Taesd Coe 231% 227% 22673 * 2373 2264 Government securities have boon quiet in the open market, but on Sutarday subsoriptions to the ten-forty loan were active and aggregated in this city upwards of ninetcen tmillions, 7! y of government securities in the iimmed is in favor of a rise, All the gold bearing bonds may bo expected to ad 2i¢ a 3 per cent during the month, and iptions to the seven-thirty Joan will be cor ely improved; but we advise tho withdrawal of this loan as soon us a purely currency loan can be subetituted, as it ts indirectly a gold bearing one, and the gold bearing debt is already too large in the Present state of the currency. Allowing for the probable subscriptions to the Joan at Boston, Philadelphia and elsewhere, it is likely that about fifty-five millions of the ten-forty loan only remain untaken, which portion is now caneslied. The money market haa been very stringent, and is likely to continue modorately so for some days to come, although the dreia westward may be considered over, and the return flow has already partially set In. After the middle of the month, however, an easter money market may be looked for. Tho rate for cal! loons has been strictly Seven per cent and for first class commercial paper eight to eleven. ‘The foreign exchange market has been quiet under the moderate Imporiations and improved exports, and rates have tended somewhat in favor of buyers. This feature 4s likely:to become much more marked with the opening ap of the Southern country to trade, while the recent capture of the stocks of cotton hoarded at Savannah and other places will before long exert an active influence upon the cotton and exchango markets here and in Eu- rope, amd produce drain of specie from the Old World in our fayor, Probably the cotton stored at Savannah alone will give a militon of pounds sterling to this country. Tlis will be likely to lead gradually to a strin- goncy in the British money market, which will be pro- ductive of the same dangers a4 those from which Eng- lich financial and commercial lutereste have Just escaped, and whieh in @ much greater degree will threaten them on the términation of the present war, resulting proba- bly in a sweeping cominercial panic and @ suspension of specie payments by the Bank of England; for the vast etruoture of t upon which the prosperity of Great i in i8 dependent resis upon a basis #0 ing: nt that Would require but a slight shock to public confdence to precipitate a catastrophe the lke of which Mngland has never yet experienced. To iary derangement more than anything else she is ing to the expansion of credits which the commencement of the war in liable, how (ukem place sii the Un d States—a direct consequence of the loss of the Southern trade, which forced capital and enterprise into uew and speculative channela, Bankers? sterling has ied during the woek at 100% 0% at sixty days m sight, and 110% a 24 at throe days. Merchants’ 5 have been offered at 103 a %. The report of the Benk Superintendent of the State of New York shows the ct of popular opinion, led by the administration, in influencing the conduct of men. Hitherto the Superintendent has been a zealous advocate of ystem ; but now he seems to think that the natioual ‘one is spreading too rapidly to make opposition to it useful, and accordingly he says:—‘Its essent{al fea- ture) are (ranseripts from the bankiog laws of New York applied to « wider theatre of operations, and doing for otbor Stites what our own experience has wisely suggest- od for this.” Now, we deny the truth of this. The two systems differ as much as chalk does from cheeso, The ono—thit of the Stale—ts based upon specie, and the othor upon paper. Article eight, section five, of the State constitution provides that ‘the Legislature shall have no power to pass any law sanctioning in any manner, directly or tudireetly, the suspension of specie payments by any person, essociation or corporation iasu- Ing bank notes of description.” The Superintendent thinks, regurding the national system as an established fact, that it is obviously proper that the laws of the State shoula be so amended as recognize and legalize the aesoclations orgsaized under the act of Congress, #0 that there mgy exist no apparent conflict of jurisdiction be- tween tho general and State governments, At present no banking organizations are legally recognized within the State, except those formed and feguinted under Jegistative authority. With a hun- dred institutions organized under the national law the Superintendent coos no utility in State antagoniem to the notignal ayatom., Woe agree with the Superintendent In promoting the cause of harmony between the State and fedgpal Jaws, for the aut m hes done nothing bi thus far, and It promises to pr qualy fruitless in the future; gud whethor or not existing statutes, rendering the esiabiishinent of national organizations for banking purposes within tho State unlawful are repealed, we think will matter lie in staying or promoting the epread of the eysiem adopted by Mr. Chase, and which ts dopondeat far its guccess and perpewuity upon the maintepance of the government credit, the ene sy mpathiging go actively with the other that the decline Of the Inter Would bo eecompanicd by a curresponding decline of the other, yece with the Superiatendont that in the case of juition reorganizing ander the Currency act, dotog #6 according. to, law should be sim. 6 ithe, ooh bank has to wind up divide tis er the Siow law beforé it oom enter upow ita | patlonal existence, A» hie venels direetly to wenken the banking resources of tue country, if the State banks are, in any event, dotecmined to nationalize themacives, it will be well to allow. thom 0 do #0 withont Injury either to the ban _ or public frterost. The check to the trade of the North consequent upon the outbreak of the war was great, and, to many, disasirous, as these figures sufficlently indicate, The currency infla- tion subsequently relieved the pressure; but the termina- tion of the war, or, at loast the resumption of specie payment, whether it takes place before or after that event, will cause a far groater shock and many more bankruptcies than the year 1961 witnessed ; for, with con- traction, tending towards a healthy basis, will come col- lapae where the expansion is greatest. ‘The total value of the imports other than dry goods and specie at the port of Now York for the week ending January 5 was $1,500,437. This reprozents not far from $70,000,000 of the national debt, by far tho largest part of which ts held in Boston, and the remainder in Maine, Vermont, New Hampshire, Massachusetts, &. ‘The Quicksilver Mining Company has declared a divi- dend of five per cent in gold. Tho Chicago, Burlington and Quincy Railroad Com- pany advertise to purchase certain of thetr mortgage bonds for the sinking fund. The following statement shows the condition of the one hundred and forty-one banks of Massachusetts out of Boston on the 3ist of December last, compared with the returns made at the commencement of the year ‘1864:— 20, 063, 12077471 ‘The gross receipts of the Western (Massachusetts) Rail- road for the year ending November 30, 1864, were $2,904,378; increase of receipts over 1863, $559,286; in- crease of expenses in 1864 over 1868, $611,000; of that amount about $200,000 has been paid for State and na- tonal taxes, which does not include the government tax on matorials for repairs, such as rerolling of iron, spikes, wheeis, frogs, &., which amounts to a larger sum. The total income of the Eastern (Massachnsetts) Rail- road.for the year ending November 80, was $1,063,741. ‘The cost of working the road was $579,765. The in- terest paid during the year amounted to $05,008, and the United States tax $23,562 The net earnings, after deducting all oxpenses, including tax and interest, were $364,814.
