It will thus be seéx that each State has its banking rules, and these are epecinily adapted to ite own wants, as proved by experience. It was this system which Mr. Chase designed to over- throw and supersede by his favorite national bank scheme; but this indirect interforence with the State bamks bas been of questionable utility, and the creation of the new institutions bas placed the old ones and the goveroment in somewhat antagonistic positions at a time when pericct harmony and co operation were most to be desired.
