At the open board ut half-past three the highest quote tions at the second board were not fully maintaiuod. ‘Tho gold market opened at a recession from lust even- tug's price, and although it. afterwards improved 17%, it was without spirit all day, and closed dull, bus one Cent higher than the lowest quotations of the morning. The variations will be seen by the dgures: 10:30 A. re per The supply of floating gold aggregates more than six anda half millions Great difficulty is experienced in. fonding it, and some houses which are Leatily “long” Gnd it about as difficult to borrow upon il, The tone of the Richmond press has exerted a de- Pressing effect, and, although no considerable de- Cline is probable, there ix nothing at present to impart buoyancy to the market. Money has been moderately active owing to tho diminished supply con- @equent upon the curtailment of loans by the national banks. Tho rate is seven per cent on miscdlancous securities; but loans on government securities are still made at six. Commercial paper of the first graae passes at eight to ten por cent, Foreign exchange is dull. Bankors’ bills at sixty days aro offered at 107% a 108, and at three days at 108% a 109, Commercial bills are quoted at 10614 a 107. In the Senate yesterday, in Committee of the Whole, the section of the Amendatory Tax bill imposing a tax of one half of one per cent on sales is adopted by a vote of twenty-one to twenty, The amendment of the Finance Committee for the appointment of a committees of three to inquire into and report upon the subject of taxation was adopted, The House of Representatives to-day also ordered two new committees—one on banking and cux- rency and the other on appropriations—so leesening | the duties of the Committee of Ways and Means. This Givision of labor ig likely to result in a moro care ful consideration and Investigation of measures affecting our fiscal adsninistration than we have hitherto had. [t will be the duty of the Committee on Banking and the Currency to report iq favor of the amendment of the National Currency act #0 as to ourtail the paper money issues under the According to the last statement of the circulation of the national bunks, it amounted to nearly ninety-seven millions, and it is now probably a hundred snillions, Thie powerful engine of inflation is adding between three and four millions a week to the volume of the currency, aml will, within no long time, if allowed to work without interruption, add another two humired millions to the cirentation. Mr. McCulloch, who has been at the head of thie branch of the Treasury since its orgw like Mr, Chase, preached sound views of fi ut, like same. him also, he has practised the oppo: ns not in the power of Mr. McCullogh, of course, to do otherwise than carry out the letter and spirit of the act; but it be some- cana te note the contrast between theory and Practice with our financiers, If Mr. MeCalloch is to be the next Secretary of the Treasury he will have considerable scope for the develop- ment of his policy, and bad as the condition | 1200 Mariposa Mg Co on en Se mombere to be paid ia geld; but they appeared before the Btate Treaserer and de- paar pay orgs. tes thom that by ® pre- vious law the specie in the treasury had beon ordered to be sot aside fer tho payment of the intorost on sterling bonds, and that he was, under that act, prohibited from using it for any other purpose. Breavsrars —Keceipts, 468 bbls. dour, 63 bbls. and 2,844 bags corn meal, 5,412 bashels wheat, 10,072 do. comm, 13,368 do. outs, 1,642 do. rye. State and Western brands were a trifle lower, #ay sbout Se., with a limited demand, and only a small basiness was consummated at our figures, aud at the clove thove was some difference between the views of buyers and sellers. ‘The sulcs were 6,000 bbls, State and Western, 600 do, Southern and 400 Canadian, The demand for rye flour continued mode- rate, but the market was firm; sales of 200 bbls. at $8 a $8 75. Com meal was iu fair request, with: sales of 250 bbls, at $7 50 a $7 60-for Jersey and $8 50 for Brandy wine, We quote:— Superfine State and Western flour, Extra State -$9 80a 9 90 9 95210 10 of our finances is, im # county so vast and recuperative in its resources as our own, it is not too late by judicious management to renair it ‘The three plans which the government may adopt are:— Firstly, the gradual contraction of the curreney, with a view to the repeal of the Legal Tender act and the specdy resumption of specie payments Secondly, the opposite extreme of continued and indefinite inflation, involving the further und steadity increasing deprociution of the currency; and thirdly,.the maintenance of the currency ‘a8 nearly as possible at the present point. But in order to carry out the iatter the national bank isues must be stopped. Even