The Supervisors’ Commtttee supplied'ten where individuals or provost marshals did one, The plan adopt d by Chairman Blunt was a very simple one and effective. Those desiring a substitute stepped into the office of the Supervisors’ Committee, entered their names and made the necessary deposit, They could now fur- nish their own man or leave it to the com- mittee. The latter course wwas usvally adopted, and nearly every applicant was supplied. The cause of the great success of the committee in supplying substitutes ‘was this:—Here was the general office for volunteering. Recruits rushed in from all quarters, and whenever one was discovered who was eligible asa sub the fact was stated to him by Mr. Blunt or the inustering officer, and the result usuaily was that he would accept of the 'posi- tion of sub for the sake of the advantage derived in Deing pald the entire gaveroment as well as county Dounty, cash in hand. He then was passed to the credit &! the iffst man on the list who~had made shis deposit, who immediately received his proper certificate, During the last few weeks the chairman «of the committeo has reeeived over half a million fu deposits from individuals for substitutes, nearly all of which has been paid out, This is just so much money saved to the city and the general government, ind this ving especially.to the county of six hundred dollars; foreach man secured as a substitute was the main in- ducement for its zealous and efficient action. Every person now wanting @ pubstitute must hunt him up himself the best way he fan, take him to the Provost Marshal's office, devoting wovks, perliaps, to this object, where only. minutes were foquire before, hus, as we have sald, every step taken by the govern- ment in reference to thé quota of New York, has tended Tetard and interfere with the piling of it. We hope such arrangements may yet be made through Gen. Podge as to allow the Supervisors’ system of furnishing Substitutes to he continued. THE COUNTY BOUNTY LOAN. Of the two millions seven per cent county bounty loan seven hundred and eighty-five thousand is subscribed Jor. But this, liberal as it is, 1s mot enough, and the Volunteering Committee, in its constantly esafal eporations, is nearly out of funds, Unless the appeals pf the Comptroller for subscriptions to this admirable oan are more readily responded to = our moneyed men Bad institutions, the committee itself will be compelled to suspend its’ business of volunteering, and leave our citizens to the tender mercies of a conscription, The wards of the city are doling well, but without the co. bperation of the Supervisors’ Conimittee it will be of no avail. There are no such securities on our market as Qhis soven per cent county loan. Their value is not pased, like some othera, solely upon credit, but on the actual wealth of the city, on property owned ‘by the city d county of New York. Wright Treasurer; also a finance committee ‘of thirty-six gentlemen, to eollect funds for the offering 6f oxtra inducements to recruits, ‘Mr. Groosa, Stza's Zeitung, and others, addressed 4be meeting at some length, ‘THE SIXTEENTH WARD. ‘The citizons of the Sixteenth ward seem determmed to fill their quota with volunteers. A meeting was held last evening, at the corner of Twenty-second street and Seventh avenue, to'receive subscriptions to assist in -fill- ing the quota. ‘Tho Sixteenth ward comprises ene-third of the Sixth district, and a majority of the men drafted there belong to-that class who can neither afford’ to go to the war nor furnish substitutes. The meeting last even- ing was well attended, and the amount of subscriptions received gives good promise that the quota will be filled without the necessity of calling upon those who have been drafted. The number of recruits obtained yesterday in this ward will not fall far short of twenty. five, and if the Provost Marshal would open another recruiting office in the ward the number might be doubled. The whole number of recruits received in the Sixth district yesterday is in the neighborhood of one hundred, which is-far above the number of drafted men examin in Brooklyn under the operation of the conscription. The whole number of men now required to fill the qmota of the Fixth district, which comprises three of the Most populous wards of the city, will not exceed two thousand men, and unless the people refuse to lend their aid, this number can be furnished within the next three weeks. Captain Custer and his assistants are rendering all the assistance in their power to aid the Citizens’ Com- mittee in-securing recruits. Subscriptions for the Sixteenth wand will be received at the corner of Fourteenth street and Eighth avenue, and corner of Kighteenth street and Eighth avenue. According to the success of the present movement so far, there is not the slightest chance of the drafted men being called upon, for the reason that the quota is being filled more rapidly by volunteering than it could be by conscription. THE SEVENTEENTH WARD. An adjourned mecting of the citizens of the above ward was held at No. 5 Cooper Institute, last evening, Charles J. Cornell in the chair and G. F. Steibreiner act- ing asSeeretary. An executive committee of twenty-five was appointed to arrange for the filling of the quota of the ward, <A subscription list was opened, and & con- siderable'sum of money was hanced to the committee in a short time, Each person present seemed determined that the Seventeenth ward, which has over.sixteen'thou- sand names cnrolled, and has not as yet had a place in the wheel, shail fill is quota, It is the intention of the committee to act promptly, and offer one hundred dollars extra hand money for each volunteer presented.
