Meanwhile we direct the attention of the Cor missioner of Internal Reveowe to the inefi ciency of the existing arrangements for collecting the ational taxes, which allow of unlimited evasions of the law. The efficiency of the Department ought to be in- crowsed by the appointment of tnapeetora, or the adop- tion of mo ingont regulations for the guidance of the essernore and collectors, ‘Wall street tg still without animation, and no epecula. tive activity is shown on the Stock Exchange. The money iurket 1s exsy, but stagnant The rate on call loans is seven per cent, unless in exceptional cases, with @ very Jimited cetend. Commercial paper of the first class is discounted freely at seven to eight percent, Foreign ex- cbange continues ipact/ve. Bankers’ bills on London are quoted at from 277 to 278 for currency; on Paris, 5.14 w 6.15. With the advance of the lowest priced of the old bearing st cks, the prospects of the new seven ond three tenths loan bave improved, and this improvemeat will becoree greater as these securities experience a fur. ther rise in market value, The coupon sixes of 1831 baving co d as high as 108 to-day, thereby approximating more clorely with the five-twenties in price, the induce- ments to subscribe to the new loan have correspondingly increased, and it begins to wear a less inconsistent aspect than it did wen first pat on the market, when it had to depend, pot upon its financial merit, but mere patriotism, for support. We have reason to assert that Mr. Fessenden has no present intention ef resigning his position as Secretary of the Treasury, which would be ao act of political snictde ‘on bis part, a confession of weakness and an insuperable ‘oar to bis entering either office or the Senate in the fa- care. ‘The week opened with a elight improvement tn stocks. © mpared with the best cash sales on Saturday, Erie Rail- sway advanced at the first boerd 34 per cent, Erie pre ferred , Hudson River 13g, Reading 7%, Michigan Cen- tral \, Michigan Southern 1, Chicago and Rock Island \, Pittebarg and Fort Wayne \, Ovicage and Northwestern M, Atiantic Mail Company 1%, Comberland Coal 3, Quicksilver Mining 1, Mariposa 24, Doiaware and Hud- gon Caval 1, and Unio and Mississippi certificates %. ‘The closing quotations showed very little variition from the morning prices; but the general list was novor- ‘tueless firm Government securities also improved. At the first meeting of the Stock Exchange the coupon bonds of 1881 sold at 107% #108, against 107 as the highest quo- tation on Gaturday; the recintered five-twentios 108%, end the coupone 10/% 4 1003¢, and the one year certi- ficates 94% 095. A small sale of endorsed coupons of 1874 was made at 97. At the second beard there was ‘Ro alteration in the price of the coupons of 1841. The Tegistored five-twonties were a little off, and sold at 108 ,, while the coupons fully sustained themseives. The debt Cortificaves did not rise above 947%. Gold opened at 266% and closed dull at 2565. ‘The foliowing table shows the totals of the statements ‘of the associated banks of this city on the first Saturday of each month during the present year, with those of the past two weens— yo tsa Lams. Commercial of Saturday says:— ‘There is a better inquiry for loans, and, currency being in but moderate supply, the discount market is working rather close, though the banks are, with but few excep- tions, taking all the legitimate paper offered; but specu- jators, who are in the market to a oonsid-rable extent as borrowers, meet with but little oucouragement from the regular discount houses, and this class of paper h: been fold on the street at 15 a 24 percent.
