As compared with tbe cash sales yesterday alterndon, New York Central advanced '¥, Erie 3%, Roading 4, Michigan Southera 3, Illinois Central 4, Chicago and Northwesters %, Chicago aod Rock Island 14. Cleveland and Pittsburg and Hudson River showed uo wariation from the quotations of yesterday morning, and Michigan Contra! declined %. In the miscellaneous List, Obio and Mississippi certificates advanced 1, Cum Derland Coal 14. 4nd Quicksilver 1, Government se rities were in better demand at a sligbt advance. The course of god was less erratio to-day than on any Previous day this week, and the price remained through- out remarkably steady. ‘The opeving quotiion was 229, from which there was & decline to 227, followed by a reaction to 228°. It then sank to 227%, afterwards rose to 229%, and at ten min- ules past five P. M. the price stood at 22834. This state of the market is attributable in part to the eflorts of the bull elique, headed by one of the strongest houses in the street, tofget up a “ corner,” and so engi- neer a fresh rise. The fact, too, that # considerable number of deliveries, on account of sbort sales made on Monday, were duo to day, helped, im vo incousiderable degree, to sustain the Premium and check its natural downward tendency. Rumors, algo, with regard to the inerease of the national debt and currency issues were circulated by unscrupu- lous operatdra on the bull side, with a view to creating distrust and furthering their own schemes. What gives Strength to these and an appearance of possibility to Gros exaggerations is the unwise act of the Treasury De- partment in suspending the weekly statements, which the public bad begun to look for with great interest. In this matter, as well aos in bis loan policy, Mr Fessenden has exhibited the same incon- sistency and want of ability for the office he fills that marked the policy of his predecessor, Mr. Chase, however, erred as much by design as accident. He pan- dered to a Wall street ciq.e, and bis principal subordi nates {n the Ireasory Departmeat became one with bim in the work of mismavagement and corruption, Whon Mr. Fessenden assumed his present position he did so ‘without avy pretensions to floanciai knowledge or any ideas or motives worth mentioning. As a respectable man from Muipe, a member of the Senate and chairman 0! a committee, be probably thought that when the Sec- retaryship of the Treasury was offered to him the proper thing to be done was to accept it. He possibiy took pity upon the United States government, and believed he ‘was doing it a good service w tll the place vacated by Mr. Chase, But, whatever his purposo may have becn on accepting the responsibility tendered bim, it has bean very evident ever since that he has endeavored to second althe measures of the Vhio politician, and that be bas copied that gevtleman’s eccentricities with she fidelity of the Chinese tailor who put a patch on the knee of a pew garment because he found one in the oid. Having no principles at the outset, he readily acted upon an excellent suggestion that was made to him, to the effect that it would be well to pub. lish statements of the national debt at short intervals. But alterwards, being still without principles, he acted with equal readiness upon abotber, and, this time, av un- fortunate supposition—namely, to stop those statements, lost the figures of the debt should alarm thé people and diminish the capital of the republican, or govern- ment, party im the forthcoming Presidential elec- tion, Those who inspired bim with this bril- liamt idea were doubtless the old parasites of Mr. Chago, both in and out of the Treasury Department, who wished to bave themselves alone the information @hich the weekly statements gaye to the whole people. Private information of the state of the public fivances, whon tbe facts are sedulously guarded from the public, is always useful, and these former associates of Mr. Chase would no doubt be much benefited by exclusive in- elligence. The chief subordinates of the Treasury avd the leaders of the old Chase clique were sherofore bent upon tofiuencing the new incum- bent of the temple of finance at Washington, and, wtho result bas shown, they succeeded perfectiy. But it remains for us to tell Mr. Fessenden that he bas incur- ced publie censure by bis pliancy, aad committed a blunder for which he is entirely responsible; and there tre some blunders wiich are-crimes. According to the last statement of the debdt, issbed on the 0th of August, the unpaid requisitions were #78,795,000, They are now rumored to be uearly double bis amount, and similar rumors with regard to the cur. *ency are put forth. For whatever there is of exaggera (ion in these rumors Mr. Fessenden ts responsible, because ‘ce has stopped the publication of the facts, to which the neople had been accustomed to look. It is no excuse hat bis subordinates or the Chase clique advised bim to discontinue their publication; for he is the respousivie head of the Treasury, however great @ nonentity he uy be practically, and he was not justided iv assuming the responsibilities of an important department unless he meant to administer bis trust faithfully, The best thing he can do now with respect to this particular matter is to cesume the publication of the statements, fortuightly at feast, H not weellly Mr. Albert H. CONVERTIBLE INTO A SIX PER CENT 5.2 GOLD BOND.
