The Secretary of the Treasury has authorized the pay- ment of the March coupons on the ten-forty bonds on presentation, and accordingly those wishing to avail themselves of the privilege can do so either at the Sub- Treasuries or at Washington. The total interest on the gomi-annual coupons will amount to about $4,000,000, the principal being not far from $160,000,000. It is reported that the appointment of Mr. Hugh Mo- Culloch to the Secretaryship of the Treasury will be an- nounced to-morrow. A bill has been introduced into the Assembly at Al- bany for defining the law relating to commercial paper falling due on public holidays, and also providing for the presentation of such where no place of payment is men- tioned on its face. Section 8 of the bill, referring to the latter, says:— When no residence or place of business is specified as & place of payment, before the signature of any bill of change or promissory note, or in the acceptance of any ich bill, presentation and “demand of payment thereof tho post office of the place at which said note or bill is held at maturity shall be deemed a sufficient presonta- tion and demand of payment, and notice of the non-pay- ment thorcof shall be suflicient to charge the drawers or endorsers thereof, without any other presentation or do- mand. And in such cases a notico shall be deposited in such post oflice, directed to the acceptor of such bill or the maker of such uote, informing him of the protest thereof. At present great carclossness is shown both by thos making, receiving and discounting commercial paper, and it has often happened that notes have not been met at maturity owing to the holders being in ignorance of the residence or place of business of the makers, and, ‘therefore, unable to prosent them. Every Promissory note should bo made payable at a de- signated place, and it is to the interest of the receivor to seo that this is done, Legislation can establish certain rules to moot certain cases; but the true remedy for irregularities of this kind 1s in the hands of the recelvers. The bill im question ‘aims to correct the hab't of carelessness with regard to commercial paper and define the duty of holders, and by efmplifying the law it will tond to abolish technical dofenges, Its usefulness, therefore, cannot be questioned.
