Away back ia the dim and misty yoars of four or five Centuries ago a certain light began fto shoot ap in fitful flashes, and then, after a while, steadying iteell, slowly rising and expanding, till mee thought it was another suo, it shone out and tilumined the world with the brightnegs of Heaven, It was then, as every schoolboy Knows, that mea began to think with a new inspiration, and to understand that kings anfrolers were made for thelr benefit. But as men wore born to differ as well as to die, all did not thik alike on that point, and the con- sequence was a strife was engendered which has endured to our day and generation, and the ond is likely not to come till earth and moon are dashed together. What I am about to speak of is one of the latest phases of that unl- versal, ever enduring struggle—namely, the restoration to Cuba of the represeatative system. ‘There is at presont in Madrid a venerable gentleman, furrowed and whitened by more than fourscore years, who, though he bas passed three-quarters of a century in Europe, has never forgotten the land of his birth.
