2 eee FINANCIAL AND COMMERCIAL. Fuuwar, Nov. 11-6 P. M. ‘The gold market has been unsettled and fev: all day, and stocks have sympathized with it. A Fumor was circulated to the effect that Sherman had captured Macon, bat in view of ite long dis- tance souih of Atlanta doubts were entertained as to his having ventured se far, nd little credit was attached to he report. Gold has hardly recovered from the shock produced by the recoil of yester- ‘day, and speculators have hesitated in shaping their opcrations; but the tendency of the market is towards crester firmness. The quotations during the day were as follows;— 2K 240 P.M. The heavy fal of yesterday succeeding the sarp rs. of Wednesday, although partially in- duced the false reports telegraphed from Washington, was mainly owing to speculators for arise having overloaded themselves, in antici- pation of a strong upward turn of the market following upon the Presidential election. Gold rose steadily for ‘nearly a month preceding election da ander the influence of the gneral belief in Mr. Lincoln's re-election, and the future was therefore to some extent dis- counted. Gold suld at 189 in October, and there ‘Was Do good reason for the advance to 260 during 80 short a time. Speculation has run in favor of @ rise, under the expectation that the financial polioy of the last four years will be the financial Policy of the neat four years, and that policy could acurcely be worse, But because the pre- sent administration is to be the administration of the future it does not follow that the fiscal mis- gement of the past is to be indefinitely con- On the contrary, the experience of the system thus far pursaed onght to act as a warning against perseverance in it, pointing, gs it does, to unlimited disaster in theend. The aim of Mr. Lincoin and his Cabinet, as well as both houses of Congress, should be to restore the national finances to a sounder basis than they at Present rest upon with asJittle delay as possible, No half measures towards reform will do; for the principle hitherto acted upon is wrong, and radi- eal changes will alone suffice to counteract exist- ing and rapidly growing evils. To this end the ‘Treasury requires to have at its head a man of far greater ability than either Mr. Chase or Mr. Fes- senden, ncitier of whom have shown apitude for anything but blundering, A new candidate is now spoken of for that department, but he is not the right man forthe place. No mere politician, with personal ties ‘and party interests to serve, who would uses smattering of finance as a sup- port to carry him into power, should be entrusted ‘with the national purse in a crisis like the present. Practical statesmanship, vigor, industry, profound knowledge of the resources of the country, anda Mind conversant with the views of the ablest ex- ponents of political economy and a thorongh acquaiatance with the theory and practice of finance, are requisites in whoever undertakes to carry this country through the ordeal of this great war without involving it in that financial degradation which a long persistence in’ the present course would sooner or latter re- sult in. A grave responsibility therefore rests upon Mr. Lincola in this matter, and he should see well to it. The example of the rebel States should not be lost, and in principle the Policy of Mr. Chase was identical with thet of Mr. Meminger. The confederate currency is now all but worthless and the government at. Richmond depends no longer upon the value of its paper money, but upen forced levies, for which it returns an acknowledgment. in promises to pay nominal sums at a certain time after the acknowledgment of Southern in@epend- ence by the United States.
