2 FINANCIAL AND COMMERCIAL. Mowpay, March 20—6 P. M. ‘The effect of the heavy decline in the gold premium !s beginning to show itself in the extreme depression of governthent securities and the stoppage of the usual sub- ‘scriptions to the seven-thirty loan. Speculative lots held on small margins have been pressed for sale, and the neces- tities of investors among the financial and mercantile community have compelled them to gell at a sacrifice, At the same time the general disturbance of all values, and the temporary cessation of the foreign demand added to the possibility of a return of five-twenties from Europe has weakened faith in the maintenance of the present market prices, and induced @ preference for currency over every other form of se- curity. The general and not incorrect impression is, that we aro drawing towards # lower range of values, and people are therefore providing themselves with as much paper money as they conveniently can, In other words there is @ strong disposition to realize and keep within the safest possible limits, It appears at first sight somewhat anomalous that the decline of gold, which is equivalent to a corresponding appreciation of the currency, should cause @ heavy fall in government securities and almost suspend subsorip- tions by the people to the loan now on the market; but it must be remembered that a decline of gold involves @ contraction of values from which national securities can- Rot be wholly exempted. If five-twenty bonds decline to 60 on a specie basia they would still be worth more than when they were 110'with gold as high as it was a little more than two months ago, and it is probable that government securities will adjust themselves more or less Uke other marketable bonds to the value of the paper dollar. Large lots of the seven-thirty'loan were offered to-day on the street at 99} without takers, so that the only loan the government has to rely upon is at a discount of % percent. Until it returns to par, subscriptions to any considerable extent cannot be looked for; and mean- while the expenses of the government are running on at a rate of nearly two millions and a half a day in excess of the revenue, Gold opened at 167 167%, an advance of 214 a 3% per cent upon the closing price on Saturday, and it re- mained nearly steady till noon, when the “bears’’ began to sell freely. After three o'clock rumors were circu- fated to the effect that Mobile had been captured and Richmond evacuated, as also that General Lee had re- signed, and a strong combination, including a well known speculative banker, largely “short” of stocks and gold, sold the market down till it touched 1604. A very “panicky” state of feeling, fraught with great dan- ger, was thus revived. It is the intention of the bears to precipitate the decline as far as possible, and the parties at work have no insignificant financial resources at their command. If they succeed in their designs they will add millions to their own riches, bankrupt three-fourths of the financial and commercial houses in the country, and leave the public treasury empty, and the danger of a great commercial crash is becoming more and more im- minent. If. the “bear” party is left in control of the gold room, the threatened panic, it is safe to say, will be inevitable. It would not be like any fo mer panic wit- nessed in this country or any other, for its results would be destructive in proportion to the inflation which pre- ceded it. If the panic of 1837 inflicted widespread ruin upon the commerce of the land. What will such a one as that produced by a fall in gold from 234% in January to its present ora lower point be? The bank suspension which led to the panic of 1837 took place on specie basis,.But here we are on a paper money basis, with nothing to prevent collapse but opinion, unless those interested in the welfare of the country and the government step in to arrest the downward course of gold and defeat the ends of the specu- lator. We, however, understand that those rep- tesenting national interests at least have not over- looked the danger of the situation, and that several millions of gold will be immediately withdrawn from the market, Cash gold has been scarce to-day, and the demand for small sums from the outside pub- tic has been unusually largo since Friday. Breaperorrs.—Receipts, 6,185 bbls. flour, 65 bbls. and 3,160 bags corn meal, 900 bushels wheat, 6,500 do, corn, 6,602 do. outs, 475 do. barley, and 2,075 do. malt. The market for State and Western flour continued very quiet, but prices were without material change. ‘The sales were confined to 5,500 bbls, State and Western, 300 do Southern, and 400'do. Canadian. Rye flour continued dull, ang'prices were wholly nominally anchnged. meal wa rather firmer, and in moderate demi ie 300 bbls, Jersey at $725, and 200 bbls. Brandywine at $750. Sales 3,000 bushels common new white at $1 50, and 8,000 bushels new yellow at $1 56a $1 59. Oats’ were dull and nominally lower at $1 05 a $1 06 for Western, and $1 01 a $1 04 for State and Jersey. Corron.