2 FINANCIAL AND COMMERCIAL Tvuspax, March 14—6 P, M. ‘This has been a day of great excitement in the gold room, and the further decline of the premium has exer cised a vory depressing fect upon the stock and mer- clandise markets, Tho panc-like fooling of yesterday was aggravated by the iutelligeuco from Sherman and Fchofisld, and gold, which opened at 184%, and sold at 185 at noon, began aftr that hour to fall rapidly tll it reached 117% at afew minutes past three, The market at this paint was extremely active and in full panic, the dip being lower than any witnessed since last May. The ‘soone in the crowded rom, full of anxious and earnest faocea, some flushed, some pallid, and the eyes of all fiashing with excitement, in the midst of a confusion of voices and a semi-frantic movemont of arms and muscles, and a swaying to and fro of the mass of agitated fig:rea, was worth witnessing. February 190% ‘The stock market has been free from excitement, and very dull. At the first board prices were maintained under purohases to cover “shorts.” ‘The variations at the close, as compared with the same time yesterday morning, wore as follows:—New York Central advanced %, Erio %, Hudson River %, Michigan Southern %, Cumberland 1, Reading declined %, Rock Island %. Fort Wayne was steady. Government sccurities were Gilet, Tou-forties declined 3 a 14. ‘At the open board at one o'clock the market was 216% ony drooping, and at the second regular board heavy, with a very lIlmited yolume of bust- ness. Erie was 1% lower than at the close of the morning board, New York Central 3, Hud- son River 1, Reading 1, Michigan Southern %, Illinois Central 2, Rock Island 1, Fort Wayne 13g, Cumberland 1%. Government securities wero depressed. Ten-forties submitted to a decline of 3 a 34; coupon five-twenties 3. Atthe open board at half-past three prices were a fraction lower on a portion of the list and steady on the reat. The general feeling on the Stock Exchange is ‘bear- ish,” and lower prices are looked for in the absence of ‘an outside demand, of which thore is at prosent no pros- pect. The public are distrustful, and not without reason, of the value of railway property; and this, to a great ox- tont, is in consequence of the corrupt management of our railways. It is a saying in England, “They do these things better in France; but it may bo safely said that tho railways of any other country in the world are ‘better managed than those of the United States. The main objects of many of the presidenta and directors of our roads seem to be to secure the largest amount of profit for themselves and put the best face possible or the affairs of their companies by the payment of divi- donds, regardless of the permanent Interests of the pro- perty, Tracks, locomotives and cars are allowed to fall disgracefully out of repair, by which the lives of pas- songers are Joopardized, and very frequontly, as of late we have had abundant opportunity of observing, sacrificed; yet at the same t me the roads are being very extrava- gantly managed. Contracts are given out at exorbitant prices to the friends of the officers, and the profits are not unfrequently shared in directly or indirectly by the oMeials who authorize them. The affairs and accounts of particular roads are sometimes cooked for stock -job- bing purposes. If the managers of = company see a prospect of making money by selling its stock “short,” they go to work and add unnecessarily to the expendi- ture, and damage the road as much as possible, so as to opress tho stock in Wall street; and if they see a chance of “bulling” it successfully they exaggerate its pros perity and declare as Jarge a dividend as possible, whether warranted by circumstances or not. It 1s noto- ious that the roads whose stock is regularly bought and Bold at the Board of Brokers are far worse managed, and that their stock is far less valuable, than thos) wh:ch are out of Wall strect, as for instanc) the New Jervey Central, which pays on an average abont fifteen per cont per annum; the Cleveland and Eric, which averages about twenty-flve per cent; the Cleveland and Colum- bus, about twelve per cent, aud the Pennsylvania Cor- tral, The Hudson River and Haricin roads are governed by Wall street cliques, and to this fact may be partially attributed the numerons accidents which for sometime past have occurred on the former. If tho Erie Railway hap- peued to be in England instead of the United States its stock would sell for the equivalent of about two hundrod instead of sixty-three. But so long a3 our railways are mismanaged and neglected as at present their stocks are likely to reflect in their price the opinions of the public regarding thom. Ifa few searching investigations were made into the corruption underlying our railway system, it would have a very salutary effect upon official morale, and contribute to the safety of the travelling public. The money market has beon moderately active to-day at soven por cent on call, In the discount line increasing caution is observed, owing to the heavy deoline in gold and the corresponding depression of market valaos geoerally. First class paper continues to be quoted at 8 & 10 per cent. Foroign exchange is weak and very difficult of sale. Bankers’ sterling at sixty days bas been offered at 107%, and at 108% at short sieht Thore is some talk af the Seeretary of the Treasury anticipating the payment of the May coupons on the five- twenty bonds; but it is improbable that such will take place till near the date of their maturity. Moreover, it is not desirable that the payment should be anticipated in view of the present condition of aflairs, mid at any timo the policy of propaying of interest » questionable, The subscriptions to the seven-thirty loan con- tinue to range very high. The aggregato last week exceeded twenty-one millions, and the total amount subscribed yesterday was $6,246,700. The popularity of this form of seourity would seem to in- croase with the decline of gold. The First National Bank subscribed $600,000 yesterday and $500,000 today. The flour market opened moderately active and firm for the low and modium grades of State and Western flour, but closed dull and heavy for all kinds, owing to the tumble in gold.
