined naturally, and therefore it will be all the more liable to a sharp reaction in the future; and as all extremes aro bad sud- den fluctuations should of course be avoided. The quo- favions during the day were: 10:50 A. M. but lenders are reluctant | Money continues abundant, to acoept seven per cent on cail, however wide the mar- gins may be, and large differences have been paid for carrying stocks over the next ten days, Commercinl pa- per is at the same time viewed with great distrust, and the discount market is, therefore, inactive. From ten to fifteen per cent has been paid on the best signatures. ‘The margin exacted on stock collaterals variow frow af- ‘toon to twenty per cent. The depression in commercial circles continucs to in- crease, and there has been agrent deal of close “shin- ing’ observable to-day. Although long credits have been littls in vogue of late, thirty and sixty days and three months credits are common, and a large amount of Outside indebtedness is in this way incurred, But in viow of the sudden unsettlement of values croditors show an accommodating spirit, and ey, failures will thus be delayed or arrested. Thoso, however, who are rabh enough to assert that commercial firms wom never in go little danger of serious disaster as at present are either wilfully » blind, or wilfully fatse. We havo only to look at tho last discount return of one of the banks in this city—the Central National—which ‘amounts to more than seven millions, in order to dis prove the statement, When the associated banks of this city reported their loans and discounts at the end of last wweok to bo $211,496,651, it is useless to deny the direct inference. A considerable portion cf this loan is, of course, in the form of government securities, and this we allow for. The foroign exchange market is quiet at yesterday's rates—namely, 1004 a % at sixty days and 110% a 3 at short sight. There was a ferther decline in the produce and mer- chandiso markets to-day; but as a reaction in the gold room is looked for better prices aro anticipated; but in @ny erent numerous failures are expected.