—Owing to the large stock and the fluctuations bill legislation of the government, which forced gold in July last to 285, and has left it at the caprice of specu- lation ever since the suspension of specio payments. But for our fiscal’ mismanagement tho premium would never have risen to the height from which it has fallen, ‘and consequently the currency would have had a much more siable value, like that of England, between 1797 end 1821, when speculators had very little power over its value more than public opinion sanctioned. The secret of this lay in heavy taxation and avoidance of paper money inflation beyond an amount needful for the pur- poses of commerce. The gold quotatons during the day ‘The stock market was weak at the first board. Erie was 1 lower than at Saturday's first board, New York Central 2, Hudson River 2%, Reading 1%, Michigan Southern 1%, Northwestern 2%, Cleveland and Pitts- burg 334, Rock Island 2%, Fort Wayne 14, Cumberland 4%. In the government list the chief activity was in five- twenties and ten-forties, which were pressed for sale in large amounts. Five-twenties declined 1, new issue 14, ten-forties 3, sixes of 1881 44. At the first open board and at the second regular board the depression continued. Erie was 13¢ lower at the latter than at the close of the morning call, New York Central 134, Hudson River 134, Reading 2%, Rock Island 144, Northwestern 2, Fort Wayne 17%, Cumboer- land 5. Five-twenties submitted to a further decline of %. Ten-forties were % a1 per cent above the lowest point of the morning. After the call and at the open board at half past three the market showed increasing woakness in declining quotations. Money has been very active, and there is an ominous distrust among lenders, The signs which invariably pre- cede a great panic are not wanting, and a lack of confi- dence is showing itself at the banks and in all depart- ments of commerce. Loans are made only on first class collaterals, with unusually wide margins, at seven per cent, and much of the comercial paper offering, hitherto rated as first class, is unmarketable. The highest grade is taken at 835 a 11 per cent. The bank statement for the week shows ® marked variation from the preceding one, which is attributable to the inclusion of the returns of the Central and Fourth National banks, recently admitted to the Clearing House, But, after deducting these, the only important change is ‘an increase of more than a million and a quarter in the specie line. Foreign exchange is held with great firmness, Bankers ‘ask 1034 a 10054 for their sixty days’ bills, and 100% a 110 at three days. The United States Supreme Court has affirmed the decree for the sale in September next of the eastern di- vision of the La Crosse and Milwaukee Railroad, under the second mortgage, for default of interest, amounting to $480,000, of which it is understood there has been accumulated, during the last six years, about $50,000, ap- plicable to the payment of the second mortgage interest, The following figures compare the last weekly state- ment of the New York Associated Banks with the re. turns of the previous week and with the corresponding week in 1864:— March EN 1864, Mar. 11, 1865. Retail lots were in moderate request at previous prices, viz:—$1 70 a $1 75. Hors.—There was rather more doin, consumption, and full rates were realized. The sata a of choice grades is small, and as this quality is chiefly sought for, holders have advanced their quotations materially, sales having been made as high as S8c. for fancy. Sales to-day were 200 bales at 25c. a 38c. for old growth, and 30c. at 50c, for new, with fancy at 580. Inpigo,—We have to report sales of 25 chests Madras, part at $1 20, and 10 ceroons Guatemala, on private terms. Mcxasses.—The market continues quiet, the demand being wholly confined to the immediate wants of the local trade, and we Have no sales of consequence to re- port. ‘We quote prime row crop Porto Rico at 75c., and ‘ew Orleans prime at about $135. Beef dull and depressed, Sales 400 bbis., at $1450 a $17.60 for plain mess and $17 a $21 for extra mess. Of beef hams we notice sales of 100 bbis. at $25. Cut meats were dull and scarcely 0 firm, Sules 400 packages, at 160. a 1644. for shoulders, and 17';c. a 17%, for hams. Bacon was in limited inquiry and lower. Sales 600 boxes, at 16c, for Cumberland cut, 17¢c. for long ribbed, and It c, a17%c. for short do. The lard market was firmer, ut not very active. Sales 2,000 bbls. and tos, at lie. a exe. for No, 1 to fair to prime steam and kettle rendered, The market for butter was dull and too un- settled to give quotations. Cheese steady at lc. a 23. for common to prime. Rice. —We notice small eales at 10. a 1030. ‘Sucar.—The market was duller than ever, there being no demand outside of the immediate wants of the trade. Sales unimportant, Fair refining was quoted at 12%. ; refined was dull and nominal, at 20c, for powdered, crushed and granulated. TaLtow was rather firmer, but in moderate demand.
