FINANCIAL AND COMMERCIAL, Wepnespay, Nov. 9—6 P.M. The disposition to speculate for a rise in gold and stocks, which has been held more or less in abeyance for the last few weeks, in view of the pending election, showed itself strongly to-day, and the course of the market for both was in ac- cordance with our prediction, The gold quota- tions were as follows:— M. 2.15 P.M Ey S15 PM 32 05 P. 400 P.M... 1.16 P. 4 5.35 P.M. 1.25 P. At the sare session mn of the Board of Brokers the market opened strong, and considtrable buoyancy was imparted to it by the spirited bidding asthe call progressed, The closing quotations showed the following variations from those of yesterday | 500 shs cai morning:—Erie advanced 3%{, New York Central 2%, Hudson River 2%, Reading 33%, Al and Terre Haute 4, Michigan Southern 3, Illinois Central 4, Cleveland and Pittsburg 4, Chicago and Northwestern 2%; preferred 3%, Chicago and Rock Island 314, Milwaukee and Preirie du Chien 1%, Pittsvurg, Fort Wayne and Chicago 4, Ohio and Mississippi certificates 3, Mariposa 2, Quick- silver 14, Cumberland Coal 334. Government securities were firm,‘with an up- ‘ward tendency. Coupon sixes of 188] advanced % 2%, coupon five-twenties +4, new issue 24 One year certificates were steady at 9514. . State and bank stocks were neglected, and rail- road bonds dull, but firm. After the call the improvement continued, and t the open board, at one o'clock, a general further advance of % a 2 per cent took place. At the second regular board prices were lower, and compared thus at the close with those of the morning:—Erie advanced 4%, Hudson River & §4, Michigan Sovthern 5{, Rock Island n Central 44. New York Contral de- clined Y%, Cleveland and Pittsburg %{, Chicago and Northwestern 4%. Tlineia Central, Cumber- land and Mariposa were steady. Government securities were strong at an ad- vance. Coupen five-twenties improved 24, coupon fives of 1881 %. Seven and three-teaths Treasury notes sold at 107. At the open board, at half-past three, the mar- ket was stronger and quotations higher. The loan market has been active to- under an increased demand for money at seven per cent on call. The partial stringency and unse ttled | feeling which have prevailed for the last few days | in monetary circles are attributed by some to the bugbear of a new government loan, but this has exercised hardly any influence. The immediate cause is more correctly traceable to the calling in of loans by the national banks and the curtailment of their lending power by the drafts of the Treasury upon'them in their capacity as despositories of public funds. This at the same time has induced the observance of greater caution on the partlof the State banks, while it has increased the demand for their loan- able resources. The amount of moncy required to carry goldis very large, and high rates are paid for accommodation by the specie brokers an1 operators. Wide differences are paid for time options on the Stock Exchange, owing to this condition of the money market. In the discount line there is very little being done. The quantity of commercial paper offering is very small, and only first class names are marketable. ‘The rate for these varies from nine to twelve per cent, with exceptional transactions at short dates at eight. Foreign exchange is firm, in sympathy with the course of gold, but the rates are unchanged and the demand is not active. Currency quotations only Py hold good for the moment, owing to the ceaseless changes in the gold premium. The gold rates for bankers’ sterling at sixty days are quoted at 109% a %, and 11] at short sight. Merchants’ bills are still out of request at 103 a 4%. The news of the burning of Atlanta and the cap- ture of the privateer Florida was not received with unqualiffed satisfaction by the ‘bear’ party .in gold, owing to inferences suggested by the first respecting Sherman's military position, and a fear in the other case that we might possibly become entangled in a dispute with Brazil in consequence, neither of which con- siderations, however, are entitled to importance. The increased legitimate demand for gold con- sequent upon our reduced exports is assisting toa certain degree speculation for a rise. Those for the week ending on the 7th inst. compared in value thus with those of the correspondinz period in 1862 and 1863:— 1864. 1843. $1,874,005 $3,539,038 Our imports have simultaneously decreased, but not to the extent which our exports have during the last three months. ‘The prime reason for the advance in gold to-day and its prospective further advance, is, however, based upon the result of the great event of yester- day, which leads the majority of those who are capable of influencing the gold market to look for along continuance of the financial policy which has already degraded the value of the currency to less than thirty-nine cents on the dollar. This, therefore, ought to act as a warning to the administration o1d Congress to avert threatened disaster by the pro adoption of measures calculated to arrest the growing evil of paper money inflation, responsibility rests on our legislators and the government in the administration of the national finances. They must deprive specula- tion of its power, so far as it is possible for judi- $5,215810 | gue BS Tivo Bape, 2 NEW YORK HERALD, THURSDAY, . TAB GRORGIAN. \. {From the Toronto Globe, Nov. 8 } It will bo seen by the extracts trom yesterday's But- falo papers, and tbo special telegraphic despatches to the Globe®published in another column, tuXt a good deal of excitement prevails in BuiTalo with reference to the sup posed mission of the propeller Georgia, recently pur- chaged at Toronto, Whether Mr. Bates bovgnt the Georgian {or the purpose, as ia supposed in Aulfalo, of converting ber ito a privateer, to encounter aud destroy iption of the propeller be Provost Marsuial — the Miomgan, and liberate the rebol prizoaers on Johnson's ud—or whether, 68 he asserted bere, Be mado the purcbase for the purpose fof using the vessel in the lumber trade—we shall not pretend to decide, A day or two more will no doubt clear up.the whole mystery, if there ba avy. But, ag regards the purchase made in this city, the foliowing, we believe, are tha facts of the cure. The sa‘e was an- nounced in the Globe of Thursday last, in the coiuma devoted to marine intelligence, in these terms:— “Sau ov tie PRopRURR Groro:an.