supposing the amonnt of the currency to remain unchanged, however, in the future, the tendency of the gold premium will be upward, 90 long as the disbursements 80 largely exceed the income as to add two millions per diem to the aggregate debt. Nevertheless, deprecia- tion would be in a great measure checked by heavy tax- ation; and such are the resources of the country that in ten years after the termination of the war, provided the poople were meanwhile willing to bear the burden, the currency might possibly be restored to par. The strong argument against the early resumption of specie pay- menis is the lose it would inflict upon the speculative, financial and mercantile community, who constitute, directly and indirectly, the most powerful in- terest in the country, and whose hostitity neither the preent nor the new administration will be likely to brave. Moreover, the government has committed itself to a pohey, such as it is, and it will therefore simply try to make the best of it without @lopting any radical changes. With a long continuance of the war it might yicid to the temptation to resort to fresh currency issues, and so court the same fate for its Paper money that overtook the French assignats; but the promising aspect of the military situation makes this danger more remote, and prevents an opportunity for pre- serving the government credit from thove disasters which not long ago threatened it, We have, however, already 80 long pursued a policy of inflation and sufered our currency to so fur depreciate that it is useless to pxpect to recover our lost ground while the war lasts; but it will be the serious duty of the Secretary of the Treasury to Yecommend such measures as will stay the progress of that depreciation, which is the heaviest und most insi- dious form of taxation that can be inflicted upon a people ‘The pasaage by the House yesterday of the bi repeal ing the eighth section of the act tegulating trade and ‘commerce with the |nsurrectionary States, which pro: vides for the appointinent of Treasury agents for the purchase of cotton and otherfprodvce, on behalf of the government, from the rebels beyond our lines, threatens the overthrow of the system concerning which there has been 0 much antagoniem of lac between the military ‘and civil authorities, and which has not yet been fully established. The grounds for the repeal are frands and dysloyal practices, but these exist owing to faulty exeew tion, and not to a mistake of design in con- stituting much an agency system. With incorruptible officials much good might result to our commerce from the purchase of Southern produce from the rebets. As the war nears its close, however, and the territorial limita of the rebellion aro narrowed, the necessity for such a system as the one projected—which seems to be ‘thus far remarkable only for ite failure, and the hoetility with which it has mot from the military commanders— ‘will diminish ; so that, with our recent successes, the mea- gore has, to @ great extent, lost its importance. ‘The Chamber of Commerce of this city, at te regular monthly meoting to-day, appointed a committee of seven to report the views of the Chamber on the poliay of the t with regard to the cotton seized at Savannah, ‘The general sentiment of the Chamber was in favor of recognizing the claims of the private owners of the cot- ‘ton, 90 a8 to prevent the future destruction of the staple by the rebels of the approach of cur forces, A wnt order has been, or is about to be, iseved, ‘requiring bonds to be given by the shippers of asorted eargoes to Havana, in consequence of the discovery that morebandise nominally #0 consigned t in some tm. qtances roally destined for Matamoros, to be afterwards ‘fgont over the line to the rebels, Shippers to Mexico have for s long time past been required to give bonds; and the Bow order making shippers to Havana comply with the @ame regulation may not be unneosssary, bat i comes rather late. ‘The following ie a comparative statement of the com ition of the Philadelphia banks on Monday end on the previous Monday :— ‘i i gale wsoa'ooe 1i's0n' gon i 7 5 Dopodia..... , wreaiet 90,011,100 Creutation. .. 4,006,771 6,077, ‘due Udtwous raily yasood & law vrdortigg Choice State. 0 15210 30 Common to medium extra Western: 10 15410 45 Extra round hoop Ohio, 10 90 u 11 00 Western trade brands. 11 05 a 12 00 Extra St. Louis... «+11 60a 14 50 Common Southern. . +10 65a 11 65 Fancy and extra do... 11 70014 50 Common Canadian,.... 10 06 2 10 30 Good to choice and extra. 10 35a 11 75 Bye tlour, suportine, 1 50a 8 70 in sympathy with gold; but, there being almost no de- mand, prices were nearly nominal, especially for wheat, in which business was small The transactions were 1,000 bushels choice amber Missouri at $2 45; 1, 92 40, w, do, good white Canada at $268.
