The latter is as much attributable to the reviving public confldsnce in the future of the country and the government credit, as the unusually light imports and moderately heavy ex- ports which have been (he leading features of our foreign trade for tb few months. When the fortunes of the nition scemed to hang trembling im the balance, before iinportant military avd naval successes had’ changed the aspect cf the war in our favor; und when, before the ‘Presidential election, the condition of political affairs increased the uncertainties of the situation, there wore not a few who shipped large amounts of specie to Europe for safe keeping, the whole Probably aggregating about twenty-five millions, nearly all ofwhich mains abroad on American account, either invested or on deposit, It 1s not surprising, therefore, that with the subsidence of the apprehensions which in- duced the shipment of coin there should be a disposition draw bills against it for employment at home. Although the exports for January and February show an increase in value upon those of the same months in 1864, this is owing toan increase of price, and not of quantity. Indeed, the latter shows a considerable fall- ing off, the decrease being especially noticeable in flour, wheat, hops, cuf meats, petroloum and tallow. This corresponds with the returns of the agricul- tural department, which indicate a great docline fu the production of cereals consequent upon the withdrawal of labor from the farm to the army. Tho amended tariff, which took effoct om the Ist of July last, operated at tho same time to check importation’ ‘and diminish the receipts for custome duties, the receipts for the latter during the seven months ending with the Bist of January, having been only $28,705,640 against $41,225,512 for the corresponding period of the previous ye wing a decline at the rate of about $21,500,000 a year. The stock of goods in the bonded warehouses has, however, been iarger than usual for some months past, and the entries for the year 1864 were thirty-one millions in excess of the withdrawals, The merchandise markets are but scantily supplied at present oll over the country, and, with the congumption of the remaining stocks on hand, a demand will necossurily arise for the lots ware- housed and fresh importations. Meanwhile the unsettle. ment of values consequent upon the decline of the gold premium, is exerting a very depressing influence upon trade genorally, and particularly in dry goods, owing to the supplies of raw cotton © ming forward. Cotton goods have declined thirty-three percent dufing the ast few months, involving, of course, their holders fn serious Joss, and hence the great caution importers, jobbers and retailers observe in their purchases. Printed cloths, which not many weeks since sold at 30c., are now 18e. ; prints, which were 40c,, are now 25c. ; shirtings, which were 61c., are now 45c. to 50c., and so in propor. tion with other descriptions. All the marketa are highly Bensitive to the fluctuations in the value of the currency, and the absence of stability in it, operates very {njuriously upon commerce. Tt is ono of the Ponalties which we shall have to bear, however, till the dawn of that happy period when the Legal Tender ac* will be repealed and the country returns to a specie basis. When that will be it is hard to say, but probably not for & long time to come. In the meantime the present sys. tem requires the government to keep the money market easy, Mm order to encourage subscriptions to its loans.| Somet me after the close of the war, when the revenue approximates more closely to the exXpenditare, it may practice contraction; but it has gone too far in the pro: ocas of inflation, and suffered under the evil eflects of depreciation too deeply, tobe able to contract successfully now, unless by the adoption of radical measures, which the late Congress was unwilling to entertain. It is fortunate that mlitary success has revived public confidence in the public credit, and stimulated popals Subscriptions to the government loan. The success which ha» attended the sale of the seven thirty notes, | g; under the manogement of Mr. Jay Cooke, has been such a; to realize the most sanguine expectations former with regard to it. Under skfifal management the government may, as it should, become, and as it would always have been but for our wretched financial policy, the favorite borrower. Adam Smith says (chap, 3, book 5):—“By Jonding to government they (the people) do not even for moment diminish their ability to carry on heir fo and manufactures. On the contrary, thoy commonly @ugment it. Tho necessities of the Sita render government, upon most ocra- sons, willing to borrow upon terms extremely edvantageous to the lender. The security which it grants to tho original creditor is made transferable to any other creditor, and, from the universal confidence in the justice Of the State, goncrally sells in the market for more than Fras originally paid for it, The merchant or moneyed “fan makes money by lending money to the government, ‘fend instead of diminishing increases his trading capital."’ After this, however, he proceeds to discuss the graver Aapeot of the case, and remarks:—'When national debts Dave been once accumulated to a certain degree there is scarce, I believe, a single instance of their having been fairly and completely paid. The liberation of the public fovenue, if it has ever been brought about at all, has always been brought about by a bankruptey; sometimes by an avowed one, but always by a real one, though fre- quently by a pretended payment. Tho raising of the de- pomination of the coin has been the mibst usual expedient ‘by which » real public bankruptcy has been disyuised Qnder the appearance of @ pretended payment.” This would be nearly equivalent to the funding of our cur- fency {nto epecfe notes at their gold valuation, with a ‘view to the immediate resumption of specie payments. + Almost all nations have in the course of their history Played what Adam Smith calla “this pigaling trek.” The Romans. at tho oud of the Gest Punic war, reduced English coin was not only raised in its denomination, bat adulterated in its standard; and similar expertmonts wero practised im Scotland during the minority of Jamos the Sixth, The United States, however, forms an excoption to all rules, It is waging the greatest war in all history; it has groater natural resources than any other pation, and it may consequently be enabled to emancipate itself from a larger amount of indebtedness than any other nation.