—This vessel, fot- merly the property of Mossrs. A. M. Smith & Co. ard George H. Wyatt, of tn’s city, has been sold to 42 Amori- can gentlemen who is evgyged in the lumbering busiuess on Green Bay. The Georgian was busit in 13"4.”" Some turee or four wee! & gentieman calling Mr. Jobn Bates, came to this city, with the ing a stéembuat to tow stated he had oxtensive Mics, Who is described as having rrazice tf a quiet,’ cool, sLrond Ya the appes ; bold his own in making @ barguin, and leely to iter of iptroddction Lot, Finaing that a Db aLtoN woud 03 with that tho bargain. worth for bia money. br gentleman, but was in uo hurry to oa ‘The negotiations covered a peri @ forturehte Mr. Pates being away from tue city ducing part of that time, While here bostayed part of the time, we bee lieve, at tho Queen's Hotel, aud part of the at the Newbigging House. Mr Wyatt, as siaied in tho para- raz) ted above, was part owno; of tho versel, and Eadva ceveral authority (com Mesers, A.M sfaith & Co. to sell their sbare ia it as well a3 bis ows, i! be could get a purchaser, offering | salisiactory torms; and tnaiy, on Saturday week, 29th of October, ho and’ Mr. Bates com- pleted the bargain, and Mr. Bal ‘Was authorized to go and take posee: the Georgian at Port Vo:borne, e was ther lying. On the same day the p.rchase price—about $17,000, the sum mentioned ta the Buffalo pa- pers being rather undcr the mark—was paid to Mr. Wyatt, Mi On Monday Sir, Jobu Smith, of the ‘tiem of Mess A.M, Sinith & Co., accomp-nied Jin. Bates to Yort Colborno, aud og Tuesday saw him formally put ia poseession of the veerel. We need nut say that we are sitisfled that Mr. Smith, if be bad seen anything aur- ing bis intercouree with Mr, Bates to warrant tue sus- picicn that that person wes a South tr, intending to conyert the Vessel into a privateer, would have taken good care that be didnot get p:esession of her. Mr. Bates engaged Capiain Milpe and the whole of the crow who bad been running the boat fer the former owners, with tbe single exception, we believe, of the engineer, to continue im charge of wheel being io need of repairs, Mr. W gested that Mr. Bates could have the necessary repairs made at Port Kobivson, or that be mizht take the vessel to Buffalo and employ the party who origiually pat in the wheels to make the repairs. Mr. ates preferred takiag the Iatter course, and on Tuesday Georgian over to Buitalo. On the sup) a Couiederate in disguise, this was an unnecessarily fool- hardy proceeding; for the whee! con!d have been put right at Port Robinson about as well ay ot Bufalo. With tue Georgian Mr. Sates bought about a bunired cords of wood, which she bud at Port Co!borue. jefore proveed. ing to Buffalo she unloaded her wood, aud afterwards returned to Port Co.borue to take on @ supply, ag atated in the extracts from the Ju\'alo nowspapers. It is further siated by the Buifalo press that on Saturday night she left Fort Colborne for Sarnia, which, of cour {s on the route to Groom Bay. The following telegram published by the Builalo Courier, as being supposed to form aaother suspicious circumstance ta the affair. Burra, Nov, 2, 18 To the Proprietors of the Port Colborne House, kort Gol. borne, C. If any’ on them remein, is waiting for the propeller Georgian have She is detained on account of wheel. JNO. BATES. As an explanation of this we are informed that Mr. Bates had intimated here that he expected # guatieman, who was bis partner in the business, to arrive ia Toronto on Tuesday or Wednesday, and had lett instractions for him to proceed on to Port Colborne. The Georgian was built by Mr Wyatt, durtog the Present year, at the mouth of the Severn, ou the Ge gian Bay, aud brought what be covsidered afair vaiue and no More, She registers three hundred aud forty-five tous, and her engines aré seventy. power The shortness of the smokestack, referred to in our telegraph despatch, is im consequence of the stack having bes Cut some two months ago by Mr. Wyatt's directions, order to check the drait. ‘The jow smokestack gave the Vessel somewnat of 1 rakish appearance, topcnnh bon A] Perhaps, have helped to sot the idea afloat that abe to be mado use of wicked privateer, The Georgian is @ slow boat, her speed being only some eight miles an hour. Mr. Wyatt could bave sold Mr. Dates a faster steamer for about the same price—one that could bave attained a speed of twelve or fourteen miles un hoor— but Mr. Bates erated that the Georgian suited him on a count of her light draught, and that the want of speed was no objection in sod me for which he wanted Esca (From tt Journal, Nov. 3.] We yeaterday conversed with Captain John A, Kellogg, in tho sixth Wisconsin iniantry, who recently mado his pe, with four others, trom the rebels, while in transis front charieston to Columbia, South Carolina, and made bis way to General Sherman's lines ip Georgia, arriving $m tho city yesterday from Nashville, en rowe for bis veconsin, Captain Kellogg was captured on ‘tho 6th of May bo pes the battio of the Wilderness, and with other Union prisovers was taken to Lyochbur, thence to Danville, and afterwards to Macon, Georgi be he was placed in prison. and others went to work to effect their encape ‘means of « tunvel, which they constructed, sixty fect & Jeagth, three feet under ground, and wheo it was com- P |, aud they were about to avail themselves of this means of escape from a detested imprisonment, their P 8 wore baseiy betrayed to the rebel authorities by a federal lieutenant, named Silver, of the Sixteenth Lilinois cavalry, and their designs were for = time frustrated.
