The leading feature of the day in Wall street bas been the coutinued heavy decline in the price of gold and stocks, Rumors from Washington of another offer of amnesty and speculations with regard to Sherman’s movements assisted the fall of the former, which was sinking In accordance with its natural tendency and the absence of sufficent strength on the ‘bull’ side of the market to counteract it, Notwithstanding the low price of ra lway shares the sympathy of these with violent fluctuations of the gold premium is very close, and operations on the Stock Excha reflected travsactions in the gold room, The specie quotations during the day were as follows: 10:00 A. 238 2:20°P. The cloaing sales as compared with thoge at the second board yesterday showed the following vari- ations:—Erie declined 134, New York Cen- tral 2, Reading 2, Michigan Southern 2%; Michigan Central 144, Cleveland and Toledo %, llinois Central 4%, Cleveland and Pittsburg 1%, Chicago and Northwestern 1%, preferred %, Chicago ard Rock Island 2%, Fort Wayne 2, Ohio and Miss’ssippi certificates 1, Quicksilver 13, Cumberland Coal ¥ Government securities were in active demand at higher pric Coupon five-twenties sold at 103% # 101%; new issue, 103% a 103%; coupon sixes, of 1bS1, 110% a 111%; one year certificates, 96%; seven three-tenths Treasury notes, October and April, Lid a 115. State stocks and railroad bonds were dull; bank shares neglected. At the call and at the open board, at oneo'clock, the market was heavy and quotations 4a 8 per cent lower. <a! At the second regular board it showed no provement, and closed unsettled. As compared with the closing sales of the morn- ng, Eric declined %, New York Central §%, Hud- ‘son River 1, Reading 1, Michigan Central 1%, Michigan Southern 1, Illinots Central %, Cleve- dand and Pittsburg %, Fort Wayne 4. Government securities continued strong. Cou- pon sixes of 1831 sold at 110% a %; coupon five- twenties, 104; new issue, 103% 104; 1.30 Trea- sury notes, 115. At the open board at half-past three there was ‘Ssteadier tone to tae market, and quotations un- derwent a slight improvement. The money market continues easy to stock houses for call loans at seven percent. The dis- count line is unchanged at eight to twelve for good names. The is volume of commercial paper offering small, and capital is seeking other chan- els for employment. The foreign exchange market has been inactive, as usual on steamer day, and quotations are in some instances a shade lower than they were yesterday. Bankers’ sterling at three days is quoted at 110% a %; at sixty days 109% a} The Persia took out $150,000 in specie, and the steamer erty, for Havana, $5,000, The advices from Europe by the last steamer indicate the partial return of confidence in finan- cial and commercial circles. The Bank of France had reduced its rate of interest from eight to seven per cent, but the Bank of England rate still remained at nine, and, in view of the weak position of the bank and the many adverse contingencies ‘to which it is liable, it was deemed by the best authorities injudicious to lower it at present. The effect in India of the decline in the price of -gotton had not been:felt, and there was a possibili- ty of its reacting unfavorably upon mercantile houses in Great Britain. Moreover, a foreign drain of bullion was not considered improbable in the event of a reduction in the Bank rate of dis- ‘count. A large number of fivancial and commer- cial establishments In the kingdom have been serious suffercrs by the depression which has pre- rvailed in the stock and-general markets, and more failures are looked for. Meanwhile the increase in the bullion reserve of the Bank of England of £167,432, for the week ending November 3, and in ‘that of the Bank of France of £53,000, are symp- toms of their reviving strength. Decrease—Treasury balance, 16,000,000. Advances have undergone no material chang: The Bank of France has reduced Its rate of dis- count from 8 to 7 per cent, and the Nationa! Bank of Turin from 9 to 8 per cent. The probability of a new French loan, in the shape of capital for a Bank of Public Works, is generally entertained in England and on the Conti- bent. The Bank of England has given notice that en Friday, the 2d of December, the £3 per cent ¢on- sols, new £5 per cents, new £3 10s. per cents, new £2 10s. per cents annuities for terms of years, and India £5 per cents, will be transferable with- out the dividend due on the 5th of January next; also that the transfer books of East India stock will shut on the 9th of December and open on the 6th of January. Canadian government securities had been sten- dily advancing in value in London. There was also an improvement to note in New Brunswick and Nova Scotia government debentures. A good effect seems to have been produced in the minds of the holders of these securities by the proposed comfederation of the British North American pro- vinces. Canadian government six per cents were last quoted 97 101, and the five per cents, 878 90; New Brunswick government six per cents, 95 97, and Nova Scotia six per cents, 98 a 100.
