All the available oid within reach of operators hag bees borrowed, end some o@the lenders are calling in their loans in expecta Gen of & reaction, which they fear may endanger the gold leat. Neariy | ‘a! the loading.mombbers of tae.regular-Boatd of Brokers have been assisting the fall of stocks for the last two months; and, with sneexception of t@p or thrée houses which aro taking care of particular shares, few are held by taom unless on customers’ account. Hence the pre. sont panic fs likely to create leas havoc ip the street than that of last spring, when brokers a3 woll as customers were loaded with stock: The loss ocoasioned by @ heavy dechne like the present falls ligbtly on investora who rely upon their dividends cogardiesa of the mariot value of securities, This panic has beca lesa of @ shock in Wall street (han that of April or tte reasons stated. Even the clique in Cleveland snd Pittsburg gold out most of its stock when they saw how (he tide was runping, and the stock is now on a love! with the reat, There are uo Dull cliques surviving wor- thy of mention; but there strong disposition to profit vy Ghe fall, and speculators outside of the street will rush in whea appearances satisfy them that the market bas touched bottom, The fact that railway gbares have been recently selling at half thelr original value, avd chat they fuilea to advance with the dgpreciation of tae currency since June Jast, while mor. obandigo and produce of ali descriptions did so, is con- adored to pe a suMcient reason why they sbould have comaiued comparatively steady under the decline of gold, and, now that they have fallen, why they should advance. We regard this fall in gold, however, and tho consequent collapse of the bubble of speculation, as a great na- Mona! benefit, the first fruits of which we aro already experiencing. A goneral decline in prices is the matural consequence of the appreciation of the paper dollar from less tua forty to more than arty | cants iu gold value, Tue wholesale trade of the coun uaa Doon aimost at a standstill for some weeks, and now is borders om @ panic. In the produce market to day choco waa a further fall of from fifty to seventy-tive cents per barrel iu four; of Lifteen cents per bushel in whe: making adectine of fifty cents within a week; of two | doilars per barrel in pork, of two cents per goed in lard, and of three cents per galion ia whiskey, It was rumored that a prominent bouse 1a the produce trade had failed; but, be tbis as it may, it iwpertectly obvious that ali the speculators for a rigy pre vious. to the gold panic are considerably weakened by it. ‘The residue.of thetr strengsh is at present employed in holding on to their own stocks in warehouse, and other- wie gustaining the market by purchasing as much a3 they can of whatever in their particular line is | thrown upon the market {0 excess of the legitimate de- | mand. These men have béen doing their utmost during ‘the past shree cr four months to stimulate Ororbitant prices and enrich thomselves at the | coat of the entive people, The rain, compsrative or com- plete, of such speculators would be @ public benent; for they have worked littie less injury to the community in their way than the bull cliques im gold, and they are cqaatly to be condemned. The latter nave been so far weakened by the dectine of the gold premium that they are unable to resist iis natural tendency, which is still downward, although the excess of short sules before re- ferred to mi cause it to be temporarily arresved to & greater or less extent. But this must be 00a followed by a considerable further descent; for even the present premium Is far beyond that which és justified either by the national debt or the amount of | ‘the currency afloat. We bave before bad occasion to | remark that the premium cught not to exceed sixty- eight, and this is the most liberal estimate thas can be | made it is indeed much bigher than the premium of gold should have at any time attained, considering the vast Sod constantly increasing resources of the nation. But the mismauagement to which oar Lnances bave beea subjected from the beginniog of the war bas bod the elect of disturbing the true relation which would have otherwise existed between the currency and goid. The reckless blumdering of Mr. Chase, sanctioned by Congress, would have been productive of similar cisaster, | woder like circumstances, in any country in the world. Engiaod, during ber long suspension of specie payments, {rom 1797 to 1821, was far inferior in her resources to 4bis country at the present period; and yer, by the skil- ful management of her finances under William Pitt, go aa compared with Bank of England notes, was never al- dowed to attain a premium of more than forty-one per cout, while the average depreciation of the notes—as the | following table of their relative values between 1809 and | 1819 will show—was only about half that: — Price in Bank Pereen'age of Ne of M ‘ | } Mint Vatue of of Gold, & 4i7 2 eeaeooe eo mookeSe eeoence . e e It is by no means too late, however, for the goveru meat to repair the injary done to the national csed't by the mistakes and corruption of the Treasury Department. Tne heavy fall in gold, eo beneficial and saictery io is consequences, will, unless the government bestirs iteeif to check the currency evil, be liable te prove io part only temporary, but if Mr. Lincolo sod the Secretary of the Treasury choose to apply the | proper means, the present fall can be precipitated moc further and the premium be kejt permanently down. 1 matiors oot that existing acts of Congrere €o not authorize « fending of the currency The proper plan to be pursued is to fund & large proportion of it, say from three to five bundred miiionr, into long bonds, bearing from three to five per cent mrerest Mr Lincoln bas not hitherto hesitated to act without cop Stitutiooal authority, por Mr. Chare in adyance of (be law of Congress, aud there is no good renroe why Mr.J\p ooln and Mr. Fessenden should hold back io shie care where public oecessity would be a sufficient ples for their con duct, The government expenses bave been for the hawt few months at least exceeding ite reveipte ai the rate of more than seven hundred and ify millions s year With the reduction of the cold premium ite future expeprer w proportionately lessened. and by (ue witherawe: of & por tion of the currency the latter wil! be made vo approx mate stil! more closely in value with gol’.
