FINANCIAL AND COMMERCIAL. ‘Wepxzspvay, March 15—6 P. M. Gold openea weak and feverish at 171—a decline of 4% from the closing price om the call at the evening Ex- change yesterday—and after a series of rapid ductuat:ons dropped to 17454 soon efter noon, A rumor was then in circulation that peace commissioners were on their way from Richmond, and further reassuring reports were received from Sherman and Schofield. For about an hour the price remained almost steady at the latter quotation, when. a reaction took place which carried it to 178%. Meanwhile the failure of two or three minor members of the Exchange was announced, one of whom had bought about a million ast night, the supposition at the time being that he was acting for a leading operator. From the highest point reached there was a decline of 1}, and the market closed weak and unsettled. Tho variations were:— 177 2:20 P. M. ‘The stock market did not sympathize fully with the decline of gold, and at the firss board it was active, al- ‘though heavy. The theory that railway stocks are selling ‘below their real value on a specie Basis, and that there- fore-their market price ought to be uninflienced by any further fall that may take place in gold, is entertained by some; and in view of the heavy fall which has already taken place afew of the “shorts” arc beginning to buy in, The “short” interest ts undoubtedly large, but the ‘efforts of operators for a rise are unaided by outside buyers, and this leaves the market inherently weak. Erie was $ lower on the call than at yesterday's second board, Hudson River 1, Reading 4, Michigan Central 1%, Michigan Southern %, Illinois Central1%, Cleve- land and P.itsburg {, Rock Istard 13g, Fort Wayne 23, Cumberiand 314, Quicksilver 1%. Government securi- ties were depressed. Coupon five-twenties declined %, now issue 34 a 54, ten-forties tf a %. At the open board at one o'clock the market was dull and nearly steady. Erie improved 3. At the second regular board there was a general advance. Erie was 134 higher than at the close of the first board, New York Central %, Hudson River %, Reading %, Michizan Southern %, Illinois Central %, Rock Island 1%, Fort Wayne 1%, Cumberland 3, Cleveland and Pittsburg was 4 lower, Northwestern 3. Government securities continued heavy. Five-twenties of tho old issue were 34 lower, ten-forties 3. At the open board at half-past three the improvement in the railway list continued, During the last three days there has been marked de- Pression and stagnation ip all the merchandise and produce markets, and this was more par- tcularly observable to-day. On the Produce Exchange there were rumors of failures in Philadelphia and elso- where. The decline of yesterday was followed by a still eavier one to-day in wheat, flour, corn, pork and other produce. The fall in pork during the past two days has been nearly two dollars per barrel, making about twelve dollars this season. Petroleum and cotton have sympathized actively with the general markets, the former declining to 38, and the latter to 67 for middlings. There is a settled gloom ' among the mercantile community who hold goods paid for at high prices, and numerous failures are threatened. They now begin to feel that the Legal Tender agt, which increased their nominal wealth, is equally powerful to carry it away again and leave. them poorer than before. The evil of an inflated paper currency is to be found in the evil it inflicts upon trade, by the violent yet subtle Aisturbance of values, At present the fall of gold is;a sensation. There are ‘ton sellers to one buyer in the market, and public senti- ment almost unanimously declares that gold must go much lower. The consequence is that the market will become immensely oversold, and that the fall will be pre- cipitated much beiow the point near which it will settie after this panic of excitemout is over, and that then, after “bottom” has been finally reached, there will be a grand rush of the “shorts” to buy in, and a corresponding re- action in public opinion. At prosent the prevailing idea is that the war is near its end, and thas gold bas no value above par. Money has been rather active to-day, owing to the shifting of loans, and the rate on call has been strictly seven per cent even on governments, Commercial paper is regarded with d'strust, owing tothe depreciation ‘of market values, and the best grade only Is taken at 8 a 10 per cent. Foreign exchange is staguant at 107% for bankers’ sterling at sixty days. The steamer Ocvan Queen, from Aspinwall, brought $431,162 in «pecie. Prinoceum.—The market was completely unsettled by the tumble in gold, and prices fell 2c. a 3c. for all kinds, with large sales of crude at the roduction.
