These, however, we veed hardly say, arc much in the minority, and only a few bave profited by the decline. They will provably ask Jess next week. ‘The Secretary of the Treasury has issyed the following regulations for the exchange of coupon for registered bonds:— Parties holding coupon bonds of any loan of the United States, excopt the loans of September 9, 1850 (Mexi- cap indemnity), and March 6, 1561 (Oregou war), can exchange them for registered bonds of the sume lou by presenting them at the office of the Secretary of the Treasury. They sbould be accompanied by a letter re- questing the exchange, which should state the numbers and denominations of ‘the bonds sent, aud the act under which they were waved, or the title by which they are koown.
