oa e FINANCIAL AND COMMERCIAL. Sarurpay, March 18—6 P. M. Gold has been less unsettled to-day than during the previous part of the week, and the “bears” are less confident in putting out “shorts” Bus the desire to revive panic and hammer the market of course con. tinues among those who have yet to buy their gold for delivery, and the market is so largely oversold that there fe m prospect of their efforts being checked; for an excessive and suddon fall for speculative objects on & highly inflated currency is more damaging to commerce, government loans aud the public revenue than an exces- sive risa. Gold rose to its highest point under speculative in- fluences, and in the same manner it has fallen. Intheono case the speculators discounted an intermninable war and possible defeat, and in the present instance they have discounted peace, In each, however, they have been in advance of public sentiment, and worked a great deal of public injury. Speculators attempted similar dis- turbance of values for their aggrandizement in Eng- land during the Napoleonic wars, but the government and public opinion frowned them down. Such men aro the scourge of society in time of war and financial danger. It is the opinion of leading financial men that it the present fall is precipitated much further, or if even it is not partially recovered from very soon, there ‘will be great danger of a commercial crash, which will inflict far more damage upon the country and tho gov- ernment than the decline of gold will be sufficient to neutralize. Moreover, such a catastrophe would impair the fiscal resources of the government, and, by diminish- ing the receipts for Interuai revenue and customs duties, impair tho public credit, revive distrust and sthnu- lato the riso of the gold premium. If our importers, jobbers and legitimate traders are impoverished or made bankrupt, and they are no lorfger able to pay taxes or subscribe to loans, financial em- barrassment to the government would inevitably follow ‘and not until a new set of adventurers appeared upon the ruins of the past, or those who had been able to survive the ordeal bad time to recuperate, would order and monotary ease be restored. If the present decline was likely to prove permanent, and if thé speculators, who are accelerating it, were actuated by any higher motive than personal gain, there would be reason for congratulating the nation upon the improvement in valuo of the paper dollar; but if our financial .and mercantile affuirs are to be deranged for the profit of a few reckless gamblers, who will next week be running gold up as they are now running it down, there is reason to regret tho vicissitudes to which the Legal Tender act has exposed us, ‘The depression in the produce and merchandise mar- kets and in government securities continues, and popu- lar subscriptions to the seven-thirty loan have besn very unfavorably affected. A largo amount of national bonds are held on five per cent margins, and in the event of gold sinking below its prosent range these will likely be thrown upon the market, which would decline rapidly ‘under the process. Thero is atthe moment no foreign outlet for our securities, as at present prices it would be profitable to import them from England. Exports of produce have been che:ked for tho same reasons. For- eign exchange is consequently held with much greater firmnpss, and higher rates rule, Bankers ask 108% 109% for their sixty day bills, and 109}¢ a 110 at three days. ‘The gold quotations during the day were:— 10:30 A. M. 11:10 A. M 12:00 M. 1:05 P. M. The stock mitket was raat dull at the first board, and the absence of al speoulative febling was marked. Now York Contral was % higher than at yesterday's sec- ond board, Michigan Southern %, Rock Islaad 4%. Fort Wayne was % lewer, Cleveland and Pittsburg 13, Nosth- western 3, Cumberland 1 ‘The government list was dul bat steady, excepting ten-forties, which improved % 8 56. After the call governments were a shade lower, and at the open board at ene o’elock there was a general de- cline of 13 per cent, New York Central closed a4 106, Erie 65}, Hudson River 108%, Realing 10534, Michigan Southern 63, Cleveland and Piksburg 6734, Rook Island 97, Northwostern 27%, Fort-Wayno 8644, Cumberland 48, Moncy is in active demand, ant lenders show. incrras- tng caution in making both loans and discounta Seve- fal failures are rumored, and a commercial eash ta con- sidered imminent by many. The rate on call is strictly seven per cent, and first ciasé paper is quoted at 844 @ 11 per cont; but there is very little doing in the discoums Une. ‘The City of Baltimore, from this port to-day, took $22,275 in specie, making for the week about $80,000. ‘The Africa, at Boston, reports $15,000 in specie. Jay Cooke & Co. have arranged with’Wells, Fargo & Co, for the salo of the seven-thirty loan in California, Oregon, Nevada and Colorado. ‘The business at the Sub-Treasury to-day was as fol- lows:-— Receipts from customs. Total receipts Payments, + $131,000 + $549,699 + 8,729,796 Balauce.. -81,012,925 Subscriptions to government loan. _ 28,000 ‘The debte of th several States have been so largely increased since the war commenced that local taxation {s pressing heavily upon a large and iniluential section of the community, who are looking about them for some prospect of relief, They argue that as nearly the whole of the increase during the last four years has been in consequence of the war, and for the benefit of the mili- tary and naval service of the country, that the general governinent ought to relieve the States of their war debts, and that, after adding the aggregate to the national debt, Congress should vote one-third of the whole burden upon the South, That there will be considerable influence brought to bear upon members of Congress in this direction seems probable; but the ability. of the general government to bear tho extra debt would be no groater than its ability to saddle the restored South with f special burden of one-third of the total indebtedness of the nation, The national debt, already not far from twenty-four hundred millions, will bea heavier weight whou the war onds than the people will find easy to carry. It is red3oned that Congress might increase the taxes to mect the interest on the augmented debt; hat this would bo impracticable unless under a roduction of the interest. This has the appear ance of one of those shalows which coming events are said to cast’ bofore them;) and the cry of indignation which the proceeding has evoked from the Richmond press, and the demand they, make upon the rebel government to stop it and seize the gold, prove that the banks have not taken this course sooner than was neodful fur their own protection. There is every probability that all the gold in the confederacy which the Dayis government can lay hands on will be serzed before long. The Richmond Enquirer, in its issue of the 10th inst., said:—‘‘ The supplies of the country cannot be secured without gold. The banks havo all sho gold.
